Nothing happened to those in the capital.
It seems there are no movements to suppress the Harvesting Period itself.

Numerous Harvesters were torn apart on the streets, and the ones who remained fell asleep immediately when stabbed by the thorn bush.
The massive trunk of the thorn bush stopped moving, but the branches continued to stretch out slowly, invading the buildings.
Looking at the sight gathered through the Harvesters’ view, this thorn bush is encapsulating the whole capital.
Maleficent is quite the formidable witch.
