Wealthy families must purchase the stones at full price, no exceptions.
That was the most Ash could compromise on.

And to prevent abuse:
Resale of Mega Stones and Key Stones is prohibited.
If caught, the League reserves the right to confiscate them.
This policy was designed primarily to prevent rich kids from gaming the system.
Purchasing these stones implied a powerful bond between Trainer and Pokémon.
The League's core principle had always been to protect Pokémon first.
And if you didn't have that bond?
Then you didn't deserve Mega Evolution.
