Reincarnated with a lucky draw system

Chapter 130: IMPERIAL CODEX

After a day of integrating the new citizens from the sanctuary, Aaron could finally rest. The sanctuary buzzed with activity, the resurrected immortals adapting to their new lives, their voices echoing through the restored streets like a revived heartbeat.

The increase in population of Aaron's empire slowly began to expose cracks in the newborn empire. The sudden influx strained the system, resources stretched thin, the air filled with murmurs of discontent as the once-empty paradise filled with life.

Who to grant nobility fairly. Paralysis in administrations and lack of motivation for the citizens were slowly becoming a thorn on Aaron's flesh. The decisions weighed on him, bureaucracy bogging down his vision, the empire's growth turning into a headache of management.

"Alright, system. I need just one reward to solve the majority of my problems right now. Let's hope my luck is still shining," Aaron muttered, rubbing his palms expectantly. He paced in his chamber, the system's wheel spinning in his mind like a lucky draw slot machine.

"System draw," he said, staring at the system wheels with puppy eyes, his heart pounding with anticipation.

[Congratulations. You have gained the sovereign rank reward - Imperial Codex.]

"What can I say? I'm just that lucky bastard," Aaron said, a cocky grin on his face, the victory tasting sweet like a jackpot in his reincarnated grind.

[Maybe you should be in coma more often] the system jabbed, its voice a dry snort in his head.

"No way, buddy. You are sticking with me forever," Aaron smiled. He hated to admit it, but he had grown extremely reliant on his system's presence. Well, the rewards played 90% of his feelings. But having someone to talk to at all times was a great stress reliever, a constant companion in his empire-building chaos.

[Don't start cursing at me when you no longer see rewards]. The system snorted, familiar with Aaron's antics, its tone resigned but amused.

[Imperial Codex]

The authority to shape empires that transcends corruption and bloodline stagnation. You are granted a divine framework that binds the empire together through merit, loyalty, and law. This Authority integrates directly into your throne, your will, and the empire's very foundations.

Abilities

1. [Merit Ledger]

Every subject of the empire is automatically evaluated by the system.

Contributions in warfare, governance, invention, resource management, faith, and loyalty are converted into Merit Points.

Merit is incorruptible and visible to the Sovereign at all times.

2. [Noble Conversion Protocol]

Merit Points determine eligibility for noble rank.

Titles granted by merit cannot be falsified, forged, or stolen.

Nobles who fail to maintain minimum yearly merit quotas are automatically demoted, ensuring the nobility remains productive.

3. [Administrative Projection]

The Sovereign can project their authority into any part of the empire to instantly audit local officials and review their merit records.

Fraud, embezzlement, or treason is immediately revealed.

Temporary replacements are auto-appointed from the highest-merit candidates until your personal decree.

4. [Loyalty Oath Seal]

Every noble swears an oath bound by system authority.

Disloyalty, betrayal, or rebellion severs their title and strips away noble privileges instantly.

Nobles with unwavering loyalty receive amplified efficiency, stronger command presence, and increased influence within their territories.

5. [Imperial Trial]

The Sovereign may summon any official or noble for judgment.

The system displays a complete record of their deeds and merit score for transparent trials.

Punishments or demotions enacted through the system cannot be resisted.

6. [Empire-Wide Ledger Access]

Merit rankings of all citizens are viewable in real time by the Sovereign.

Citizens may view only their own merit (or their family's), encouraging competition and ambition without sparking civil unrest.

7. [Succession Safeguard]

In the event of your incapacitation or absence, the system temporarily grants limited Sovereign Authority to the individual with the highest lifetime merit, ensuring continuity of rule until your return.

8. [Corruption Purge]

At your command, all corrupted or underperforming nobles can be demoted in a single decree.

The system simultaneously elevates the next most meritorious candidates, preventing power vacuums.

"See what I mean, system? My luck is in an all-time high," Aaron said, smiling, the satisfaction swelling in his chest like a jackpot hit.

Aaron retrieved the codex from his dimensional space. The codex was a small leather book with a black cover. In front of the codex was Athanys' sigil, glowing faintly with imperial energy.

"So how do I activate it?" Aaron asked his system, flipping the book open, curious about its power.

[Let your blood come in contact with it. The Codex will activate.]

Aaron followed the system's instructions, activating the codex. He pricked his finger, a drop of hybrid blood falling onto the sigil, the book absorbing it with a soft glow.

Automatically, the codex went to work, recording the deeds of every citizen and storing their points. Invisible threads of system energy spread through the empire, evaluating actions like a silent judge.

It refrained from temporarily granting anyone position until a stable ranking was made. The process was methodical, ensuring fairness, the codex's pages filling with names and scores in Aaron's mind.

"With that out of the way, time to focus on my actual goal," Aaron said, exiting the sanctuary as he appeared in Blue Star once more. The planet's air felt heavy with lingering corruption, a stark contrast to his sanctuary's purity.

"So, system. A curious question. What happened to all the dungeon cores? Did they merge with Blue Star's core or?"

[They didn't. The core's energy was utilized to cause the dungeon break and free the monsters to Blue Star, which should not have been possible without the required energy provided to combat Blue Star's will.]

"So basically all those cores that could have made me stronger and also increase my sanctuary were wasted?" Aaron asked seriously, his fists clenching at the lost opportunity.

[Yes. Why exactly are you interested in this?] The system asked, its voice curious in his head.

"Cause I just had a crazy idea. Let's say, I plan to hunt down an entire flight of birds with just one bullet," Aaron replied, a knowing smile on his face as he scanned the surrounding ruins, his mind already plotting the bold move.

[You have to be sick to think of doing that] the system said, speechless by Aaron's thought process lately that was getting bold and more bizarre as time passed.

"Sick? No. Innovative? Yes. I'm being so damn innovative," Aaron corrected the system, his grin widening.

[You will need a large amount of mana to cover the entire Blue Star. You don't have that amount of mana to do so.]

"That's the thing about my time talent, system. When I exhaust all my mana, I can just revert my state to its peak when I have all my mana. So basically...," Aaron said, a smile on his face as he allowed the system to complete his words.

[You have infinite mana and stamina. Damn.]
