The decision to attend the Five Kage Summit came from a mutual hope that cooperation could be reached.

Tsunade had had enough.
Her left eye had been twitching incessantly for days, a bad omen that made her anxious.
She felt like something terrible was looming on the horizon.
Besides, the Chūnin Exams were starting in Konoha tomorrow, and here she was, stuck in an endless argument far from her village.
The more she thought about it, the more annoyed she became.
"Enough of this nonsense," she thought, steeling her resolve.
If this summit couldn't produce results, she'd walk away, let everyone fend for themselves, and head back to Konoha.
Tsunade's growing impatience exploded into action as she slammed her fist on the table, shattering it into dust.

He knew he was no match for the others in a test of physical strength. This was a good opportunity to sit back and observe.
"I'll pass too," Mei Terumi said with a sigh, withdrawing from the competition. She had no illusions about her chances and didn't think she was suitable for a leadership role.
That left Rasa, who hesitated briefly before stepping forward.
"I'll go first," he said, volunteering to face the Raikage.
Rasa and A positioned themselves on opposite sides of the table, locking hands in the center.
No referee was needed; a brief nod of mutual understanding was all it took.
"Let's count to three," A said.
"Fine."
"One… Two… Three… Begin!"
The instant they started, A's overwhelming strength began to press Rasa's hand toward the table.
But Rasa had been prepared for this.
"Magnet Release: Iron Sand Arm!"
Black sand began to swirl around Rasa, coating his arm in a dense layer of iron sand that shimmered like polished metal.
The magnetized sand formed a link to a nearby wall of sand, creating a powerful magnetic pull to reinforce his arm's strength.
With the sudden boost, Rasa's arm pushed A's hand back toward the sand wall.
"Not bad," A muttered, his expression serious.
But this wasn't enough to defeat him.
"Lightning Release Chakra Mode!"
A veil of crackling lightning engulfed A's body, amplifying his strength and speed while interfering with Rasa's magnetic field.
The powerful electrical currents coursed through Rasa's body, causing him to convulse uncontrollably. His hair stood on end, and his face twisted in pain as he struggled to maintain control.
In a decisive burst of power, A slammed Rasa's hand onto the table.
A emerged victorious.
"Next," A said, turning to Tsunade with a confident smirk.
"You don't want to rest first?" Tsunade asked, raising an eyebrow.
"No need. Beating Rasa was nothing."
Tsunade sighed. "Alright, but don't come crying when you lose."
She took her place at the table, placing her elbow firmly on the stone surface.
A followed suit, locking hands with her.
"Should we set rules about not using jutsu?" A asked. "Otherwise, you'll be at a disadvantage."
Tsunade smirked. "No need. Come at me with everything you've got."
"Don't regret it later," A warned.
"Three… Two… One… Start!"
The match began, and to everyone's shock, A's hand was forced back almost instantly.
"What?!"
A's eyes widened in disbelief.
He hadn't expected Tsunade to overpower him in raw strength.
"Lightning Release Chakra Mode!"
A activated his technique once more, boosting his physical capabilities. Sparks flew as his enhanced strength pushed back against Tsunade's unrelenting force.
But Tsunade's monstrous strength was not to be underestimated. Even with his Lightning Armor, A struggled to gain the upper hand.
The crackling electricity did little to phase her; as a medical ninja, Tsunade had long since grown accustomed to handling electric currents.
Despite his best efforts, A's hand continued to edge closer to the table.
"Damn it!"
Frustration boiled over as A realized he was about to lose.
Desperate, he decided to rely on a trick.
Feigning weakness, he momentarily relaxed his grip, allowing Tsunade's momentum to push his arm forward.
Then, with a sudden burst of speed, he planned to counterattack and pin her hand down.
But before he could execute his plan, Tsunade saw through his intentions.
In the split second he hesitated, she unleashed her full strength, slamming his hand into the table with a resounding thud.
Tsunade had won.
The onlookers stared in stunned silence.
Even Tsunade herself was momentarily frozen, staring at her hand as if she couldn't believe what had just happened.
"I… I actually won?!" she muttered, her voice tinged with disbelief.
The Raikage's face darkened as he withdrew his hand, his pride shattered.
The room remained silent, save for the sound of Onoki's amused chuckle.
"Well, that settles it. Tsunade will lead the alliance," the old man said with a smirk.
Tsunade took a deep breath, a mix of satisfaction and surprise washing over her.
"Guess I'm in charge now," she said, standing tall. "Let's get to work."
The Five Kage had finally reached a consensus, though not without bruised egos and shattered expectations.
But the question lingered: could this fragile alliance truly stand against the threat of Akatsuki?
Only time would tell.
