Chapter 3: Chapter 3 - Progress
Atlanta, 15th of October, 2012.
Site-02, Site Overwatch.
10:30 AM
In the advanced command room, many silhouettes were standing around the room. Watching the numerous screens that were installed in the command center, they were observing the cameras that led to the main gate. An LAV-25 with 2 Cargo trucks behind was being fueled and prepared for combat. On top of the LAV-25, Luther could be seen with a Smirk wearing special operations gear with the symbol of the Omega-1, he stared down as his men were pulling the munitions for the 25mm M242 Bushmaster cannon, they were limited, but were enough to deal with foreign enemies. In the helipads, one of the Blackhawks was being prepared for take-off in case it was needed.
The mission for today was the first operation they were deploying, the objective was to secure the military hardware that was on the CDC. The CDC had for some reason blown up, from what the cameras recorded a kind of thermobaric explosive was used, but that didn't matter. Outside of the CDC, there were many M4 rifles and M2 browning machine guns as well as many unharmed vehicles that somehow had survived the massive explosion. Some were left unusable, but they could still get some of the equipment left behind by the US National Guard. They could also find some survivors, they had managed to see a group of survivors escaping the powerful explosions, if they could find them and add them to the Foundation.
During this time Luther took the chance to reorganize the entire Committee and rebranded everything to what normally the foundation would look like, merging certain elements of both entities. They were no longer the Ethics Committee, now, they renamed themselves to the SCP Foundation once again. Luther became The Administrator, the High Command became the O5 Council, and people such as Erwin and Andre became O5 Council members. This was done as a way to declare that they were going to reclaim their old world and keep protecting humanity from the anomalous threats. They didn't forget their past as the Ethics Committee, but the world needed the SCP foundation, and it will have it.
"Okay! That's it! Load the 7.62 and we're set! Prepare yourselves Omega-1, we're putting 16 men on this Operation! You know the task, go in, secure the weapons, and come back!" Luther loudly shouted as he stood up from the turret of the armored vehicle, inspiring his men who heard him as they continued their duties. Some even began boarding the vehicles.
"This is the first time in half a month of isolation we will be going out, we need to move the fuck out! For the Foundation!" He yelled, ulteriorly motivating his men, and finally driving outside of the exterior compound.
Luther was in the LAV, in one of the 6 seats used for soldiers. Captain Logan was sitting right beside him as they both talked about the operation.
"Sir if we manage to pull this off we should be getting some decent equipment, especially those 50 calibers, which we can use to expand our Site." Logan commented to Luther, who replied wisely "Getting those weapons is a top priority. The CDC exploded 3 days ago so there should be still some weapons left. Those are crucial to expand the exterior compound, which we will."
The plan Luther referred to was that they were going to build more defenses and create more living space for more survivors on the outside of the base. This increase in capacity would mean they would get more space for vehicles and weapons. The main doctrine in the foundation was that they wouldn't establish a government, instead, they would remain in the dark for the rest of their existence, supporting some factions that seemed the best.
In this case, they go out to grow stronger. Luther intends to take control of the USA's weaponry to oppress any violent faction and support the best faction that will retake the USA. That is what for now was discussed throughout the Command of the Foundation.
They rolled through the plains of King County, watching the numerous abandoned vehicles and undead zombies roaming around the field. They ignored them as they kept full speed to Atlanta, where the CDC- or ex CDC was located.

After an hour or so of traveling through the state of Georgia, the men finally reached the now-destroyed CDC. Luther stared as he climbed on top of the LAV-25, and began ordering his men around. He looked at the now-destroyed M1 Abrams that was crushed by the rubble, only the cannon could be seen. He saw his men dealing proficiently with the walkers, the ammunition was tight, so they all had different types of weaponry.
"Administrator to Site Overwatch. What do you see around us?" Luther asked through the radio on his left shoulder. "Site Overwatch to Administrator. Nothing on our screens, only some walkers that are approaching."
