The Village Hidden by Rain is located at the border of the three great nations of Earth, Wind, and Fire. Influenced by the wars between these major powers, it is in a state of constant conflict.

Its former leader was Hanzo of the Salamander, a powerhouse with the title of "Demigod." However, he was later killed by Pain in a civil war in the Village Hidden by Rain, and the village eventually became the main base of the Akatsuki.

Of course, the Village Hidden by Rain was still under Hanzo's control at this time. Nagato, Yahiko, and Konan were probably not much older than Kyosuke. By chronological calculation, they should have just started their own organization.
