Chapter 48: Stone Sword Covenant and Queen Hexia (Part 2)
"Originally, I had no intention to interfere with your lives on the grassland, but unfortunately, that Queen did not give me the chance to leave peacefully."
"Tonight's turmoil and fire were sparked by the conflict between your Wolf Blood Species and Butterfly Species, it is a matter between your two sides, you can resolve it yourselves afterward."
"However, since I have stepped in this time, I won't leave without caring."
"I hope that today, here in front of me, you can make an agreement." Tilan's voice was still ethereal, at this moment very clearly ringing in the minds of everyone present, bringing them a shock.
Could this be an upper species of some newborn race, or perhaps a royals' preselection? In most newborn races, only upper species have such powerful mental communication abilities.
"What I hope for is at least establishing order in the grassland in the future, ensuring the smooth flow of trade routes, and allowing settlements to have wars, but prohibiting unnecessary slaughter. All unknown pillagers will be hunted by all settlements together."
Getting these folks out of the primitive tribal system and slavery is not something that can be done overnight, but at least getting production started, having alternatives, and normal means of living can gradually reduce overly barbaric bloody behaviors.
"Additionally, each settlement must contribute a portion of their forces and manpower to form patrol cavalry to maintain order throughout the grassland, and the captain controlling these patrol cavalry will be replaced annually, voted out by candidates at the annual conference." This system isn't particularly complete, but at least from nothing to something, it's not complicated and difficult to implement.
In fact, this system isn't originally created by Tilan, it is actually a reference to the establishment of the Beastmen Empire in the First Era. Their model worked well in dealing with these primitive and nomadic tribes.
Initially, the crowd was somewhat confused while listening, but with Tilan's detailed explanations, a grand vision gradually formed in their minds.
This method seems unexpectedly fitting and quite feasible.
The Wolf Blood Species lost their past superiority over other races, surely they are somewhat dissatisfied, but other species feel it's great because at least they won't face random pillaging encounters and can set some agreements and trades at the annual conference witnessed by all, without fearing being directly robbed by powerful settlements.
After a night of discussion and proposals, ultimately a covenant that all grassland settlements must abide by was set here.
"First, in March every year, the grassland will host a conference to discuss activities for the year and adjudicate various events."
"Second, during the conference, any tribal settlements are prohibited from pillaging or blocking others from reaching the conference location, violators will be punished collectively."
"Third, each settlement will allocate one percent of its members based on total population and strength to form patrol cavalry, their supplies and maintenance will be provided by all conference members."
"Fourth, during the conference, there will be non-fatal martial challenges, and the victor will become the candidate for patrol cavalry captain."
"Fifth, caravans traversing the grassland must submit an application to the conference to obtain a passage certificate. If caravans holding a passage certificate go missing or die, the local patrol cavalry will be collectively punished."
"Sixth, disputes between settlements are prohibited from massacre and genocide, after the end of battles between settlements, both sides must notify nearby patrol cavalry for record."
"Seventh, during the annual conference, based on each settlement's population and contribution, allocate spots for trainees. With these spots, sending children and teenagers from their own settlement to the conference for a whole year of learning and training. Teachers will be those knowledgeable and powerful transcendents elected and selected from various settlements."
Too many regulations are feared difficult to enforce, these foolish folks might not remember them, so Tilan ultimately only set these seven articles. If these seven are fully executed, perhaps ten years later, the various settlements on the grassland will gradually form a common cognitive framework. Combined with the fact that those children and teenagers are certainly excellent among their peers, many of them will inherit power and become the core of each settlement, step by step civilizing and educating the entire settlement, gradually entering into a civilized society.
Finally, these seven combined are called the Stone Sword Covenant, and the conference venue is also designated as where Tilan inserted the Holy Sword.
At dawn, a huge upright stone Holy Sword rose slowly from the ground, towering, standing tall in the flat grassland like a beacon torch. Surrounding this giant stone-formed Holy Sword are seven encircling steles, engraved with the agreements made today, and the names of each settlement and species behind, surprisingly, the Butterfly Species was also among them.

In the temporarily erected tent, a woman in purple bandaged on her body half sits up, leaning on the bedside, with two other Butterfly Species beside her aiding and tidying her disheveled hair.
Beside the bed, Tilan sat on a tall wooden chair, listening to the other party explain last night's actions and their experiences over the years.
"I am indeed not of the Butterfly Species, but I have deep ties to them." The other party coughed briefly, then continued.
"My name is Alisa, and I lived in my childhood at the foot of distant snowy peaks, rarely visited by people, although it was difficult, there were no conflicts."
"The settlement at the foot of the mountain had only a dozen people, everyone was very close, in childhood despite not having much to eat, overall fortunate enough not to worry."
