Chapter 35: Welcome to the Wizard Alliance
"Other than holding Dominator at bay, there's no other help... alright, alright!"
After listening to Richard's explanation, the Dragon Emperor's eyes, with their Golden Pupil, shone even more brightly than before during the confrontation, like an eternal sun.
Towering Dragon Power surged from within him, instantly filling the room. Even though the tree pattern in the room had been optimized by Richard, it couldn't prevent some metallic creaking sounds from escaping.
Without a doubt, the Dragon Emperor was angry.
He said coldly, "Nowadays, one doesn't even bother deceiving people to become cannon fodder? Even the dumbest mountain giants would at least promise some benefit before exploiting others."
Facing the furious Dragon Emperor, Richard sat on his throne, his expression unchanged.
"Dragon Emperor, you're losing control. This is not conducive to negotiation."
"Negotiation? Negotiation!"
The Dragon Emperor's voice was nearly roaring.
"You dare call this a negotiation? What kind of negotiation is this? You offer a bit of knowledge, and we have to use an entire civilization in exchange!
What? Can your knowledge make one become a Level 9 Creature!?"
Richard remained calm, facing the Dragon Emperor's storm-like rage, he simply said in an even tone, "You're losing control, Dragon Emperor.
I need to negotiate with a rational Dominator, not a mad beast on the brink of insanity."
Dragon Emperor stared at Richard, his gaze sharp enough to slice a thousand pieces from Richard.
But seeing Richard unmoved, this gaze quickly faded away.
"Is my acting so poor?"
Dragon Emperor suddenly returned to calm, asking in some frustration.
Richard shook his head, "Not bad, I just can't believe you would miss the situation of Spirit Desert Civilization."
Spirit Desert Civilization at this moment was trapped in a dead end, moving outward meant endless Void, while moving inward, they were surrounded by Civilization Devourers.
They had no way out, cooperation with the Wizard Alliance was their only hope at present.
"This price is too low." Dragon Emperor shook his head.
"Just knowledge is not enough, we need more things, resources, legions, even Dominator's support."

Legend has it that Prophet Desert is the origin of Sand Spirit and the resting place for countless deceased Sand Spirits. Every grain of sand in Prophet Desert is a Sand Spirit's soul.
When faced with issues potentially affecting the Spirit Desert Civilization's course, emperors would venture deep into the desert to listen to the guidance from countless sages of Sand Spirit's past.
Of course, Richard didn't believe this.
"You mean Prophet Desert?" Dragon Emperor asked.
Richard nodded.
"Looks like you did some homework before coming here," Dragon Emperor laughed lightly, "but unfortunately, you haven't done enough."
Richard said nothing, quietly waiting for Dragon Emperor's next words.
"Prophet Desert is the superior of Sand Spirit Emperor, and it has nothing to do with us dragons. Although I cannot represent Spirit Desert Civilization, I can represent the Giant Dragon race. Though it may sound boastful, I can say without reservation that the Giant Dragon is the foundation of both the Sand Spirit and Spirit Desert Civilization.
If the Giant Dragon makes a decision, the Sand Spirit might add a few conditions at most, but they'd never negate a decision made by the Giant Dragons."
"Oh?" Richard was slightly surprised.
"Do Giant Dragons hold such a prominent position in Spirit Desert Civilization?"
The Dragon Emperor's eight heads shook, as if amused by something.
"Sand Spirit is an extraordinary race, this fact cannot be denied by anyone," Dragon Emperor replied in a long tone, "however, to become a civilization, mere racial extraordinariness is not quite enough.
The strength of civilization doesn't lie in the strong but in its ability to make weaklings strong.
If you've fought against some Void Dominators from Endless Dimension, you'd find that apart from those who are ancient beyond belief, most Dominators are weak like natives.
Dominators guide civilizations, and civilizations nurture Dominators, this is a mutually beneficial process.
To become a civilization, first, you must possess writing, and Spirit Desert Civilization's writing is in Dragon Script. Secondly, it requires an Alchemy System to utilize the diverse resources of the world.
Unfortunately, Spirit Desert Civilization's Alchemy System is Giant Dragon Alchemy.
Finally, a civilization needs a systematic path of ascendancy, which should allow a stable evolution to Level 6 Creatures.
Spirit Desert Civilization's Evolution Road is divided into two: one is symbiotic evolution with the Giant Dragons, and the other is independent evolution.
Both paths have their merits, among the three Sand Spirit Emperors, two have independently evolved. Yet one remains as a symbiotic evolving Sand Spirit Emperor.
And that emperor's symbiotic dragon is me."
As he spoke, among the Dragon Emperor's eight heads, suddenly one of them had a change in its gaze.
"Hello, Miracle Wizard, I am Sand Spirit Emperor Sha Mantian."
Richard's eyes narrowed slightly, and a trace of shock flashed in his heart. During this time, he hadn't detected the presence of Sha Mantian at all.
If this had been on the battlefield, he would have suffered a great loss.
"Hello, Your Excellency Sha Mantian," Richard nodded and greeted.
"Can we talk now?" the Dragon Emperor asked.
"We can, of course, we can talk," Richard smiled, "but I just don't know what the Dragon Emperor wants?"
"Simple technology exchange is not enough," the Dragon Emperor's voice was low, "We need resources, we need massive lower-class combat power for support. We also need skilled craftsmen, experienced strategic commanders, and if possible, we need Dominator support."
Listening to the Dragon Emperor's extensive list of conditions, Richard's expression remained unchanged.
After all, in any deal, there's always a process of bargaining.
"You do ask for quite a lot," Richard sat up straight, "If the Spirit Desert Civilization wasn't completely blocked by the Civilization Devourer, we would definitely support you with all our might."
After speaking, Richard paused for a moment.
"However, we are now isolated by the Civilization Devourer. Even with our most advanced inter-world navigation technology, we can't cover such a vast distance to support the Spirit Desert Civilization.
Therefore, if we are to provide the aforementioned support, it would inevitably require the Dominator to risk being attacked by the Civilization Devourer for personal transport."
The Dragon Emperor's vertical pupils slightly dilated.
"Miracle Wizard, have you overlooked something? Dimension transport doesn't require such a high risk."

