Black Vulture will loot the innocent people living in their residence, which is still intact even after the zombie attack, and use that capital to build a base of their own.

They will do a sh*tty job at first. But due to the existence of many fighters in Black Vulture, it will become one of the most secure bases.

Many of the refugees will enter Black Vulture, and with their food and other belongings like crystals, gold, etc, the Black Vultures secured a few deals and eventually improved the base's condition.

Yet in secret, they carried out a racket of human trafficking of young girls and young men and even used many of their own citizens as test subjects.

Such a type of base would be better destroyed from the root. Who would have thought that someone from the base was supporting the Black Vultures? When Ivy got the news, she was stunned and even wondered if she was hearing things correctly.
