In this world, if there are still sentient beings who attain the Arhat or Pratyekabuddha but do not enter the Mahayana, she will not attain Supreme Enlightenment.

Her great vow is indeed ambitious, even more so than that of Ksitigarbha Bodhisattva and Amitabha Buddha.
Firstly, her goal is the sentient beings of this world, which include all humans, gods, demons, ghosts, flying creatures, beasts, and even an ant, a cockroach.
Secondly, her goal is for all these sentient beings to reach the Arhat realm, which is the minimum standard!
That is to say, she wants every sentient being in this world, even an earthworm, to cultivate into an Arhat… and not just an Arhat of the Lesser Vehicle, but to reach a level equivalent to an Arhat within the Bodhisattva Path, and must all achieve a Bodhisattva realm above the Arhat level…
The ultimate Supreme Enlightenment refers to becoming a Buddha, and not attaining Supreme Enlightenment is akin to vowing not to become a Buddha.
Ksitigarbha Bodhisattva only aspires to save the suffering ghosts in Hell, she aims to save all sentient beings!
She envisions the future of this world to be without the Three Evil Paths, meaning without Hell, Hungry Ghosts, or Beasts. In this world, there are no ghosts, all are humans or above, meaning heavenly beings, with no beasts. If there are animals, they are her avatars…
Achieving such a lofty vow at her level of cultivation is not something that can be done lightly. She has accumulated for a long time, and now the time is ripe — although not entirely so, the main reason is that if she does not act now, she will lag behind Deng Yin and the Giant Wood God, hence a somewhat forced feeling.
After she made her great vow, the Buddha's light shone, enveloping the Jiuhua Mountain and a radius of ten thousand miles. However, both sides tacitly did not act immediately, but rather pressed against each other, maintaining a temporary balance, then expanded toward the surroundings, encompassing the Four Extremes and Eight Desolates beyond the Central Earth Continent, searching the whole world.
