Chapter 167: Farewell to Konoha's F4 (Part 2)



However, the four politically skilled elders quickly steered the conversation toward the Police Force, raising various related issues. Soon after, Homura Mitokado and Koharu Utatane took turns attacking Shiyu Uchiha. Occasionally, when sensing an opportunity, Danzo Shimura acted like a rabid dog, blowing certain matters out of proportion.

Hiruzen Sarutobi would only speak when his side seemed to be losing, attempting to mediate while clearly favoring his allies. Whenever Shiyu Uchiha found himself at a disadvantage, Hiruzen would further pile on pressure. Their coordination was flawless—taking turns, one after another, ganging up on him relentlessly until Shiyu Uchiha was so enraged he almost wanted to kill them on the spot.

But Shiyu quickly came up with a clever ploy. Every time he spoke, he made sure to invoke the "Will of Fire." If that didn't fit, he'd quote the classic words of the First and Second Hokage, waving their banners. If even that didn't apply, he'd fabricate something new, disguising it under the names of the First and Second Hokage, then steer the discussion further away, hoping they would talk about their agenda while he pushed his own.

This tactic immediately enraged the already short-tempered Danzo, who nearly lost control and lunged forward physically. Shiyu shot him a contemptuous glance first, then ignored him completely.

After all, what could Danzo really do to him? While he might dare to act behind the scenes, in open confrontation, his methods were simply no match for Shiyu Uchiha.

After several rounds of verbal sparring, no matter what tactics they used, Shiyu remained unmoved, like a mountain standing firm against the eight winds. Regardless of their arguments, he persisted with the same line: "The Konoha Police Force was entrusted to the Uchiha Clan by the Second Hokage. Our actions completely align with the Second's appointment," ultimately securing his position as department head.

But their core purpose in summoning Shiyu Uchiha wasn't merely about this—he knew these were just side issues. Their real objective centered on the Paramilitary Police Force, hoping Shiyu could provide an explanation, ideally agreeing to disband it altogether.

After all, the current Paramilitary Police Force was rather powerful—numerous and composed entirely of elite troops. Combined with the bloodline abilities of the Sharingan, their overall strength was arguably just as powerful as the Anbu, even showing battlefield might reminiscent of the Warring States Era, capable of waging a small-scale war.

To counter the Uchiha's growing force, the four elders had no choice but to secretly expand the Anbu ranks, incorporating elite members from the four major clans, as these were the only people they could truly trust.

However, this move placed a strain on the administrative budget directly overseen by the Hokage, also negatively affecting the development of other clans.

The main problem was that Konoha's annual budget was fixed—every department needed its share, and there was no room for extra spending. Increasing Anbu's portion too much would risk throwing the entire village into imbalance.

In fact, they had already started considering cutting back on how much they were draining from Konoha—it had simply reached a point where there was practically nothing left to take.

"Shiyu Uchiha," Danzo finally dropped all pretense, "the Ninja World is currently at peace, yet your Uchiha Clan continues preparing for war. Could it be you're planning to start a conflict?"

Shiyu did not answer immediately. Instead, he turned and asked, "Is this also the opinion of the Honorable Hokage, Lord Hiruzen Sarutobi?"

"Chih, go ahead and speak. I'd like to hear your reasoning. The Second Ninja War ended not long ago—I don't think it's time for the Third Great Ninja War yet," said Hiruzen Sarutobi as he took a puff from his pipe.

"Hokage-sama, my view is quite the opposite of yours. I believe the Third Great Ninja War might very likely erupt within the next three years," Shiyu Uchiha expressed his opinion, but the four already filled with bias took his words as mere excuses to mask his ambition of provoking a war.

"Shiyu Uchiha, don't spout alarmist rhetoric."

"I only believe in what I see with my own eyes," Shiyu interrupted Koharu Utatane's rebuttal, and once again, Hokage's office plunged into arguments.

Eventually, both sides made compromises. The Paramilitary Police Force would not be disbanded, yet its training base must relocate outside the village, under partial surveillance. Except for a few high-level officials, frequent entries into the village were forbidden without proper registration. Most importantly, no large-scale entry into the village was allowed.

Of course, Konoha's F4 also symbolically provided some funds to build this new base for the Paramilitary Police Force. Additionally, Shiyu also secured the police department the right to recruit fresh graduates from the Ninja Academy, which helped Shinku Yuhi train grassroots personnel for local security—though only after the Hokage's office had made its own selections.

Shiyu agreed to move the training base outside because space had become tight within the village.

As for accepting surveillance, it would happen regardless of Shiyu's approval; agreeing simply helped avoid further friction. After all, war was coming, and both the Uchiha clan and the F4 needed to stick together for survival.

The entry-exit records and minor financial contributions were merely symbolic compromises—ways for both sides to save face while backing down.

Lastly, regarding the recruitment of graduates, the four didn't object. Having the police take inexperienced graduates was far better than letting them recruit powerful ninjas. Besides, the Academy was their territory; all top resources had already been taken, leaving behind students who interested these four little. Letting Shiyu pick freely among them seemed harmless, even offering chances to plant spies.

Especially Danzo's Root division had long been secretly selecting candidates from the Ninja Academy and training them brutally like disposable tools. This deeply angered Shiyu—sacrificing future pillars of Konoha for short-term gains.

After Shiyu left, the four resumed discussing him. Their opinions were mixed. Although Shiyu showed no sign of seeking the title of Hokage himself, he clearly prioritized his clan over the village—an attitude completely opposite to that of someone willing to weaken his clan for the good of the entire village. This reminded the four members how much they missed the Senju Clan—the days when loyalty to the village outweighed clan interests.

Yet, none of them stopped to consider: Shiyu was the future head of the Uchiha Clan, not the next Village Headman. Naturally, his perspective would reflect where he sat. Why should he act like the whole village mattered unless he was planning a coup? And didn't those four behave the exact same way—only refusing to admit others had the right to do the same?

Was it right to sacrifice one's own interests for the so-called greater good of "the four"? Isn't this just proof that those in power are weak? Instead of expanding their influence, they keep turning on their own people.

They even tried to stop Shiyu Uchiha from becoming the Uchiha clan's chieftain (their most honored leadership role), but couldn't pull it off—they didn't have the right people for the job. In the end, all they could do was push for more infiltration of the Police Force—and look for chances to split and weaken it from within. Naturally, the one responsible for carrying this out would be none other than the shady Kage himself—the Third needed to maintain his image, after all.

As for Danzo Shimura, he didn't seem to care much. By this time, he had already begun focusing on the inheritances of various clans' [Secret Jutsu] (ancient techniques passed down through generations). To Danzo, the mission assigned by Hiruzen was actually a golden chance—if handled right, it could bring massive gains.
