Chapter 14: Discussions at The Monster Empire



Far across the east of the main continent, lay the monster empire surrounded by the great bulwark defending from enemies.

This place housed 1 royal tribe, 8 great tribes consisting of the noble folk, and 16 lesser tribes being the commoners of the empire.

Initially, those tribes were not families or clans as one would imagine and they grew to that point by breeding their offspring with another great monster.

Intelligence and Civilized behavior were the main factors that decided whether a monster was great or not, and by all means, those great tribes didn't start as 8 to begin with.

A minor factor was whether a monster could take a humanoid form similar to humans or not.

Some other behaviors mattered as well, such as the common cannibalizing between lesser monsters.

Doing such a thing for example would guarantee imprisonment, and in worst-case scenarios, execution!

The empire was divided into 5 large cities, the royal tribe, and the four strongest tribes occupied the capital city, Nirvana.

Each of the remaining tribes ruled a city on its own with each having 4 lesser tribes to handle.

The Skythorn tribe was considered the royal family at the moment.

It was established by Raphael's great-grandfather after going through generations to achieve their current and unique forms.

Not all of the time travelers were having fun like Taurus, Raphael was busy handling political matters with barely any breaks to spend with his familiar and beloved daughter.

He sat alone on his throne, one of his blue, scaly hands gripping it and the other one covering his widely opened mouth.

His groggy expressions and haggard purple eyes seemingly had tales to be told, from dealing with the ones responsible for cu—betraying him to convincing the tribes to cease their aggression against humans.

He eventually shook his head, releasing a heavy sigh since it was his job in the first place.

He waited patiently for the repressive of the eight tribes, the ones meant to accompany him to Tyran for the negotiations.

Soon, he adjusted himself upon hearing the footsteps approaching the courtroom as two of the guards stepped inside.

"Your Majesty, Draknor, Velmora, and Azeran tribe representatives have arrived." One of the guards spoke after bowing as Raphael nodded his head.

"Let's them inside," Hearing his words, the guards respectfully pardoned themselves as the three figures stepped into the room.

Raphael's eyes fell on Draknor's repressive to the far left as the hulking male stepped forward, the obsidian-like black scales covering his extremely muscular body.

Soon, his eyes darted to the middle as an elegant and slender woman walked between the two.

A mix of green and blue scales covered her body and long, flowing manes resampling hair.

Finally, the three took their seats placed on the right and left, the only thing separating from the emperor was the throne and the stairs elevating it from the rest of the room.

"It's a pleasure being here once again, Your Majesty." A heavy voice echoed through the room as Azeran's representative spoke.

It was a muscular male, yet nothing compared to Draknor's representative.

Fiery red scales with golden accents covered his body and a faint glow escaped through the gaps between his scales.

"The pleasure is mine. Your presence honors this humble court once more."

"Your Majesty, any plans regarding the negotiations in mind?!" Another voice rang after Rapheal's answer, bringing his attention to the right.

"No, Demetrius. That's preciously why I invited you early, so feel free to give away your own opinion." Demetrius, the draconian nodded his head, he was calm and resolute no matter what his hulking physique relayed to anyone who saw him.

Raphael had known for far too long before taking on the throne, and he found it admirable how Demetrius was compared to the average draconian's savage and competitive nature.

"Your Majesty, I have contemplated this proposal since the beginning of our negotiations. Might I suggest that we send our offspring to the human empire to attend the academy alongside their youth?" Raphael massaged his chin upon hearing the suggestion, carefully considering the pros and cons of doing such a thing.

"Perhaps, though I am uncertain if everyone would agree. Moreover, there remains the opinion of the five who are still absent."

"Alas, Your Majesty, we lag far behind the humans in both technological and magical advancements. Furthermore, most of our kin place value solely on strength, to the extent that even the simple act of cultivation eludes us."

"This… I find it rather ironic coming from you, Demetrius," The woman spoke and Raphel nodded his head alongside the Azeran's presentive.

All of them including Demetrius himself knew that the draconians were the symbol of strength among monsters.

"Let us await the remaining representatives to hear their opinions and cast their votes. I support your proposal; however, it will not be as simple as merely sending our offspring there."

"I understand, Your Majesty. Should all proceed favorably, I shall volunteer to reside there myself."

"I appreciate it, Demetrius. And what of you two? Any objections, agreements, or concerns? Feel free to speak."

"Yes, Your Majesty. However, I would prefer to speak once the others have arrived."

"Likewise, I share his sentiment. I would rather not explain myself twice to those who are sluggish." The two remaining representatives responded and soon, silence reigned across the courtroom as they waited for the absent ones.

One minute passed after another and after waiting patiently for an hour, three of the remaining representatives arrived.

"Finally!" Raphael muttered as they entered the hall, bringing the news of absent two.

The two females representing Veilthar and Kaldarim took their seats next to Demetrius, and the male representing Zyphar sat on the opposite side.

"As the representatives of Veldaris and Tarkov are absent, we shall determine what is best for the empire and cast our votes in their stead," Raphael announced nonchalantly before explaining how.

Just like the majority decided based on votes, he allowed everyone present to participate in doing what was better for the absent folk.

With everyone present, Raphael asked Demetrius to repeat his plan and soon, everyone began giving away their concerns.

The meeting went on for a couple more hours since the matter had to be approached carefully.

In the end, they agreed on Demeterius' idea after finding some solutions to the issues they feared.

To deal with the possible discrimination, the representatives resorted to selecting certain monsters to accompany the children.

In return for teaching the humans their ways, they planned to offer some monsters to do some labor work in Tyran.

They had superior strength, believing it would be easy, but the main issue remained the monster's pride.

With everything discussed, everyone returned to their tribes to fill their leaders on their plans.

Meanwhile, Raphael left the courtroom before making his way to their private residance.
