This is the principle that the Five Great Nations have publicly pledged to follow. After all, fighting in someone else's country already makes you an invader, and if you slaughter civilians recklessly, even those who want to avoid resistance would have no choice but to fight back.

However, in reality, mercenaries like the Wind Demon Clan are often hired as temporary workers and are specifically tasked with wiping out villages to maintain the secrecy of larger troop movements for the Great Ninja Villages.

Uzumaki Nagato's father, for instance, was killed by Konoha ninjas, pushing Nagato down a dark path. So, even though the major powers claim on the surface that they don't harm civilians, small countries like Amegakure have no say in the matter.

When Hanzo joined the Second Shinobi World War, it was because Konoha, Iwa, and Suna were fighting so intensely that he had to rise up to give his country a voice. Yet even though Hanzo won his local battles, he didn't dare to kill the Three Legendary Sannin, showcasing the helplessness of small nations.

At this moment, the officer in charge of Kumogakure's operations in the Land of Hot Water stared at the map with a grim expression. The Uchiha clan had just wiped out a Kumogakure elite squad stationed in the Land of Fire with alarming speed, completely throwing off their military plans.

That squad consisted of a Jounin and over 40 Chuunin! Comparing them to an ANBU unit, it was like losing nearly half of their elite force. Ninjas are not typically frontline soldiers, and with geographical advantages, traps, and enchantments, it's possible to defeat a much larger force. Even Orochimaru missed this, leading to Nawaki falling into a trap set by Konoha's higher-ups and dying without leaving a body—his organs taken for research into Mokuton.

Even with a Sharingan or Byakugan, it would be impossible to annihilate an elite squad with zero losses... unless they were all like Uchiha Shisui!

Suddenly, a panicked shout broke the officer's thoughts.

"My lord, enemy attack!"

"How many are there?" the officer asked.

"One... one?"

"???"

"A dragon is coming! Like the kind from Western comics!"

The elite Jounin, Troy, stormed out of the tent, cursing under his breath. "Stop talking nonsense—what the...?!" His words trailed off as he stared wide-eyed at the Charizard wreaking havoc on the camp.

The dragon spewed a torrent of flames, turning the camp into a blazing inferno. Panicked genin hurled shuriken and kunai at the Charizard, but the height difference meant they couldn't even pierce its thick skin.

Bow One, perched proudly on Charizard's back, bellowed down, "kumo scum! I, Uchiha Shinichi, captain of Konoha's National Defense Archer Unit, am here to bring you some heat!"

The technology tree of the ninja world had certainly taken an odd turn. Although they still fought with traditional weapons, their daily lives had long entered the electric age. Even entertainment had evolved, with countless comics and novels. Konoha Village even had a publishing house similar to JUMP, so the sight of a Charizard, reminiscent of dragons from fantasy comics, wasn't too far-fetched.

For a few seconds, Troy stood there in stunned silence, wondering if he was seeing a creature straight out of a comic book. But he quickly snapped back to his senses, remembering his role as the leader of this Kumogakure unit.

"Fire! Shoot it down!" he roared.

The elite soldiers of Kumogakure finally sprang into action. They retrieved heavy crossbows from the camp that had been spared from the flames, the large arrows tipped with explosive tags. As Kumogakure's eternal rival, Iwa had long prepared for airborne attacks, so they had some experience in dealing with enemies in the sky.

"Fire!"

The crossbow bolts launched into the air, detonating as they neared Charizard. Bow One's face paled as he shouted, "Let's retreat!"

But Charizard merely scoffed, showing clear disdain. It wasn't just any Charizard—it was as strong as a Jounin, unlike the lesser ones these special Jounin were used to facing.

With a mighty roar, Charizard shot upward into the sky, flames gathering in its maw.

"┗|'O|┛嗷~~!!"

In a flash, Charizard turned back and unleashed its Flame Vortex, a whirling inferno that incinerated the crossbow bolts and the explosive tags mid-air.

This was Charizard's Flame Vortex, a Level 56 skill comparable to an A-rank ninjutsu!

Seeing the massive firestorm in the sky, Troy's face went pale. "Scatter! Spread out!" he shouted. "Quick, form a water wall to block it!"

The few water-style users in the unit hastily performed hand signs, spewing out water walls to block the incoming flames. But the range of Charizard's attack was far too large. And with only a few water users available, their B-rank Water Wall technique couldn't cover everyone.

Charizard, in turn, targeted the ninja who were unprotected by water-style defenses, engulfing them in flames. By the time Charizard finished its rampage, dozens of bodies littered the ground.

Satisfied with its destruction, Charizard carried Bow One away, leisurely flying off into the distance.

Troy, watching the dragon shrink into a black dot on the horizon, was so furious he nearly coughed up blood. As the cries of his injured comrades echoed around him, he barked orders, "Quick! Save the wounded! Put out the fires! Damn that Uchiha!"
