Chapter 20: Principles of Technology Sharing
At the council roundtable, the dominators of the three civilizations — Wizard, Gods, and Abyss — gathered together.
Although the three civilizations have signed an alliance agreement and joined the Wizard Alliance, this alliance is just a general framework, and the specific details have yet to be determined.
Such issues as the division of battle zones, the mobilization of legions, and the exchange of technical intelligence... all these need to be decided upon by the dominators.
The attendees were seated, with the Gods and Abyss civilizations facing each other, separated by the Truth Wizards.
After sitting down, the Shaping Energy Crown was the first to speak: "Let's skip the pleasantries and get straight to the point. The main points of this meeting are the exchange of intelligence between civilizations, issues regarding the command and mobilization of legions, as well as technical exchanges.
The alliance currently has two battlefields, one in the Wizard Civilization and one in the Gods Civilization.
The situation on our Wizard Civilization's battlefield is still optimistic. With the fortifications of the Galaxy Mayfly, and our elite legions, the Civilization Devourer has temporarily given up attacking us."
Upon finishing, the Shaping Energy Crown looked towards the area of the Gods Civilization.
Among the three Divine Kings of the Gods Civilization, the Sun God King spoke as a representative: "Although it's difficult to admit, our situation is rather dire compared to the Wizard Civilization.
The Civilization Devourer has devoured one hundred and thirteen of our worlds within a year.
Although we've been hastily constructing fortifications, we still cannot withstand the attacks of the Civilization Devourer."
Pshh.
As soon as the Sun God King finished speaking, Beelzebub, sitting opposite to the Gods Civilization, laughed out loud.
He sneered: "Let me guess, are your fortifications still city fortresses, followed by Earthly Divine Countries, and then a few large temples with several statues?
If even we cannot defend against these, do you expect to handle the Civilization Devourer?"
Samuel nodded in agreement upon hearing this.
"Your defensive fortifications are indeed insufficient."

He continued coldly, "Beelzebub, this is a meeting of the alliance. Save those petty thoughts of yours; don't make a fool of yourself."
The hall fell into a brief silence.
However, the silence was quickly broken by Richard's voice.
"...Actually, it's not a bad idea."
The three Divine Kings of the Gods Civilization looked at Richard. As the hub between the three civilizations and the one most familiar with the Abyssal Devourer, his suggestions were never unfounded.
"First, we must acknowledge one thing: with our current technological level and troop quality, it is absolutely impossible to launch a counterattack against the Civilization Devourer," Richard began slowly.
The worlds devoured by the Civilization Devourer, whether fortifications or troops, are at the level of fortress worlds of the Predecessor Civilization Alliance.
Such worlds, with the current strength of the Wizard Alliance, cannot possibly be conquered by conventional legions without a dominator leading the charge.
Those defensive fortifications of tens of millions of energy level are fundamentally weapons against conventional legions, designed to combat World Master legions.
"Based on this, in the short term, we should focus on defense."
No one refuted this in the council hall, as such objective facts left no room for argument.
"Therefore, in the coming period, we should prioritize defending hub worlds, concentrating our forces to minimize the gap in troop strength between us and the Civilization Devourer.
From this perspective, those worlds that can be strategically abandoned can completely be transformed into Abyss Worlds."
"Strategically abandoning is not easy," the Eternal God King suddenly spoke up, "Unlike you wizards, we lack enough believers, and a god's combat power is only slightly higher than that of a typical native world's ruler."
Richard smiled, glancing at the Alchemy Crown across from him, and then at the Shaping Energy Crown.
"Believers are not an issue," the Alchemy Crown stated, then looked at the Shaping Energy Crown.
"Shaping, what do you think?"
The Shaping Energy Crown replied indifferently, "There are plenty of Elemental Balanced Worlds. Settling some refugees is not a problem."
All half-blood wizard worlds are Elemental Balanced Worlds, and worlds like the Red Sun World Richard visited, belong to Elemental Biased Worlds. Such worlds are classified as resource worlds in the wizard's strategic plan; therefore, they do not contain large numbers of half-blood wizards and are sufficient for settling refugees.
"If that's the case, then temporarily abandoning some worlds is indeed acceptable," the God King of Ten Thousand Changes commented.
"Ha ha, you speak as if you have a choice," Beelzebub continued to sneer.
The God King of Ten Thousand Changes gave him a glance, his single eye as cold and sharp as a blade.
Although Samuel is the one who most often engages in conflict with the Gods, in terms of animosity, ten Samuels wouldn't match one Beelzebub.
Although Samuel would launch significant invasions, his legions always retained a "code of conduct." These legions used strategies and tactics but never employed deliberately disgusting tactics.
But Beelzebub's abyssal demon army was different.
Wherever Beelzebub sets forth, his legion's passage leaves behind countless viruses and poison swamps, even as the Abyssal corruption erodes them. Sometimes, the climate or even the terrain of a world will be permanently altered.
The Abyss virus of Beelzebub has long ravaged the rear of the Gods Civilization, and many have become Abyssal Ghouls due to the Abyss virus.
The atmosphere in the Council Hall fell into a strange stagnation for a moment.
Bang!
Samuel suddenly slapped Beelzebub, almost pushing Beelzebub's head into his stomach.
"Beelzebub, calm down, or the meeting will get longer."
Beelzebub pulled his head out of his chest, neither angry nor annoyed, and said cheerfully, "Haha, seeing these light balls made me lose control a bit, forgive me."
The God King of Ten Thousand Changes did not continue to press the issue, as bickering was pointless now—both sides are allies, and deadly combat is prohibited.

