Chapter 253: Establishment Of The Three Powers



[ Third Person POV ]

Pangea Castle, Mariejois

The Three prominent Celestial Dragon Family leaders, Manmeyer, Donquixote, and Figarland, along with the Five Elders, were kneeling before an occupied throne.

The darkness that cloaked the entire throne room made it hard to see the individual who had been sitting on the throne. However, it didn't mean that the kneeling individuals couldn't feel the piercing gaze of their Lord. 

They had been kneeling like that for the past five minutes. Not daring to say a word until their Lord gave them permission.

"This discourse...I can hear it all the way here..." The Lord spoke, his voice breaking through the thick barrier of silence.

"We sincerely apologize, my Lord; it was not our intention to interrupt your rest as su-" Saint Warcury was about to finish speaking when the Lord interrupted him once more.

"There's an easy solution for this.....discourse," The Lord announced, "The World Nobles are to remain in Mariejois...no war, not yet."

"My Lord! We have been wro- ARRRGHH!!!!" Saint Bjornstead, family leader of the Manmeyer Family, started smoking from his face. 

The pain was so excruciating that he couldn't help but let out a piercing screech as he fell to the ground, clasping his face. However, he didn't even have the time to recover from the pain because his body started smoking the same way his face was. 

A familiar dark-like substance slowly began to devour Bjornstead whole as his body continued smoking. He kept kicking and screaming as he struggled to put out the smoke and get rid of the substance, but it was inevitable. Soon, the only thing that would have signified that Bjornstead ever existed were the clothes that he had been wearing before he died.

The rest of the kneeling men said nothing and continued kneeling with their faces looking at the ground. They couldn't afford to show any weakness, lest they end up like the former Family leader of the Manmeyer Family.

"Establish.....a chaotic neutral to reestablish balance...." The Lord said as he raised his hand to let a stray butterfly land on his finger. 

The room leading to the garden that the Lord enjoyed leisure about had been left open. Giving one of the butterflies that had been flying within the garden the opportunity to escape the room. 

"We shall carry out your orders, my Lord," Saint Nusjuro humbly responded before their Lord got out of the throne and left back into the garden room.

They all remained kneeling until they were ultimately certain that he had left for good. It was then that they all got up from their knees and began collecting the remnants of Bjornstead; his family probably already had an heir, so all they really needed to do was to inform them of what had happened.

The Five Elders could also use this opportunity to punish the Manmeyer Family and make an example out of them, but that was going to be something they put a pin on as the Five Elders had already gotten direct orders from their Lord.

They slowly returned to the Room of Authority and settled down before they could resume discussions.

"Well, our Lord has already taken a stance on this topic. No Celestial Dragons are to leave Mariejois; anyone doing so will be standing in opposition to us and our Lord," Saint Saturn proclaimed.

"We understand; if the Lord has already taken a stance on this issue, we can do nothing but bow our heads in obedience," Saint Frindral admitted.

"However, that doesn't mean that we're letting this matter slide. We must have the Storm Dragon's head on a platter for the whole world to see what happens when you cross the Celestial Dragons," Saint Grandsen stubbornly insisted.

"That is something that we can always discuss how to go about. However, the order shall remain the same; no World Noble will be leaving the Holy Land under any circumstance," Saint Warcury remarked.

"However, we shall allocate a time where we can discuss this as well. We have something more urgent that we need to discuss by ourselves; feel free to see yourselves out," Saint Nusjuro concluded.

The remaining two family leaders didn't look too happy with the way things had turned out. However, they left the Room of Authority without resisting, and soon, they returned to their respective abodes.

"Those bastards, insistent to the very end...." Saint Nusjuro growled as he gripped his blade tightly.

"There's not much we can do about how they felt about this scenario. As long as they make sure they don't disobey the rule that the Lord has mandated, we shouldn't pay too much attention to them," Saint Warcury remarked as he stared at various reports.

"The Lord wants to create balance in the World. The way things are looking, we won't be able to create that with simple domination," Saint Mars remarked as he looked at the various bounties that had reached over the one billion berry mark.

"Well, I believe that we already have a system that establishes balance....we just haven't acknowledged it," Saint Saturn announced as he slowly looked over a few particular bounties.

"What are you talking about, Saturn?" Saint Ju Peter asked curiously.

"Let's be realistic; we essentially lost control over the New World when the Whitebeard Pirates attacked our Seastone Mines," Saint Saturn began, "the only thing that slightly signifies any sliver of our authority is through the Marine Bases that are set up in the allied nations."

"We have no leverage there unless we want to start a war with these three particular pirates," Saint Saturn announced as he placed three various bounties on the table for the rest of the Elders to see.

"Hmm....Whitebeard, Big Mom, and Kaidou.... You have a point. Any one of their territories gets touched; it practically means war," Saint Nusjuro grunted in agreement as he perused them leisurely.

"The only reason I haven't included the Storm Dragon is because he's Whitebeard's Vice-Commander. Had he created his own Pirate crew....he'd be on the list as well," Saturn nodded as he stared at the outlier bounty. It had a picture of a three-headed dragon on it.

"I see where you're going," Saint Warcury nodded as his mind raced with a certain thought in mind, "You want to establish an entity that rules over the Pirates."

"Indeed, with this, the pirates will have a goal to aim at whenever they engage in piracy. The public will rely on us for help, even more so with the sudden upsurge of piracy after Roger's announcement of that damned treasure," Saint Saturn added.

"What about the 'Chaotic Neutral'?" Saint Marcus Mars asked.

"Here's the kicker," Saint Saturn replied, "I propose we use the Pirates as our chaotic neutral."

"How so?" Saint Ju Peter asked.

"We'll give these pirates special privileges. Rights that set them apart from normal pirates, but in return. The World Government, through the Marines, will be able to use them for various purposes," Saint Saturn announced.

"Intriguing...We can freeze their bounties as a show of cooperation between the World Government and the Pirates we decide to select," Saint Nusjuro added.

"Indeed, and we must make them strong. Should the Marines need to face the likes of Big Mom again," Saint Warcury remarked.

"How do we sell this idea to the public? Should we make an official announcement?" Saint Mars asked.

"No....it'd look like we're actually acknowledging these Pirates. Leak it to the World Economic News. We'll incentivize them to make it look like it was their idea," Saint Ju Peter remarked.

The discussions ended, and actions were soon implemented. The World would soon be forced to acknowledge the establishment of the Three powers....whether they liked it or not.