"Dragon Emperor, don't you think the Spirit Desert Civilization's dimension can still escape?"
Before coming to the Spirit Desert Civilization, Richard had entered the Abyssal Archive to consult the King of Titans about the idea of transporting resources through dimensions.
After all, a Dominator can transport an enormous amount of resources, one transport can cover years of consumption.
However, the King of Titans denied his view.
"The idea is good, but unfortunately, the Civilization Devourer is like a snake, which always swallows its prey whole, then slowly digests it. And the Dominators of the Alliance absolutely can't quickly travel to the Spirit Desert Civilization through dimension teleportation."

Suddenly, an energy wave erupted from the Dragon Emperor, evidently a significant shock to Richard's words.
"So, our fate is already sealed?" the Dragon Emperor's voice carried a trace of disbelief.
"It's not that bleak," Richard shook his head, "The Spirit Desert Civilization will continue, I guarantee that.
Moreover, we're not without a fighting chance. As long as we unite the civilizations of the entire world community, even the Civilization Devourer will fall.
All the Spirit Desert Civilization needs to do is hold on until that time."
"How can you guarantee the continuation of civilization?"
The Dragon Emperor's eight heads moved simultaneously, with blazing golden pupils staring intently at Richard, an invisible pressure as if a mountain fell on Richard's shoulders.
Richard's next answer would directly impact the outcome of this transaction.
"It's quite simple," Richard said, nonchalantly, "I have the coordinates of an indigenous world in another world community."
On the way to the Furnace Man Dimension, Richard had encountered a banished monster from an indigenous world. At that time, Richard had sealed the monster and left a beacon in that world.
This was originally in preparation for exploring other communities after the war.
And now, this world has become the retreat path for the entire Wizard Alliance.
No matter how powerful the Civilization Devourer is, it can only be limited to this world community. Once we retreat to another world community, no matter how strong it is, it cannot reach.
"You actually have something like that!" the Dragon Emperor exclaimed.
Such an event as encountering a banished monster was a very unlikely occurrence in the Endless Dimension. A banished monster being seen by a Dominator was even more improbable.

Even the Dragon Emperor, a Dominator of considerable age, had no such collection in his long life.
"Just lucky," Richard coolly smiled, "As long as you join the Wizard Alliance, I guarantee the Spirit Desert Civilization will continue in this new world community."
The reception hall suddenly fell into silence.
The Dragon Emperor's sixteen dragon eyes suddenly closed, seemingly in thought, or perhaps communicating with something.
A moment later, the Dragon Emperor opened his eyes.
"On behalf of the Giant Dragons, I agree for the Spirit Desert Civilization to join the Wizard Alliance. However, we need your unconditional technical support and skilled-workers support."
Richard stood up and extended his right hand to the Dragon Emperor.
"Welcome to the Wizard Alliance."
