Chapter 491: Universal Accord Commission (1)



"This is an order that will span the entire universe… I present to you the Universal Accord Commission (UAC)." Alexander declared.

Absolute silence settled within the Grand chambers, as the Council members stared at the open file before them.

They had imagined a lot of things, but this… this was out of their expectations. A commission spanning the entire universe?

They couldn't imagine what that would entail. Just imagining the resources that would be required for such a project was maddening to think about.

With looks of anticipation, the Council members opened the file and with the speed of a Class S awakened, they read the entire file from top to bottom — covering all 2,234 pages.

Gulp

"This is…"

The person could not find the right words to describe what he was feeling. With trembling eyes, the Council members looked at Alexander, who remained standing by the podium, patiently waiting for them to process what they read.

"How long has he been planning this…?" Lord Valemont asked no one in particular, looking back at the files.

The details of the entire proposal were unlike anything he had ever seen. 'There are no holes anywhere…' Malcolm could not help but look back at Alexander, the shock in his eyes mirroring those of his companions.

On the other hand, Lord Baltor felt his soul leave his body. 'This is basically handing the entire universe to him! How is this any different to ruling over everyone?!'

Baltor was unwilling. However, he also recognised that the decision didn't really lie with just him. 'Fuck…'

"The Universal Accord Commission," Alex continued after giving the Council members some time. "This commission will act like a sort of policing organisation.

"No rights of the people will be taken away, and any claims done right within the bounds of this universe will be honoured.

"The commission exists to ensure that the right protocols and laws are followed. No organisation will have the right to bully another organisation out of its claims. And irreconcilable conflicts will be mediated by the various bodies within the commission."

Alexander observed the changing expressions on the faces of the Council. Some were still in shock, while others gritted their teeth angrily, and still others had looks of admiration in their eyes.

"Divided into six arms, each with a defining responsibility, the Universal Accord Commission will ensure that peace and stability are maintained in all situations.

"First is the Judiciative division tasked with arbitrating inter-organisational, interplanetary, or intergalactic disputes." The council chamber remained quiet as everyone listened to the young man before them. "The next division is the Sentinel division, which will serve as the arm tasked with enforcement and defence."

With each summary he gave of the duties of the division, members of the council exchanged glances. They could feel the overwhelming rush of emotions as the impact of it began to settle in.

"Third on the list is the Investigations Bureau tasked with handling intelligence, uncovering corruption, and preventing universal-level crimes." Alexander continued regardless. "The fourth is the Diplomatic Relations Unit for coordinating with leaders of galaxies, planets, or organisations.

"The fifth body, which is equally important, is the Research and Arcane Compliance Division tasked with the regulation of magic usage, technology and energy. Last but not least is the Internal Oversight Wing tasked with ensuring that the organisation's members do not become corrupt or abuse their power."

Alexander provided a comprehensive summary of the key divisions that would be represented in the Universal Accord Commission. Naturally, the finer details were in the file the Council members received.

"L-Lord Alexander…?" one of the Council members drew Alexander's attention. "Is such a project even feasible? The resources alone…"

His meaning was clear. However, the man was a bit shortsighted. Then again, he couldn't be blamed. Not many among the council knew just how powerful Alexander truly was.

"You don't have to worry about resources, Lord Triston," Alex assured coolly. "I'll handle everything that would be required. The headquarters, the space vessels, and the artefacts needed to perform duties will all be taken care of by me."

Gulp

"What about the person to take charge of this commission, Lord Alexander?" Alex turned his head towards the man who asked the question, recognising him as Lord Younge, father of Henry Younge.

"That will also be me," Alex replied and then turned his gaze away. "Of course, you're all invited to join the UAC."

Naturally, he wasn't going to be involved too much in the workings of the order. If he wanted to do everything, he wouldn't even bother creating the commission.

Alexander understood that humans, or intelligent beings in general, were creatures of purpose. There had to be something to give purpose to a person's existence.

"Isn't this a blatant abuse of power, Lord Alexander?" Finally, the person unwilling to accept this spoke up. "Granting power like this to such a commission is simply imposing your will on us all."

Lord Baltor knew his efforts might not yield anything useful. However, he also knew that Alexander was a reasonable person. Unfortunately for him, the reply he got stung more than he expected.

