Chapter 121: Book of All Laws, Reckoning



In the Council Hall, many Dominators took their seats under Richard's command.

Richard then began his first meeting as the Wizard Governor.

The Secret Keeper, like an attendant, stood beside him and handed him a black-covered Magic Book. The cover seemed simple and plain, but the name was quite grand, called the "Secret of Truth."

Undoubtedly, this was the Civilization Treasure nurtured by the Wizard Civilization.

However, as Richard opened it, he found that this Secret Codex contained many blanks, with many pages completely blank.

"Your Excellency, the Secret of Truth is not yet complete," the Secret Keeper whispered in his ear, "But now that you have unified the Wizard Civilization, it will surely soon be completed."

Richard raised an eyebrow, "Oh? Can the Leader accelerate the nurturing of the Civilization Treasure?"

"You can directly promote it, or indirectly promote it, depending on your choice."

The Secret Keeper straightened up, and from beneath the hood, an intangible visage cast a gaze over the many Crown Thrones.

"Everyone present has items similar to your Miracle Secret Codex. If they can merge these items into the Secret of Truth, then its nurturing speed can be significantly increased.

Of course, if you think this method is somewhat wasteful, you can also change the nurturing direction of this Supreme Treasure.

Its current direction is to record all the witchcraft created by Wizards, all the theories discovered by Wizards, and then automatically deduce witchcraft and further theories based on these theories.

The Secret Keeper chuckled lightly, "Your Excellency, I am the ship, while the Wizards are the helmsmen. How can a ship turn itself around?"

Richard fell into silence.

Undoubtedly, this was a tough decision.

The current developmental direction of the Secret of Truth is very promising, and should it succeed, the Wizard Civilization will surely experience a tremendous leap.

But this is looking at it from a long-term perspective.

From an immediate standpoint, the Secret of Truth is of no use.

Not to mention whether the Secret of Truth can be nurtured before the final battle, even if it is nurtured, its capability for war is insignificant.

Deductions take time, and knowledge requires someone to wield its power.

"What do you all think?" Richard looked at the Dominators around the long table, "Should we focus on the present, or look to the future?"

"From a long-term view, we are all dead," the Shaping Energy Crown said calmly. Beside him, the Alchemy Crown also spoke, "A future without the present is but a fantasy."

Richard looked to the other side, and the Swarm Dominator, having witnessed the nurturing of a Civilization Treasure, spoke, "Let's have it emerge first, or else it will just benefit others."

If a little can be sacrificed in the nurturing of the Mayfly Spirit, then the outcome of the war between Wizards and the Galaxy Mayfly is not certain.

The moment Richard spoke the decision, the Secret of Truth in his hand suddenly trembled.

Richard had made his decision, so naturally, the great ship of Wizard Civilization began to change course, and where it would head depended on Richard's ideas.

"Since we've given up on the long term, we necessarily must consider the here and now."

Richard gently stroked the cover, and the "Secret of Truth" title slowly vanished from the cover, replaced by a line of gold-embossed text titled the "Book of All Laws."

Soon after, the Book of All Laws began to move on its own without wind, and countless runes emerged on the previously blank pages.

An extremely dangerous aura suddenly emanated from the book, filling the entire Council Hall.

At the same time, a clear piece of information emerged from the book, entering Richard's soul.

It was information regarding the Book of All Laws.

Richard, though being the helmsman, still had to rely on the Wizard Dimension, the great ship, to navigate. As for whether there were hidden obstacles or rapids along the course, Richard was unsure.

The Book of All Laws was the precursor of the incomplete Book of Truth, its capabilities quite similar. It recorded all completed witchcraft of the Wizard Civilization, regardless of whether it was documented, known, or lost.

Furthermore, the Book of All Laws had the ability to release these witchcraft spells directly, without any conditions, at the cost of consuming Power of Dimension.

This ability appeared unremarkable, given that the holder of the Book of All Laws was Richard.

As the Wizard Governor and the strongest in Wizard Civilization, no matters how stringent, could not hinder Richard from releasing witchcraft.

However, the true strength of this ability does not lie within itself, but rather in the first ability—the Book of All Laws records all completed sorceries of the Wizard Civilization.

Sorcery is a broad concept.

By sorcery, it means the magic used by Wizards, which includes, but is not limited to, Alchemy, various Transformation Surgeries, common Shaping Magic, Sealing Skills... and various other methods.

This also means that the World Annihilation Cannon of the Alchemy Crown, the Dimension Amber Sealing Technique of the Shaping Energy Crown, and even the true techniques of other Dominators can all be used by Richard through the Book of All Laws without any prerequisites.

This is not a mere play on words but a real definition of sorcery in the Wizard Dimension.

Finally, each page of the Book of All Laws can carry one sorcery, and this page can be given to other Wizards for use as a sorcery scroll.

After sacrificing a long-term future, the Wizard Civilization has witnessed the most powerful weapon in its history.

"The strength gained by sacrificing the future is indeed formidable."

Richard sighed lightly, storing the Book of All Laws into the Dimension Space. As he completed this action, the atmosphere in the entire hall instantly turned heavy.

When the many Dominators entered the council hall, there were a total of nine chairs beside the council table.

Apart from Richard's throne, the other eight Secret Silver Chairs clearly included both the Mayfly Spirit and the Swarm Dominator.

Although as Dominators, the Swarm Dominator and the Mayfly Spirit should have the same authority as Truth Wizards, this authority should be granted at the Wizards' permission.

In other words, you should have it, but only if I grant it to you.

I have studied the Galaxy Mayflies; their innate psychic web and petite stature make them excellent as support units.

The other Dominators in the meeting hall had no reaction to Richard's idea.

"In that case, Physique, cooperate with the Swarm and prepare to alter the bloodline of the Galaxy Mayflies," Richard said nonchalantly, "Also, Soul, get your Truth Department moving.

The hidden history is not urgent right now; don't cause any trouble during wartime."

"Yes." "Understood."

The two Crowns responded in unison.

The issue with the Galaxy Mayflies has been resolved, and what remains is the reckoning.

Richard glanced at the Secret Keeper, who then rang its Brass Bell.

Moments later, the Day and Night Guardian arrived at the council hall.

Seeing the greatly changed layout of the council hall, the Day and Night Guardian performed a Wizard's Salute towards Richard.

"Crown Throne, what are your orders?"

Richard said calmly, "There have been quite a few disturbances lately, attacking the Academy, slaughtering Wizards, robbing research institutes and libraries.

You, as the Minister of Legal Affairs... have not been very competent."

"This was my fault."

The Day and Night Guardian did not refute, though his inaction was at Richard's command; now it was clear to everyone that this was to provide an explanation to the lower ranks.

"You will now become the Minister of Execution; let Four Seasons take over as Minister of Legal Affairs."

"Yes, Crown Throne."

Under the Legal Affairs Department, there are two divisions, the Execution Department, and the Document Department. Generally, the Minister of Legal Affairs would also serve as the Minister of Execution.

Richard's reassignment of the Day and Night Guardian from Minister of Legal Affairs to Minister of Execution is effectively like a formal reprimand without substantial consequence.

"Do not let any of the rioting outlaws from these days escape," Richard continued, "The Atonement Army's numbers have been somewhat low lately; this is a good opportunity to replenish them."

In just a few brief remarks, the internal conflict reckoning within the Wizards was completed, with the Shaping Alchemy, as well as several other Crowns, having no objections throughout the process.

As leader, Richard must certainly provide an explanation to his School.
