Because under the bombardment of thunder, water would split into hydrogen and oxygen, and even ignite due to the temperature of the thunder causing a violent secondary explosion, far more dreadful than adding only Thunder Attributes to Magic Power Rasengan.

This was an unsolvable problem - to calm thunder, water had to be added, but the power of thunder caused water to decompose, thereby leading to explosions.

Ultimately, to solve this problem, Austin had to add Wind...
