But those other powers held by the male persona had already been divided by newer gods after Amanata's fall, while the divinities of the female persona saw fewer powerful gods joining the division.

Actually, this can be understood. Facing those Professionals who could flip the table at any moment, no matter how perfect a bureaucratic system is, it's just a joke.

Amanata surely understands this well, which is why he's willing to take the risk of becoming enemies with Tyr and Lansendel to first solidify his male aspect.