The Alchemy Crown raised a finger, and a design appeared in the air.
"This is the basic equipment of the Civilization Devourer legion, a mentally controlled floating cannon. The usual attack level of this floating cannon is at ten thousand energy levels, but it can temporarily overload to boost its power up to thirty thousand energy levels.

Saying this, the Alchemy Dominator pointed, and beams of light shot toward the Divine King and the Abyss Dominator.

If we use the Predecessor Civilization's technology widely, it will not only strengthen the Civilization Devourer but may also cause technology failure at crucial moments."
Upon hearing this, neither the gods nor the Abyss showed any reaction, but the Alchemy Crown was unsettled.
"Pollution? Curse, explain more clearly."
The Curse Crown paused, then began to explain the joint discovery he made with the previous Curse Crown.
The so-called technology pollution is similar in principle to the Daoist Text technology pollution but is milder and does not affect the normal use of technology.

The Predecessor Civilization is already tied to the Civilization Devourer. As long as the Civilization Devourer doesn't die, they can never find peace.
After listening to the Curse Crown's explanation, the Council Hall was silent once again.
A moment later, the Alchemy Crown broke the silence.
"Miracle, what do you mean by saying technology isn't a problem? Did you find another Spark Base?"
Richard smiled, not directly answering the question.
"The technology of the Predecessor Civilization is excellent, but we may not be worse than our predecessors. Their technology is just a reference; we can only use it as nourishment to enrich our own.
Exchange is the ladder to progress.
I propose a certain degree of technology sharing among the Civilization Alliance."
Upon these words, the once-quiet atmosphere of the Council Hall suddenly became 'lively.'
This doesn't mean it became chaotic, but rather that the many Dominators present started to have active thoughts.
Undoubtedly, technological exchange is a double-edged sword for wizards.
On the technological level, wizard technology is two levels ahead of the Gods Abyss's two civilizations. If technology sharing happens, wizards will clearly be at a disadvantage.
However, every civilization system naturally has its unique aspects.
Through exchange, though some knowledge will be lost, new technology and inspiration might also come forth.
From a short-term perspective, technology exchange certainly raises the alliance's baseline, but long-term, this kind of technological development is not conducive to the wizards' future hegemony—unifying against a common foe is normal, but once the powerful enemy is defeated, even the strongest alliance might fall apart.
While in indecision, the Shaping Energy Crown suddenly spoke: "Exchange it. In the long run, we're dead."
Upon hearing these words, the success or failure of this proposal naturally was decided.
After a vote, the principle of partial technology sharing was unanimously passed.
