Although Roja had always anticipated that the pinnacle of Observation Haki would bring extraordinary power, he hadn't fully grasped just how functional and versatile it could be.
What Roja didn't expect was that, in terms of utility, the peak of Observation Haki surpassed even the peak of Armament Haki by a wide margin—especially its ability to communicate with all living things.
"I never imagined that mastering Observation Haki to its peak would allow me to commune with all living beings," Roja mused inwardly, a trace of wonder flashing across his face.
Just as he was reflecting on this newfound power, the system's voice echoed in his mind.
[Ding! Note to the host: The ability to communicate with all things is not something every master of Observation Haki can awaken!]
Hearing this, Roja's smile grew even brighter. If this ability was unique to him, it would provide a significant edge in future encounters with other top-tier users of Observation Haki.
"This makes me even more unique," he thought, feeling reassured. "But then again, how many people can even reach the pinnacle of Observation Haki?"
At that moment, the warship carrying Roja had arrived before King Neptune.
Roja stepped forward with calm grace, addressing Neptune with a slight bow. "Your Majesty Neptune, it's an honor to finally meet you."
Behind him, Ain and Stella saluted respectfully.
King Neptune waved a hand in good-natured dismissal. "No need for such formality. I've long heard tales of Admiral White Dove—your strength, your elegance, and your unmatched bearing. Seeing you now, those tales are clearly no exaggeration!"
Roja gave a modest smile. "You flatter me, Your Majesty. I am but an ordinary man who happens to possess a bit of strength."
Neptune's sharp gaze lingered on Roja for a moment. In his heart, he pondered: This Admiral White Dove is not only powerful but also humble. Either his character is truly exceptional, or his depths are unfathomable.
Judging from Roja's relaxed demeanor and sincere expression, Neptune leaned toward the former conclusion.
"Admiral White Dove, we've prepared a banquet in your honor. Would you do us the favor of attending?"
Neptune's personal invitation was a tremendous gesture of respect. Naturally, Roja saw no reason to refuse. He nodded politely and replied, "It would be my pleasure."
With that, the group proceeded toward the Dragon King's Palace. As they walked, Roja's sharp eyes scanned the surroundings. Yet, he saw no sign of Jinbe or Fisher Tiger—two individuals he had hoped to encounter on Fish-Man Island.
"I'll reach out to Fisher Tiger through the Den Den Mushi later," Roja thought to himself. "If he's here, it'll make my task much smoother."
Under Neptune's guidance, Roja and his companions soon arrived at the grand Dragon King's Palace—a majestic structure glowing with otherworldly beauty.
As Roja admired the palace's magnificence, the system's voice once again echoed in his mind.
[Ding! Congratulations, host, for signing in at the Dragon King's Palace. You have obtained: a high-grade, side-effect-free enhancement drug! Upon consumption, your power will double for five minutes with no side effects!]
Hearing the system's reward, Roja raised an eyebrow.
"An enhancement drug, huh? Strange reward, but it might serve as a last resort in critical moments," he thought with faint amusement.
Noticing Roja's subtle change in expression, Neptune inquired cautiously, "Admiral White Dove, is something amiss? Are my arrangements not to your liking?"
Roja immediately shook his head, smiling gently. "Not at all, Your Majesty. I was merely admiring the unparalleled beauty of your palace. It's truly awe-inspiring."
Neptune laughed heartily. "Hahaha! To hear such praise from someone of your stature, Admiral, is a great honor indeed!"
"Please, Your Majesty, just call me Roja. Titles like 'White Dove' are unnecessary in informal settings."
If Neptune had known that the man before him—Admiral White Dove—was also the infamous and mysterious figure whispered about across the seas, he might not have greeted Roja so warmly.
Soon, the banquet began. Roja, Ain, and Stella were treated as honored guests, seated near Neptune himself. The table was laden with Fish-Man Island delicacies, each dish more exquisite than the last. Roja's gaze lingered on the desserts, knowing they were said to be coveted even by Big Mom herself.
As they dined, Neptune turned to Roja and asked, "Admiral, may I inquire as to the purpose of your visit to Fish-Man Island? Surely, a matter of great importance has brought you here."
Roja set his cup down and replied calmly, "Indeed, Your Majesty. The Navy is preparing to implement the Warlord system—a program that offers certain pirates privileges in exchange for their cooperation. Recognizing the unique challenges Fish-Man Island faces, the Fleet Admiral has sent me to invite Jinbe, the First Son of the Sea, to join the Warlords and foster peaceful relations between humans and fishmen."
Neptune nodded thoughtfully, taking in Roja's words.
Roja handed him a document signed by Fleet Admiral Sengoku. After a brief read, Neptune remarked, "This Warlord system seems beneficial to Fish-Man Island. But... wouldn't Fisher Tiger be a better candidate? His strength is unmatched."
At this, Roja's expression tightened slightly.
"Your Majesty," Roja began, his tone measured, "you must understand that Fisher Tiger's attack on Mariejois caused a deep rift with the World Government. While his actions inspired many, they also made him a marked man. Inviting him to join the Warlords would not only be impossible but might also bring more harm than good to Fish-Man Island."
Roja leaned forward slightly, his voice earnest. "This is an opportunity, Your Majesty. Jinbe's inclusion in the Warlord system would not only strengthen ties between humans and fishmen but also elevate Fish-Man Island's status on the world stage. Fleet Admiral Sengoku sent me here precisely because he believes this partnership can pave the way for a brighter future for your people."
Hearing this, Neptune's eyes shone with understanding. "Admiral Roja, you are right. This could be a turning point for Fish-Man Island."