"What about the survivors? Where did they go?" Luther continued. "From the video footage, sir, we can tell they're going to the South-east. Over."
"Copy that. After we acquire some of the Humvees and tankers here, we'll try to establish contact. Over."
"Copy that sir." Finished the Communication.
Luther intended to bring this person to his side, so they could be useful for later, or even serve as the puppets they will put into power in the USA. Having a group of survivors that could potentially rise to power, was a good choice. Not that they had any more.
"Alpha Squad to Inquisitor, we found some AT4 rocket launchers. Do we bring them?" Logan asked through the radio "Of course. We'll need those for later, I'm quite sure." Luther explained.
The operation continued smoothly, with Luther's men carrying the different weapons and supplies onto the 2 trucks they brought. They had gathered a good amount of weaponry, enough to arm around 150 more people, it was a good advance that earned Luther's approval.
Luther helped his men load the munitions onto the trucks, until they heard some news from Overwatch command, stating that a horde of walkers had come out of some buildings. They were hearing the loading process and had to hurry up, Luther agreed and recalled all of his men. After 3 hours, they were ready. As all of the vehicles turned on, 6 Humvees now joined the formation. Each had an M2 browning on top of them, which made them lethal to the horde, but Luther did not wish to use the valuable munitions.
When they were exiting the parking lot of the CDC, they saw to the right street there was a horde of walkers. The convoy turned left hurriedly as the horde came closer and closer, some zombies were even running, or attempting to. Which earned them an instant 50 cal round to their head.

After getting back to base, Luther was debriefed by Logan on what they had achieved, in total, over 200 firearms were recovered. Which included around 120 M4A1s, various little sidearms, 12 M2 brownings, 20 AT4 anti-tank weapons, 6 Humvees, over 12 DMRs and 5 Snipers. Very good for it being an abandoned military outpost.
They were received with surprise and happiness by the survivors on the Site, watching as the trucks and new vehicles approached the Site, the guards, smiled in happiness as their organization was now growing. After what seemed to be 3 hours, they managed to unload the resources that were on the heavy trucks used by them, Luther was now standing on the parking lot about to board one of the MRAPs, being accompanied by Logan and 1 other Omega member. He wasted no time in search of survivors,
The loud engine of the MRAP roared as the ground was shaken by the dramatic power of the vehicle. Luther in case of anything left a set of instructions for Andre, he was now tasked with recruiting some survivors and expanding the unfinished parts of Site-02. Site-02 was at one point destined to become a regular SCP site, but because the Ethics Committee was founded at that time, they settled there.
Some many underground rooms and spaces were going to be used, now, Luther intended to make Site-02 completely self-sufficient, he even planned for some multipurpose factories to be installed. But that would be for later when they sack Atlanta in search of high-grade equipment, which they anxiously wanted.

"Shit sir. There's nothing around here, as I told you, if they were hidden somewhere, it would be in a far away place, like a wood cabin." Logan told Luther as they both were resting on one of the streets of King County. Luther was holding a suppressed MP7 with some holographic sights, coupled with the black uniform, which made him look like a true special operations soldier.
"Shit might be true Logan. Call over the others, we'll search the fields. I've got a map I brought from the Site. Gustavo, what do you think?" Luther said, asking the driver whose name was Gustavo. "Captains right. They wouldn't hide in the streets, walkers lurk in the cities. On another note, sir. We need to find a place to sleep, it's already 7 PM and I can see the stars."
Luther pondered for a moment before replying "Damn right. Let's try to find a place to settle down. An inn, possibly." Luther nodded in agreement, gripping his MP7 and walking to the nearby MRAP that was parked in an alley. They all jumped in and started the vehicle and began scouting for a place to sleep. Luther, seeing that they were making too much noise and attracting a tonnage of walkers, decided to change plans and drive as further as possible down the plains and the road, when possible.
