Yes, Jiora was a law enforcer.

The two police officers hiding behind the large tree on the high slope were completely taken aback by Jiora's appearance.

Yamiru swore that despite being fully focused on the three individuals below, despite his enhanced perception with the Golden Veil, and despite every other advantage, he couldn't see when the strange individual with the right-handed equipment launched the energy beams that struck the Gold Warrior.
In Yamiru's vision, it seemed like the beams appeared all at once, simultaneously, without him being able to see the moment the strange individual fired them.
Even worse, he didn't see when the Gold Warrior, faced with this "light-speed" attack, leaped into the air to avoid them.
Just as Yamiru was feeling frustrated, he suddenly realized that the explosion from the energy beams reached his ears.
Leaning forward over the high slope to look down, he saw the strange individual on the ground, holding up a device on his right hand, spraying beams of light in rapid succession, while the Gold Warrior, suspended in mid-air, deftly dodged each incoming beam with tiny movements.
"Dammit! This version is wrong! What year is it? Techniques lile Tri-beam and flight became worthless already? Did I end up in a parallel world?"
He muttered inwardly, subconsciously holding his breath.
