Naruto: Awakening Eternal Power with My Eye Techniques

Chapter 166: Farewell to Konoha's F4, Part 1

On this day, Shiyu Uchiha was in the middle of working when suddenly an Anbu messenger arrived with a notification: "Chief of the Police Department, Lord Shiyu Uchiha, the Hokage requests your presence. Please come immediately."

Shiyu glanced at the messenger and recognized him as Anbu, not Root. He understood immediately — this was the result of his long overdue courtesy visit to the higher-ups. He replied coolly, "Hold on. I need to finish handling some administrative matters."

"The Hokage requests your immediate presence. Please come now," the Anbu said bluntly, motioning for him to follow. After all, no one had ever delayed responding to the Hokage's summons before, so there was a slight edge to his tone.

Shiyu turned and shot him a look of clear contempt. "If the Hokage wants you to drag me away forcibly, then do it. Don't waste words. If you're here to invite me politely, either wait for me or get lost."

After Shiyu spoke, the Anbu stood frozen, caught between acting and backing off. Shiyu ordered his staff to escort the Anbu out of the office before muttering to himself with a sneer, "Haven't even met yet, and they're already pulling power plays. What an air of authority."

Although Shiyu had no desire to meet Hiruzen Sarutobi, the reality remained that the Hokage held the title of Village Headman and thus outranked him. When it came to hierarchy, a higher rank could feel like a ton of bricks — as the saying goes, [the pressure from a higher rank can be deadly]. So he could only grit his teeth and go.

Ten minutes later, feeling enough time had passed, Shiyu stepped out of his office without acknowledging the waiting Anbu and walked off on his own. The Anbu hesitated but could only trail behind this time — wisely refraining from showing off his authority.

Arriving at the Hokage's office building, the messenger entered first to report. Shiyu waited outside for a while and sensed they were intentionally keeping him waiting, so he said to the guard Anbu, "Since the Hokage is so busy, maybe we should reschedule. I'm quite occupied myself — I need to return and handle a case."

As soon as he said this, Shiyu turned as if to leave, but the Anbu guard stopped him, saying, "Lord Shiyu, please wait a moment. The Hokage will see you shortly."

Shiyu ignored him and kept walking. The guard wavered between stopping him and letting him go — knowing either choice would bring consequences.

As he hesitated, an Anbu squad leader approached Shiyu and said, "Lord Shiyu, please wait a moment while I report again. Would that be acceptable?"

Shiyu hadn't truly intended to leave but wanted to make a point. Taking the chance, he replied, "Fine, I'll trouble you one more time. If the Hokage remains too occupied, I won't impose further."

"Yes, sir." With that, the Anbu squad leader went to report again.

This time, Shiyu waited less than a minute before the messenger reappeared and invited him inside.

As soon as Shiyu entered the office, just as he expected, all four members of Konoha's F4 were present. Shiyu greeted Hiruzen Sarutobi first, saying, "Hokage-sama, greetings. May I ask what business brings me here today?"

Silence settled over the room. The other three waited for Shiyu Uchiha to greet them properly, but he acted as if he hadn't noticed a thing.

After a brief pause, Koharu Utatane's voice broke the silence. "Shiyu Uchiha, is this how the Uchiha clan raised you? Don't you know basic manners?"

"If you're interested in the Uchiha upbringing, feel free to take a look. If you insist on slandering us, the Uchiha are more than ready to accept that too. As for manners, I *am* the Chief of the Police Department. Do I rank below you? I don't recall ever hearing that was the case."

Although Koharu Utatane and Homura Mitokado held high authority as Hokage advisors and influential figures within the administrative branch, their official positions weren't actually higher than Shiyu Uchiha's. The same went for Danzo as well—his Root division was officially part of the Anbu at this time. Without being the head of the Anbu, his rank was naturally beneath Shiyu Uchiha's.

"Shiyu Uchiha, don't you understand the hierarchy of age and status? As your elders, shouldn't you have shown respect with a greeting first?" Homura slammed the table angrily and said to Shiyu Uchiha.

"Oh, so we're introducing seniority rules here in the Hokage's office now? I see. Next time, I'll bring a few old men who've been around since the Warring States Era to chat with you. Let's skip this one today. It seems the Hokage has no urgent matters; otherwise, there wouldn't be time for such seniority debates. Maybe I should go now. There's a case waiting at the Police Department, and delaying isn't good."

As soon as Shiyu Uchiha finished speaking—with that sarcastic tone—it infuriated both Homura Mitokado and Koharu Utatane. Even the expressions of the remaining two darkened. They realized Shiyu Uchiha wasn't someone they could easily manipulate.

Hiruzen Sarutobi raised his hand placatingly and said, "Shiyu, please don't get so worked up. They are all comrades-in-arms of your uncle's generation. There's no need to speak like this."

"That traitor? He caused the outbreak of the Naraka Yomi War and left my mother injured to this day. I never had an uncle like him." After saying this, even Hiruzen Sarutobi didn't know how to respond. He had wanted to appeal to sentimentality. Moreover, if combined with the recent rumors circulating around, those two words—"traitor"—could apply to all six of them. After all, as members of the Hokage's personal guard unit, with the death of the Hokage, none of the six of them could really justify their own actions logically.

"Shiyu Uchiha, you claim you're the Chief of the Police Department, yet without the village's formal appointment, your Uchiha clan arbitrarily decided the succession of position. Does your clan even regard the village anymore?" Danzo Shimura seized the opportunity to interject.

"We certainly do regard it. However, this arrangement was promised by the Second, as recognition of the Uchiha clan's contribution in founding the village. Thus, the Uchiha Police Department can govern itself entirely, needing only to report the change to the village afterward.

In fact, I already submitted notification to the Administrative Division. If you forgot, you can check the records anytime. Also, the Second's handwritten document is still at my home. If you want to see it, feel free to visit—I can show it to you then."

Although Shiyu Uchiha responded directly to Danzo Shimura, his gaze remained fixed on Hiruzen Sarutobi the entire time, causing Danzo's frown to deepen steadily.

They dared not defy the orders of the Second Hokage. After all, the four of them—especially Hiruzen Sarutobi's position as Hokage—were granted directly by Tobirama Senju's verbal decree, making them the biggest winners in the deal.

Moreover, that order wasn't even as official as an appointment to the Police Force. Had it not been for Mito Uzumaki's firm endorsement and formal confirmation back then, with just the strength of these four clans, they would have likely been branded as deserters and executed as rogue ninjas instead. That reality gave them no choice but to go along with it.