The night fell upon them as they stopped in a nearby forest, and decided to camp there. Although it was going to be tight, they decided it was best to sleep in the MRAP, as it was more secure.

In the morning, they awakened to a peaceful morning with some birds even making a presence. As soon as everyone woke up and ate their MREs, they continued searching for the survivors again, this time looking in farms and secluded cabins, sometimes finding dead survivors with some supplies they could take. However, on one encounter they spotted a farm that had some trees near the main house, and under those trees, there were multiple vehicles such as an RV, and what seemed to be, a community of survivors.
Luther pondered seriously as he sat in the copilot of the MRAP staring at the camp. He wondered about what the survivors would think when they saw his vehicle. An MRAP was an armored car that intimidated people who didn't know about military hardware, in this case, he spotted a singular person with weapons, which was an old man on top of an RV. He told Gustavo they would simply drive there, as the MRAP could withstand the sniper rifle the old man had. The real problem would ensue if they had anti-tank rockets, which he doubted.
Gustavo nodded in agreement, and so they turned on once again the engine of the armored beast and headed full on. He was confident they didn't have any major weapons, even if they did, the 50 cal on top of the vehicle was more than enough to shred them to bits. As they approached the outer fence, Luther spotted that some of them scrambled around as they spotted the car rushing, while some people ran out of the house armed with several weapons.
The MRAP quickly approached the camp, stopping around 10 meters from the camp. Luther felt the numerous weapons pointing at the massive vehicle. Luther now stared blankly as he wondered what to do. These people took him as a threat, so it was very likely he would be shot on sight. He decided to raise his hands and slowly opened the door. The door creaked as it opened, letting in the fresh air. Logan, on the other hand, was on the .50 aiming it directly at one of the other parties heads.
Logan slowly stepped down the heavy car, as he had his hands raised. "Who are you?" asked one of the survivors, a female, who had short brown hair and was holding a pistol. Luther slowly walked closer until he was told to stop.
"I'm someone that here's to help!" Luther replied. "If you could pitch me with your leader, we can come to something! Me and my crew mean no harm!" He added. "How do you not know I'm not the leader?" asked Maggie, who was the one directly in front of him. "Because I know, you don't give off that aura!"
Luther could hear some of them muttering about a certain Rick, but he had no idea who he was or what his deal was. He could argue that was their leader, yet there were no guarantees. "Our leader isn't here. If you want to wait for him, you can, and if you do, wait afar from us. We don't know you." Maggie replied.
"Okay! My name is Luther, by the way." He added. "Maggie." He received. He then signaled his men to come off, which they did. Gustavo and Logan kept their sights on their survivors, while the other soldier closely protected his boss. They all received worrisome stares as the sights of the advanced equipment made them fear for their life, Gustavo and Logan were both holding MK18s with special sights, while the other man held an AA-12 that made them back off at their sight. Luther stared at the terrified woman and greeted them, at least making some of them calm a bit down.
Luther saw how they had children, something he didn't want to deal with. Children were a problematic issue in the world nowadays and he wished to avoid taking in little kids who could endanger the safety of others, or cause issues. He would only prioritize men and women who can fight, for now.

After around 3 hours of waiting, it was 2 PM and the sun was bright. Logan was sitting in a nearby log as he patiently waited for the leaders of the group to come. Apparently this Rick was with a man named Shane, and they were both out. Soon, they heard the engine of a car coming from the main road and they looked at a green SUV approaching rapidly. Luther attempted to look at the drivers but found nothing. Since nobody in the camp reacted to its presence, it was apparent it was the man named Rick, or someone else.
The car approached rapidly, and as it stopped, two men armed with different guns came out pointing out their weapons at the 4 men sitting on the same log. Luther stayed still, but the 3 other men quickly jumped to body block Luther, preventing any impact from reaching him. Luther smirkingly stared at the men, as they realized they wouldn't get out of the situation if they did. Luther stood up, introducing himself as he walked to the men. Rick, distrustingly shook his hand as he began a conversation with him.
