Ryuu, after careful consideration, agreed to the request. However, he imposed a condition: the library, containing scrolls detailing his unique ninjutsu techniques, would be accessible, but the seals themselves and their intricate chakra sequences would remain a closely guarded secret.

The Anbu relayed the message, and soon, the delegation arrived. They were escorted to the library, a heavily guarded fortress of knowledge. Inside, amidst a hushed reverence, genin, chunin, and even a few seasoned junin meticulously examined the scrolls, their eyes wide with wonder.

Tobirama Senju, a young but perceptive ninja, observed the system in place. Ninjas exchanged missions with the librarian, Shiori, in return for access to the scrolls. His eyes gleamed with interest – this was an innovative approach to knowledge sharing.

"Shiori," Naomi, a prominent figure in the village, introduced a young woman with an air of quiet authority. "She will guide you through the library."

"We wish to study the jutsu ryuu-sama has created," Tobirama declared.

Shiori led them to the second floor, where countless scrolls lay neatly arranged.

"These," she explained, "are all the ninjutsu developed by ryuu-sama. You are free to study them."

A murmur of disbelief rippled through the delegation. "Over a hundred ninjutsu?" one of them exclaimed. "Created by a single individual?"

Shiori confirmed, "Yes, all developed by ryuu-sama. The scrolls not only detail the techniques but also provide insights into their application, including unique hand seals and even hand-seal-less variations."

The ninjas delved into the scrolls, their eyes scanning the intricate diagrams and detailed descriptions.

* Rasengan: A revolutionary technique, creating a swirling sphere of chakra without the need for hand seals.

* Chidori: A technique requiring exceptional speed and dynamic vision, best suited for those with exceptional sensory abilities.

* Shadow Clone Technique: A classic technique, creating physical clones that could gather information and return it to the original body upon their dissolution.

* Vitality Clone: A unique technique, creating clones that could sustain minor injuries but would dissipate upon receiving significant damage.

Hours flew by as the ninjas immersed themselves in the wealth of knowledge.

"He is a genius," Tobirama breathed, awe evident in his voice. "The sheer creativity, the mastery of chakra control… it's unparalleled."

The other ninjas nodded in agreement.

These techniques had the potential to revolutionize their own fighting styles.

Naomi rejoined the group as they emerged from the second floor. "What lies on the third floor?" Tobirama inquired.

"The Book of Seals," Shiori replied. "Access is strictly forbidden."

"Why?" Hashirama Senju, known for his gentle demeanor, pressed. "If they are here, why are they inaccessible?"

"They are deemed too dangerous," Shiori explained. "Techniques within the Book of Seals carry the risk of severe harm to the user."

"But ryuu-sama placed them in the library,"

Hashirama pointed out.

"They were to be removed," Shiori explained. "However, the records within the Book of Seals remain incomplete, hence the delay."

Tobirama, intrigued, pressed further, "What makes this Book of Seals so… forbidden?"

Shiori hesitated, "I am not at liberty to discuss its contents, sir."

And so, the delegation, their minds reeling from the wealth of knowledge they had absorbed, departed the library. The legend of Ryuu, and his unparalleled mastery of ninjutsu, continued to grow.
