"It's over!"
As the military base and the space portal closed, John Keller, Colton, and the others let out a sigh of relief.
On the screen, they saw a fighter jet soaring away. Meanwhile, the remaining alien soldiers on Earth were retreating rapidly under coordinated attacks from all sides.
Then, something strange happened—the aliens suddenly collapsed, as if drained of power, their bodies hitting the ground lifelessly. Even their bio-warships plummeted from the sky.
Everyone had the same thought.
Batman had done something.
Just before the portal closed, the armored vigilante had been holding an unknown device, seemingly striking at something on the other side of the universe.
There was no doubt—it had to be connected to the aliens' sudden demise.
"You all saw it. Batman understands these aliens better than any of us. He was prepared."
Colton spoke slowly, his tone thoughtful. "So, let's return to our earlier discussion. We bind Anton to the military, make him the head of a new department, and ensure that Batman works for us."
"Seconded."
"Agreed."
The decision passed unanimously.
John Keller fought to contain his excitement as he stood. "I'll submit the request to the President immediately. Once he approves, I'll reach out to Anton and persuade him to join us."
"Good. I'll leave that to you." Colton nodded. "Now, let's move on to the matter of S.H.I.E.L.D. and the Avengers."
At the mention of those names, the room grew tense.
This was the real issue at hand.
Recruiting Batman was merely a strategic step. But dealing with S.H.I.E.L.D. and the Avengers meant going up against the World Security Council—and none of its five permanent members were easy to handle.

The Battle of New York wasn't just a concern for the U.S. military. Nations around the world immediately began analyzing every individual and faction involved.
Four key groups had emerged during the battle:
The Justice League, led by Batman. The Avengers, represented by Captain America. The Special Forces, commanded by Hawke. The NYPD Task Force, led by George.

Their courage and dedication to the city were widely respected, but no one expected them to be a major force in the battle.

However, neither of these groups was the primary focus.
All eyes were on the Justice League and the Avengers.
It was undeniable—the Justice League had been the key player in ending the invasion. Meanwhile, the Avengers had been present but seemed to be playing second fiddle—a supporting act rather than the main force.
Even so, the Avengers could not be ignored, because intelligence reports indicated that the entire invasion had originated from a project within S.H.I.E.L.D.—the very organization they were tied to.
The World Security Council had the authority to launch a full inquiry.
Many nations remained in the dark about the specifics, but the five permanent members of the World Security Council—who had access to privileged intelligence—had already pieced together what had happened.
And they weren't happy.
There was growing consensus that S.H.I.E.L.D. needed to be reined in.
From the Washington D.C. incident a few months ago to the New York War now, S.H.I.E.L.D. had been at the center of every global catastrophe. Their unchecked authority had become a risk that could no longer be ignored.
For once, the five permanent members—normally engaged in political maneuvering against each other—had reached a rare agreement:
S.H.I.E.L.D. needed to be stripped of its autonomy.
Some hardliners even suggested dissolving S.H.I.E.L.D. entirely and revoking the Avengers' status.
As for the World Security Council itself? They weren't concerned about the Avengers as individuals. These superheroes were unpredictable, difficult to control, and often operated outside government oversight.
Even if S.H.I.E.L.D. were dismantled, it would mean nothing if these enhanced individuals remained unchecked.
That was the next problem to solve.
And it needed to be solved quickly.
The World Security Council reached a unanimous decision: S.H.I.E.L.D.'s authority would be revoked.
If Maria Hill, Nick Fury, and the others refused to comply, S.H.I.E.L.D. would be officially disbanded, leaving them to fend for themselves.
In short, the World Council would no longer support S.H.I.E.L.D.
Of course, dissolving S.H.I.E.L.D. left a gap. The Council needed to back a new organization with similar global security responsibilities.
Immediately, their thoughts turned to Batman—or rather, to Anton Jameson, the man closest to him.
"Batman's movements are unpredictable. No one can find him, let alone establish direct contact. Moreover, Anton's Wayne Company has already partnered with the U.S. military, and the military has even become a shareholder. We must remain cautious—the Justice League has clearly fallen under the influence of a certain country."
The Chinese representative spoke in a calm yet pointed tone, clearly targeting the United States.
U.S. Representative: "I must emphasize that the Justice League is an affiliate of our military. Batman could very well be a U.S. citizen. How can you claim that the Justice League has fallen under another country's control? It is an American organization!"
Chinese Representative: "Hmph. Go tell Batman that and see if he agrees."
U.S. Representative: "Why don't you try looking for him yourself?"
Chinese Representative (with a smirk): "If you mean tracking down Anton Jameson, do you think you can actually find him?"
"Enough!"
The Russian representative cut off the brewing argument.
"We all know that none of us can truly control the Justice League."
He shot a glance at the U.S. representative.
"Even if you use the military to try and bind them, Batman will never truly work for you."
Shifting the discussion, the chinese Representative's eyes glinted with calculation.
"I've heard that the U.S. military intends to create a new organization to handle the rising number of alien crises in recent years."
His tone was neutral, but everyone understood the implications.
"We believe that such an organization should not belong to a single country but should be closely tied to the people and nations of the world. Therefore, I propose that this organization be established under the authority of the World Security Council."
"Agreed."
"Seconded."
Four of the five permanent members voiced their approval.
Only the U.S. representative remained silent, his brow furrowed.
Technically, the U.S. held veto power, but blocking this proposal would be meaningless. If they refused, the other four nations could simply move forward without them—leaving the U.S. isolated and disadvantaged.
After a moment of thought, he sighed and made his final statement.
"I can agree—but only if one of our people leads this department."
The Chinese Representative narrowed his eyes.
"And who exactly do you propose?"
Without hesitation, the U.S. representative replied:
"Anton Jameson. As Batman's closest associate, he is the most qualified person for the role."
This move had been pre-planned. The U.S. President had already signed off on it, and John Keller was standing by, ready to persuade Anton to accept the position.
The other representatives exchanged glances but didn't argue.
There was no need to overcomplicate things.
One by one, they nodded.
"Agreed."
