Chapter 423: Chapter 423: Impossible, Absolutely Impossible



"Tsunade, you—"

The Hokage began to speak, but his words faltered when he saw Tsunade's scrutinizing gaze. Her stern expression silenced him momentarily. After a brief hesitation, the Third Hokage sighed deeply, reaching for the Hokage seal and placing it on the table before her.

"Tsunade," he said with a grim tone, "if the situation becomes irreversible, I hope you can take on the responsibilities of the village."

Tsunade stepped forward, picked up the Hokage seal, and studied it. She nodded seriously, her tone firm.

"I understand. Although I hate responsibility and find it troublesome, I can't let the village fall into chaos after Grandpa built it up. If it comes to that point, even you, old man, will be ousted by me."

The Third Hokage's mouth twitched.

"I just wanted you to show your resolve," he muttered. "You didn't have to be so blunt about kicking me out."

Chaos Outside the Hokage's Office

"What's happening? Why are we being driven away?"

"The Hokage Guards are forcing us out! Why won't Hokage-sama address us fairly?"

"We've done nothing wrong! Why should we be treated like this?"

Following the Hokage's orders, Uchiha Fugaku led the police department in assisting the Hokage Guards to disperse the crowd gathered in front of the Hokage's office. The scene quickly devolved into chaos.

Angry villagers and ninjas shouted in protest, some even resorting to physical altercations. However, against the Hokage Guards and the police department, their resistance was futile. Those who refused to leave were arrested, while others were forcibly dispersed.

The Hokage's decision to use force was harsh but effective. Despite the villagers' outrage, their numbers meant little in the face of the coordinated effort.

Observing from Afar

On a distant rooftop, Shinki and Uchiha Fugaku watched the chaos unfold.

"Fugaku," Shinki said with a faint smile, "do you know why Hokage-sama issued such an order?"

Fugaku frowned, confusion evident on his face. "He's always been mindful of his reputation. Why would he act so recklessly?"

Shinki's smile deepened as he observed the scene. "Because if he didn't, he'd face even greater trouble."

Fugaku's curiosity was piqued, but he didn't dare ask further. Sensing his thoughts, Shinki elaborated.

"Word is spreading that Hokage-sama has been embezzling village funds to strengthen his clan and train family ninjas. Do you think he can bear such accusations?"

Fugaku's eyes widened.

"Impossible! That's... playing with fire! Who would dare to spread something like that?"

Shinki chuckled, shaking his head. "Not me, if that's what you're thinking. I don't need to."

Fugaku fell silent, digesting the gravity of the situation.

"Listen carefully," Shinki continued. "For now, the police department must follow orders and cooperate fully with the Hokage's office. Don't cause any trouble. The Hokage's anger is already at its peak, and if you give him a reason, he'll target the police department immediately."

Understanding the warning, Fugaku nodded.

"Understood. We'll cooperate and avoid any missteps."

"Good," Shinki said, his tone light yet firm. "Now, go focus on your duties. There's no need to dig deeper into this. Sometimes, curiosity can harm more than help. Don't let your actions affect the entire Uchiha clan."

The Village Whispers

Despite the Hokage's efforts, rumors spread like wildfire. His sudden and forceful dispersal of the crowd caught everyone off guard. For someone who usually protected his reputation above all else, such an uncharacteristic move raised suspicions.

"What's going on? Hokage-sama wouldn't do something like this unless it was serious."

"Something more serious than war? What could it be?"

Speculations grew as clan leaders and elders returned from the Hokage's office with grim expressions. Without exception, they immediately began preparing their ninjas for deployment to the battlefield.

Meanwhile, in hushed voices, villagers discussed the rumors.

"Hokage-sama, why are we being forced out?"

"We're only opposing the war! Doesn't Hokage-sama care about the villagers' wishes anymore?"

"Shh! Keep your voice down! The Hokage Guards and police department might arrest you."

"Did you hear? Some people say the Hokage is being accused of embezzling funds to support the Sarutobi and Shimura families!"

"What?! Could that really be true?"

"It makes sense! Why else would he disperse us so suddenly?"

The Hokage's harsh tactics only fueled the rumors. While public discussions were suppressed, whispers spread in secret, passed from person to person. Containing the situation was proving impossible.

Jingyi's Investigation

At the ANBU headquarters, an operative approached Shinki with a scroll.

"Sir, the interrogation of the detainees is complete," the operative reported, placing the scroll on Shinki's desk.

Shinki opened it with a calm yet curious expression, scanning its contents.

"So," he mused, "someone used bribery to spread the rumors. Interesting."

He leaned back, a faint smirk tugging at his lips.

"This is only the beginning."
