Though not officially mandated, it's understood that within the same city, Bone Forging Realm experts should not act against each other if not provoked, as retaliating by a Bone Forging Realm expert is hard to defend against for any force; killing martial artists for them is like child's play.
Martial artists are the foundation for a force and a city. If all the martial artists perish, then the force and the city are nearly finished, or it will cause a generational gap, making it hard to produce Bone Forging Realm experts again in a short time. Thus, all major forces within the city with any Bone Forging presence are typically not interfering with each other, and at most, only some combat between martial artists occurs in the wilderness, much like between different races.
