After Shinku Yuhi joined the Paramilitary Police Force as deputy commander, Shiyu Uchiha began working with him to reorganize the Security Management Group. Once deeply involved, Shiyu personally experienced just how problematic the Public Security Division had become.

However, the Second Squad was different. Composed of numerous smaller ninja clans, it was a chaotic mix. Fortunately, Shiyu Uchiha had laid some groundwork beforehand—several individuals in this unit were his friends from his time at the academy and shortly after graduation, which was largely thanks to Minato Namikaze's assistance.
Although Shiyu didn't have many close friends, he had a wide circle of casual acquaintances willing to support him during that time, though most joined as private individuals.
Shiyu also invited many minor ninja clans that had split from the Senju Clan to join the Police Department because being part of the Patrol Unit meant they didn't have to go on missions, which was quite appealing to a large number of people back then.
Additionally, at that time Mito Uzumaki was still around, so Konoha's F4 dared not openly bully others. This essentially cut off F4's attempts to secretly manipulate the force, although even organizing it himself was a major headache for Shiyu, given his mediocre administrative skills.

Nonetheless, something that delighted Shiyu was discovering Raido Namiashi, Aoba Yamashiro, and Genma Shiranui in the Second Squad, along with more than a dozen young ninja whose talents rivaled theirs. Similarly, he found many promising individuals in the Third Squad too—including several destined for future fame, although many others possessed equally outstanding potential.
From this, we can see just how devastating the Third Great Ninja War truly was for Konoha. Combined with the Nine-Tails' Rampage, it completely wiped out an entire generation. Even so, Konoha endured, revealing just how deep its roots really ran.
Therefore, Shiyu planned to transfer them all into training departments within the Patrol Unit for key cultivation; after all, they were all high-potential candidates.
To gather even more talent, he later ordered the collection of information regarding all personnel who joined the Patrol Unit in recent years. After personally reviewing it, he discovered numerous promising individuals—at least possessing Tokubetsu Jonin-level potential.
So he first designed a training plan, then issued an official transfer order relocating them all into specialized training departments within the Patrol Unit, perfectly avoiding involvement in the upcoming internal adjustments taking place there.
To quickly produce results and prevent The Third from launching an unexpected counterattack, Shiyu Uchiha immediately moved forward with the second of his three initiatives as the newly appointed leader. He began standardizing the enforcement procedures of the Public Security Division, starting with the First Squad setting a clear example for others to follow, which won praise from many ninjas and villagers.
He then turned his attention to reorganizing the Second and Third Squads. After a full month of sweeping reforms, many rotten apples within the Police Force were exposed, including multiple cases where individuals had exploited legal loopholes to escape punishment. There were also numerous cases of people who knew the laws but still chose to break them. Among those caught were members of the Sarutobi and Shimura clans, whom Shiyu Uchiha made examples out of to send a clear message.
