Sarutobi replied, "I suspect Hyuga Shigeru is closely linked to the missing persons."

"I ask Lord Luxin to detain him for questioning."

Nara Luxin clapped his hands together. "Now I understand."
Finally, Sarutobi thought, the mission would proceed smoothly. After all, if Anbu had been here, they'd have detained suspects without question.
"Sorry, I can't do it," Nara Luxin said with regret.
Sarutobi: "????"
What did that mean? As the camp commander, wasn't it within his power to detain suspects?
"I can detain others, but not Hyuga Shigeru."
Nara Luxin seemed apologetic.
"Why not?"
Sarutobi was confused.
"Because the headquarters and the medical room are separate systems. I oversee operations, but everything related to the medical room is under Hyuga Shigeru's control. Even if I outrank him, I can't issue him orders—let alone arrest him."
The more Nara Luxin explained, the more awkward he became.
"I told Lord Hokage at the time that this arrangement would lead to complications, but he didn't listen to me. Tell me, is this reasonable?"

Sarutobi was speechless.

"So, is it at least acceptable if I approach him directly for a discussion?"
Without the authority to detain Shigeru, Sarutobi thought a diplomatic approach might suffice.
"That should be...probably...fine?"
Nara Luxin hesitated. "But the medical room is off-limits to ordinary personnel, and they have strict rules because of the wounded. I really can't say for sure."

Sarutobi clenched his fists in frustration. At last, he understood—Nara Luxin had no intention of taking responsibility.
