The Three Excellencies
Grand Marshal (or) Grand Commandant = responsible for the Imperial Military
Excellency of Works (or) Prime Minister = responsible for maintenance and construction throughout the land, including roads, bridges, mines, palaces, etc.
Excellency of the Masses (or) Grand Chancellor = responsible for the people supporting the Empire
The Nine Ministers
Minister of Ceremonies = including religious rites, auspicious Imperial dates, and military parades, reporting to the Excellency of the Masses
Minister of Justice = the highest criminal authority in the land, save for the excellencies, responsible for the capture and sentencing of criminals, reporting to the Grand Marshal
Minister of Finance = responsible for payments of grain and coinage, collecting taxes and distributing salaries, reporting to the Prime Minister
Minister of Heralds = responsible for knowledge of all foreign dignitaries and ambassadors, international affairs, and current domestic nobility, reporting to the Excellency of the Masses
Minister of History = maintains the archive of all knowledge of the Imperial family, the clans, and genealogies beginning from time immemorial, reporting to the Excellency of the Masses
Minister of Assassins = responsible for the Emperor's personal protection, both in his interior palace and as he moves throughout the land (also probably responsible for the Emperor's assassins, if he has any), reporting to the Grand Marshal
Minister of the Guard = organizes protection of the exterior palace, in addition to walls and gates throughout the land, reporting to the Grand Marshal
Minister of Pleasures = oversees the eunuchs in managing the Emperor's harem, his happiness, and overall palace operations, including food, wine, and decor, reporting to the Prime Minister
Minister of the Stables = responsible for the Emperor's personal mounts and companions, as well as those that support the functioning of his messengers, reporting to the Prime Minister

Other Titles of Note
The Brilliant Companion = the chief concubine, favorite of the Emperor, and just beneath the Empress in rank
The Favorite Beauty = the second concubine
Imperial Concubine = all others within the emperor's harem; they have no firmly set social rank and instead depend upon gifts from the Emperor, which could nearly equal one of the Nine Ministers (as is the case of the Favorite Beauty) or they could be left to starve
Labor Colonel = responsible for organizing conscripted workers for essential government works, such as dams, irrigation, or the running of important mines
Capital Mace-Bearer = responsible for security and order within the capital city, which does not include the palace or the area immediately surround the Emperor, which falls to the Ministers of the Guard and Assassins, respectively
Warden = responsible for the maintenance of important areas for game, fish or transportation as well as prosecution of poachers, bandits and pirates within their assigned area