"To give people like you the autonomy you desired, this commission was proposed." Alex made a blatant declaration, forcing many on the council to look away. "I won't stand for corrupt practices and tyranny in this universe."

Silence once again took over the council chambers. Some went back to skimming through the file, reviewing what Alexander had said, while others made new plans in relation to what was about to happen.

'Indeed…' Lord Valemont glanced at Lord Baltor and shook his head. 'Whether we like it or not, humanity will soon drift apart as we explore deeper into the universe. But this commission will ensure that regardless of where you find yourself, it will always have your back.'

Furrowing his brows thoughtfully, something Alex said earlier in his speech came to mind once more. This was something that pertained to him.

'He mentioned the right way to claim a territory. What did he mean by that?' He thought for a second and then shook his head. 'No, just asking will do the trick.'

"Lord Alexander…?" Malcolm drew Alexander's attention and the others. "You mentioned something about the right way of claiming a territory. What do you mean by that?"

"Claiming a territory without having it registered with the UAC will nullify your claims if forcefully taken from you." His response caused a small wave of shock among the council members. "The authority to register a claimed territory will fall into the hands of the UAC."

"S-so you're saying…" Malcolm swallowed the lump in his throat. "You're saying if the territory is not registered, it is subject to a hostile takeover? Regardless of who is laying a claim on it."

Alexander revealed a slight smile, knowing very well what Lord Valemont meant with his words. "Yes. Before the territory is claimed, the UAC will not interfere."

As an added assurance, Alex said. "I will not interfere." He emphasised his words, a knowing smile on his face.

His words created a small loophole in the system, and the Council members saw through it instantly. Alexander was not taking away everything; there was a small opening people could exploit.

'But why…?' Lord Valemont couldn't understand it, and he wasn't the only one.

"Why…?" Someone asked the question. "This could lead to a bigger mess if left unattended."

"Registering a claimed territory can be done through a universal network I will be establishing," Alex replied smugly. "Communication across the universe will not be an issue, as I will be eliminating distance and other interference as a factor."

'Fuck…'

Some of the council members cursed, realising things weren't so easy with Alexander. He had intentionally baited them into revealing their plans.

"Once an intent is made, a group of UAC officials will be dispatched to inspect the claim before the process is completed," Alexander explained calmly, having already considered multiple angles to his proposal.

"Lord Alexander…" Another council member, this time a female, asked. "This proposal is extremely detailed and well thought out. However, with how fast the universe is with its resources, how can you guarantee that the UAC itself will not covet a territory someone discovers?"

"I'm glad someone finally raised this point," Alex nodded appreciatively. "Remember when I said I would take care of all the resources needed to establish the commission?" The majority nodded.

"Good…" Alex nodded as well. "What I meant was that I will be creating everything from scratch."

"What…?"

"Everything from scratch?"

The members of the council could not help but murmur amongst themselves. However, a few among them revealed knowing smiles, catching the attention of the others.

"Do you know something, Lord Knight?"

"Fufufu…" Lucas just laughed knowingly. "Don't worry too much, Lord Harris. Everything will be revealed soon."

"Once this proposal has been passed, I will personally show the Council what I mean by my words." Alexander left it at that. "Any more questions?"

No further questions were raised, as the Council members pondered the proposal. This was the future, and the sooner they jumped on board, the better for them and their forces.

Seeing as no more questions came his way, Alexander glanced in the direction of Aaron and Julia, receiving a smile and a thumbs-up. With a gentle smile, he turned around and headed for his seat.

'Very well…' Malcolm mulled over Alexander's words. 'Our discovered galaxy is still being claimed and has not been registered yet. That means…' A knowing smile graced his features.

"All those in favour of the creation of the Universal Accord Commission?" Lord Basso spoke after several minutes of consideration.

More than two-thirds of the council raised their hands in favour of establishing the Universal Accord Commission, cementing the proposal in stone.

This was the future, and it was coming, whether some people liked it or not. The universe might not be completely out of danger, but Alexander refuses to hit the brakes simply because of it.

He was moving forward, determined to save his universe from absolute destruction. 'Soon… I will break free.'
