Chapter 132: Rules Change
Radam sat on his throne as he gazed at the counselor who was telling him the daily happenings in the kingdom. The man was sweating bullets as he spoke, but his voice was still even. Still, Radam found all of this beyond boring.
"-on the east border, we have some unrest, and with the upcoming nobility change, I think we need to hit them before they are-" the man rambled on.
"Okay, you can stop," Radam said, pushing the head between his legs to the side. He got up and adjusted his clothes before starting to walk out of the royal chambers.
"But your highness, these are important to your reign," the man protested.
"Then deal with them yourself. I give you full authority. If you do anything to undermine me, though, I will kill everyone you love. I hope it is clear," Radam said, and left the room without listening to the man's answer.
As he left, the guards before the door stepped out of his way in a frightened hurry. The last guards hadn't been as lucky as they had been, and it showed that word got around.
Becoming the king of the Olegor kingdom had been easier than he had first planned, as hardly anyone in the kingdom was decently strong. Threatening them with their lives worked wonders, and killing the few foolish people with honor hadn't been very hard.
Doing all of this made his level-up speed a bit slow, but he figured that it would be worth it. Having a kingdom under his command would be more profitable in the end. Despite his loss of speed, though, his people still delivered him some prey, so he was standing on level 48 respectably.
No one he had seen was close to him, so he was pretty sure that he would be among the best on the planet. As soon as the infrastructure was set, they would have their technology too, and controlling this planet would be really easy. As a king, he knew when the noblilities were going to be awarded, but he didn't know how it would work for him. Would he receive a king title?

"I see," Radam closed the window. It was a shame that there were no noble titles for the Galactic Federation. The system making him a noble in the federation would be hilarious considering their past.
He started to walk towards the newly built industrial complex. His hands were itching for some action, and his new guns were supposed to be ready.
Sometimes, to notice something, a great change is needed. That's what Maxwel experienced when the counter hit zero. All around the camp around him, he felt something descend into his domain, something immaterial, more like an idea if anything.
It was a familiar feeling, as it was similar to his own vitality tether in nature, yet it felt much more dynamic. The feeling descended, and sank into people, and he felt a greater version descend onto himself. It was incomparable to all others, had more "weight" in a sense.

Maxwell felt the feeling sink into him as the notification appeared, and smiled as he saw the title he got. Making the title green was an asshole move, as anyone could probably see it in the ranking, but he supposed it would be great publicity for the future. He had no real reason to hide his anomalous nature for now.
Also, considering how the system knew everything about him, making his title "The Deluded Merchant," or something, would be much worse. If that were the case, he would come across like a universal swindler.
For a moment, he concentrated on the knowledge which was flowing into his mind, trying to grasp what even these titles were about. While having a noble title was good and worthy of respect, if there was no functionality to it, it wouldn't make much sense.
From what he understood of the knowledge, the primary boon of being a noble was knowledge and authority. Maxwell experienced this already as his trait just worked without heeding the rules of the system when it felt like it, but the nobility system enabled people to have a more general freedom.
The local nobles would get buffs when they were in their territory, the buffs being created by the system according to the individual, but the universal nobles were a bit different.

For once, anything the system was going to do in their universe was now going to be known beforehand by all of the universal nobles, similar to how the Federation knew about the primarchs before they were chosen.
Also, while the interface was crowded beyond measure, Primarchs had access to nobility rankings as a whole. Maxwell could now see all the planets of the Federation before him, alongside their nobles. There were thousands of planets, and some of the places had nobility systems completely unfamiliar to him. What was a Xynog? He had no idea.
"Wait," Maxwell suddenly realised a crucial problem. He knew that there were many sectors in the federation, but the number of planets was just too much for them to be contained in mere thirteen sectors. He quickly started to fiddle with the interface and managed to find something like a map function.
Immediately, a holographic model of the Galaxy they were in was summoned before him, and he was not surprised to see that his theory was correct. On an arm of the Galaxy, Maxwell could see the Galactic Federation, but there was a problem.
All around the Federation, there were numerous small regions marked under different civilizations, some being even larger than the Federation. The stars belonging to each civilization were marked under different colors, and Maxwell felt a headache form in his head as he thought about the shitstorm in the future.
He summoned the nobility window, and a menu welcomed him.

Communication? Maxwell was surprised to see the new function. He mentally pressed on it, and immediately, the primarchs summoned before him.
So I can only speak to primarchs, and not local nobles. It made sense, as the function felt almost like a cheat. The system wouldn't give instant communication to all of the population out of the blue.
He pressed on the rankings to see the titles the others got. He was particularly curious about what Herman received.

There were more than one surprising title among the Primarchs, but one of them immediately caught Maxwell's attention. Weaver of The Second Web? Did I break her or something? Maxwell thought as he stared at the title, which certainly belonged to Ella.
He really hoped that the woman wouldn't go crazy after trying to imitate the web of etherium from a mere memory of a civilian. Etherium Web used etherium itself as a buffer, and no one was subjected to the whole bulk of human knowledge at once. Maxwell didn't really know how one could create something similar on a grand scale without a buffer.
Well, I guess a strong enough mind could do it, he theorized, but the mind stat needed for something like that would be in millions at the least. It was not something doable now, and wouldn't be for a long time. He hoped that the woman would keep the web small.
Other than that, the other titles were also quite interesting. The inventor was probably Garland, and the Scarlet Collector seemed like a fitting name for the blood user. The beast was probably the guy with the axe. The fire and ice mages were scammed by the system, as their titles left much to be desired.
Some of the titles were enigmas due to Herman killing them in a moment, but they were not really important anyway. The fourth person on the ranking, though, was a bit interesting. Maxwell was pretty sure that title belonged to the strange monk who managed to hit Herman, but he failed to see what the monk's connection with a flame was. Maybe the system gave the title in a more abstract manner; he was not really sure.
The last title, "Primal King," also felt like it was totally wrong. Maxwell had seen the unremarkable fighter fight in one of the matches, and the fighter was just that, unremarkable. There was nothing about the man that was primal, or anything else for that matter. He supposed the man was a good swordsman, but he was really curious how he managed to reach level 50. Though seeing the title, maybe there was something interesting about the man.
After satisfying his curiosity, he focused on the rest of the Primarch interface and summoned the descriptions of each submenu.
Rankings: Shows current rankings of the primarchs. The rankings are updated immediately after ranking duels.
Political Map: A map of the universe according to the sovereign civilizations.
Cosmological Map: A map of the universe for navigation purposes. For a place to be shown on the map, it must be known by a sapient being belonging to one of the civilizations.
Communication: A messaging tool that can be activated by any kind of energy. The distance increases the cost of sending a message.
Underlings: Shows the status of underlings and their location.
Territory: Summons the territory management system.
Information: Shows system-related information dealing with the universe.
Neat, Maxwell thought as he pressed territory. As far as he knew, he didn't have a territory apart from the camp he was now in, but even here, it belonged to Blueberry more than him.

"Oh, this will cause a war," Maxwell spoke, shaking his head.
