Sabaody Islands.
After a week-long military operation by Doberman and Onigumo, pirates are now almost invisible on the streets.
Every now and then, a group of Marine soldiers patrol the streets. Occasionally, pirates hiding in dark corners are found, and the team leader directly orders them to be shot. The pirates are not given any chance to escape or beg for mercy.
It is this ruthless attitude that has made all the pirates retreat. They no longer dare to stay on the island as before. Instead, they desperately try to coat their pirate ships and head to Fish-Man Island, but little do they know that it is another hell.
Unlike the pirates fleeing in panic, the civilians on the island wander the streets confidently. Shops and restaurants on the streets are bustling with all kinds of customers.
1 GR—Island No. 1, inside a hotel.
Looking around, the hotel is filled with ordinary people. While everyone is having lunch, they discuss recent interesting news.
"Life is so much more comfortable now. It's been a long time since I've been able to eat and shop with such peace of mind," one person says with satisfaction, patting his belly after eating.
The people next to him begin to talk animatedly.
"Thanks to the Marine's military operation last week, there were no fresh corpses on the streets, and the pirates were almost wiped out!"
"It was really dangerous last week! You could hear continuous gunshots at night."
"Speaking of why the Marines areso tough all of a sudden, I remember that when the Marines met pirates in the past, they always had the attitude of avoiding conflict. Both sides would just go their separate ways."
Customers who don't know the truth are inevitably a little confused, so they ask for details. Someone who knows the whole story immediately jumps in to explain.
"I heard it's because the Marine base here has a new person in charge. The last person in charge died in the Red-Haired Leg-Breaking Incident. The new person in charge was sent from Marine Headquarters and had participated in the Buster Call, and..."
The person explaining suddenly pauses, looks around, then lowers his voice and says:
"There are rumors that the new person in charge is the right-hand man of the current Marine Fleet Admiral Sakazuki. Do you think pirates will have an easy time with him around?"

"By the way, brother, forgive me for being ignorant, but what does the Red-Haired Broken Leg have to do with the death of the previous person in charge of the base here?"
The brother who just finished explaining suddenly looks at him like he's from another era.
"The Red-Haired Broken Leg Incident refers to the Red-Haired Pirates' raid on the Marine base on the Sabaody Islands some time ago."
"The previous base commander was defeated by Shanks and died on the spot. Originally, the Red-Haired Pirate group wanted to continue causing trouble but were stopped by Fleet Admiral Sakazuki's group, who came to support the base."
"One of Shanks' legs was also broken."
It seems that the niche media deliberately chose such a title in the newspaper to attract attention. Otherwise, it would have been more appropriately called The Sabaody Islands Incident.
Now, everyone thinks that Shanks' leg was broken by Sakazuki. Even Kizaru, Zephyr, and others who participated in the war thought so. After all, Sakazuki was the only one who pursued the escaping Shanks. And it's not like Shanks can go around explaining to everyone that his leg was actually broken by Kuzan when he was seriously injured. How embarrassing!
Invisibly, Sakazuki's majesty grows heavier in everyone's hearts.
"Hey, hey! Why is he here again?"
Suddenly, a voice filled with extreme fear breaks the chatter.
"Shh! Don't talk! Come here!"
The hotel instantly falls silent. Everyone lowers their heads silently, not daring to look out the door or window.
The previously noisy streets outside are now completely quiet. Pedestrians on the roadside, who hadn't managed to evacuate, fall to their knees, not daring to make the slightest sound.
A group of people slowly walks down the street, led by an extremely tall man crawling forward on his knees. He wears a black metal collar around his neck. His face and body are covered with scars from being whipped, slashed, and burned. His empty eyes are full of numbness and despair.
Riding on the man's back is a man in white with a plump face and generous lips. He has curly, upward black hair and two lines of runny nose. His dull eyes make him look like an idiot.
This mentally retarded man is none other than the infamous World Noble—Saint Charlos.
"Hey, hey! Climb faster, haven't you eaten? If you keep going this slowly, you'll die!" Saint Charlos shouts, whipping the slave crawling at his feet. As he looks at the kneeling pedestrians on the roadside with lustful eyes, he seems to be searching for his next prey.
"Eh~ That… uh, pariah in a white skirt, raise your head!"
Saint Charlos suddenly focuses on a woman, his eyes lighting up. The designated woman instantly collapses to the ground, frightened to death.
The butler beside Saint Charlos frowns and is about to personally capture the woman for his master.
However, at this moment...
"Bang! Bang!" Two bullets whizz past—one aimed at the butler and the other at Saint Charlos.
In the blink of an eye, the butler falls to the ground. But CP0 agents appear in front of Saint Charlos and intercept the bullets.
"Hahaha! Celestial Dragon, take your life!"
"You damn Celestial Dragon, I'll kill you today!"
Two ferocious pirates jump out of the alley, each with a gun, rushing toward Saint Charlos with crazed expressions.
Just as the strangely dressed CP0 agents are about to act, Onigumo appears with a group of Marines. Using his hair to control his swords, Onigumo instantly kills the two pirates, then orders his soldiers to evacuate the crowd.
Ignoring the cold stares from CP0, Onigumo respectfully addresses Saint Charlos:
"Lord Saint Charlos, we have received news that a very powerful pirate is killing people on the Sabaody Islands. To ensure your safety, please board a Marine warship and leave this place immediately."
Saint Charlos, clearly frightened, quickly agrees. "Okay, okay... take me away quickly!"
As they prepare to leave, Saint Charlos hesitates and looks back. "Can that woman be taken away too?"
Onigumo curses inwardly but remains respectful. "Lord Saint Charlos, there's no time. Do you want to risk being punched away by the pirate with the straw hat like before?"
Saint Charlos shudders at the memory of that incident. Seeing his compliance, Onigumo allows himself a cold smile.
After taking a few steps, Saint Charlos turns back again. "By the way... my father and sister are still at the auction venue. Let's pick them up."
Onigumo thinks Charlos is making trouble, but it turns out he's delivering himself to danger. The auction venue, located on Island No. 1, is a hub for slave trading. The targets of trafficking are criminals and citizens of non-World Government nations.
Saint Charlos, his father Saint Rosward, and his sister Saint Shalria are regular patrons of this auction house.
"No problem! Lord Saint Charlos, your family must be united, right?"
Saint Charlos sniffs and grins foolishly. "Yes! This Marine, you're quite a nice person!"