"Let's get straight to business, Luther." Rick outwardly asked, his humor wasn't of the best, it seemed he had argued with someone moments before. Maybe his friend Shane. "Well. I've come here with an offer, Rick." Luther started to explain, bringing Rick to a more secluded place so the others wouldn't hear the conversation. "Originally, I wished to recruit your group for my... Shelter. But, I heard from some of your people that you didn't wish to leave." Luther said.
"Yeah.. We're looking for a little girl. We won't stop until we either find her, or her corpse." Rick sadly explained "Very well Rick, I won't argue with you. But listen-" Luther said before Rick went to do something else "Here. Have this." Luther gave him a long-distance radio, which would be useful to contact each other. "I will need you and your people's help later on. Keep it, and if you ever need help, be sure to use it." Luther commented, gaining a little bit of Ricks trust.
"Thank you, I guess. It's weird seeing people that want to help nowadays." Rick said, making luther smile "Yeah. I will be going now, I need to keep scouting for places." Luther commented, signaling his crew to jump in the MRAP as quickly as possible. Rick, in a sudden surge of warmth, tells Luther to meet the group if he wants to, Rick thought of him as a nice guy, and as he was young, his innocence should still be intact.
Luther met every single one of the members of the group, from Carol to Hershel. He greeted them all with pleasure and even met Rick's son. Carl. He analyzed every single one of them, but there was one of them that raised some kind of interest within him. Beth, the daughter of Hershel, a 20-year-old blonder Luther gained certain interest.
Then Luther was off. During the rest of the day, they scouted the nearby areas, finding numerous rests of military resistance, they marked the most important places, and they even found some abandoned M1 abrams on good condition. They would need some heavy lift to get them out, though. In their scout, they found more AT rockets and loaded them on the back of the MRAP.
As they drove through one of the many roads of King County, they spotted what seemed to be a barricaded street. They didn't give it any attention, as they thought it may have been abandoned since there was no activity.
While in the MRAP, Luther was in the back seat of the car, sitting there silently as he organized his magazines as they had to kill some walkers to get the AT4s. "Hey, Logan. I've been thinking, since now the Foundation legally exists once more, and the O5 council is back in place, I've been thinking about creating a security Task Force for us. The world is dangerous out there." Luther said, loading some bullets into the MP7s magazine. "I wanted you to lead it. I already even thought of the name, hah." Luther said. "Sure, sir. Would be happy to serve, I've dedicated my entire life to the foundation. Wouldn't make a difference, and what would that name be?" He said, before pausing and asking the question. "Resh-1. I've been thinking about 'Royal Guards' or 'Seat of Conciousness'. Both names are interesting, would like to hear your opinion."
"I don't know, sir. Both are okay, haha." Logan chuckled for a bit. "Yeah. Changing topics though, I know our next step. Since now, we now have enough manpower and vehicles, we should be able to take over the southern part of Atlanta. Especially that fucking airport." Luther seriously said, gaining the nod from the soldier who was holding his AA-12 silently, and a serious nod from Logan.
"I don't know. A lot of people should have run to the airports in search of flights, and the runways might have been destroyed by the Army attack. Remember? Operation Cobalt?" Logan said, now cleaning his knife. "Fair point, but we don't need the runway for now. What we need is the space for helicopters, and maybe some helicopters that may have been left behind!" Luther energetically said standing up, which scared the shotgun man next to him.
"That's too optimistic, sir. We don't know certainly, and how are we supposed to even take down the walkers? It will consume way too many rounds." Logan said as he relaxed back to his chair. "With noise and attraction. We can attract them with explosions or gunfire, and they will simply just go out. After that, I'm not certain if blowing up the streets is a good idea. What I certainly want is the Atlanta International Airpot. It will become our 2nd base of operations, and our public command." Luther finished, leaving everyone in the car with their mind full of doubts.
