Akira returned to the Fleet Admiral's office, sat on the soft and comfortable office chair, and couldn't help but let out a long breath.

Money, handled!

As for soldiers, the enthusiasm for joining the Marines worldwide is still high due to the Honey P;an! There's no need to worry about the supply of recruits.

The clone powerhouses are gradually being assigned to everyone!

The transport ships are also under construction now.

"Two or three months at the latest, and we should be able to complete the ultimate mission three by then."

Akira secretly calculated in his mind and came up with an approximate completion time.

This time is necessary.

First, the shipwrights in Water 7 will need time to build a good ship.

Secondly, even when the soldiers get their ship and head out to sea for a large-scale transformation to hunt down pirates, it will take time for the fear to spread and make the criminals hesitate to go to sea again.

Two or three months is the quickest estimate.

"We'll still need to arrange for Bartholomew Kuma to go to Water 7. When the time comes, we'll build a ship and send it off, so the soldiers can go on missions sooner, shortening the time a bit."

"In the Four Seas and elsewhere, if conditions allow, someone can be found to build ships locally."

"As long as the expenses are within a reasonable range, headquarters can reimburse them."

"Is there any other way to shorten the time further?"

Akira pulled out a blank piece of paper from the drawer and began to consider action plans that could cut down the timeline.

He intended to ask the staff to arrange to speed up the completion of the ultimate mission three.

I can't wait any longer.

Swish, swish, swish.

Akira held a pen in hand, sometimes frowning, sometimes looking satisfied as he filled in a new plan.

Warm sunlight shone through the windows behind him.

It seemed like the whole world had become brighter, full of vitality and hope.

After an hour.

"Done!"

Akira picked up the Fleet Admiral's seal, stamped the densely packed paper with it, blew on it, and looked at the orderly standing by the door.

"Send this to the staff and have them distribute it to all bases."

"Yes!"

The messenger immediately rushed in, grabbed the document respectfully, and quickly trotted away.

At that moment, footsteps echoed in the hallway.

Akira's clone walked in.

"How did it go?" Akira asked.

"I've issued all the orders. Now we just need people to execute them. Do you have anyone in mind?" The clone stood before him, adjusting his glasses in his palm as he asked.

Candidates!

Akira pursed his lips.

As the Fleet Admiral of the Marines, he didn't lack fighters with extraordinary strength. What he needed most were those who could generate money.

Originally, the most profitable person in this world should've been Tesoro. But due to the CP0's blunder, that guy vanished without a trace, and the staff hadn't found any leads on him.

"Forget it, we'll handle it ourselves."

"In the real estate game, we're the ones who know how to operate best anyway."

Akira shook his head, raising his left hand as hundreds of leaves shot out.

He planned to create more clones in bulk and send them all over the world to replicate the Akatsuki model.

When the time comes, he'll bring more of those leaves and let the Marines stationed at the bases cooperate. After all, the abilities of his Dog-Dog Fruit, Model: Monster Raccoon, were incredibly practical, and it would be a waste not to use them to their fullest potential.

"That should cover everything for now."

Akira picked up a pen and was about to write on a leaf when he suddenly paused.

He raised his head, looking at the clone. "You can take my place in the Fleet Admiral's office."

"What are you planning, boss?"

"I'm heading to Impel Down to find some big pirates and train my Armament Haki and Observation Haki," Akira explained.

Thanks to Vice Admiral Garp's Iron Fist, he had successfully learned both Haki types. His physical strength had reached an emperor-level, making him leagues above his former self.

With his enhanced physique and heightened senses, he could easily dodge bullets, not to mention having someone like Garp—an expert at the pinnacle of Marine combat power—personally teach him.

If he didn't master Haki after all that time, it would be a waste.

Honestly speaking, Armament Haki and Observation Haki are challenging, but not impossible.

As long as one's physical training hits the necessary threshold, or after surviving numerous life-and-death situations, one of the two Haki types typically awakens.

Especially in the second half of the Grand Line, there were countless people who knew Armament Haki.

Even among the Marines wearing their coats, many had mastered it.

The real difficulty lies in improving Haki after it has been unlocked.

Just like in school, where everyone can follow along with the basic courses, but after reaching higher, more complex levels, the gap between the top students and the underperformers becomes crystal clear.

It's the same with advancing Armament and Observation Haki.

To become superior to others, you need more than just talent—you need constant, rigorous training.

As for Akira's system experience, he planned to raise his power to the emperor level.

Given the limited resources, it was crucial to spend his experience points wisely. This was the most efficient path. Anyway, as the Fleet Admiral, Akira didn't need to go out on missions, so it didn't matter if his clone handled the paperwork in his stead.

If anything urgent required his direct attention, he could always be reached through the Den Den Mushi. Impel Down wasn't far from Marineford, and with Moonwalk, it wouldn't take him long to return.

"That's no problem, work hard and practice even harder," the clone said. "Strength is the most important thing."

The clone immediately agreed when it heard Akira's goal was training. Having experienced weakness firsthand, it deeply understood the importance of power.

Seeing this, Akira continued focusing on writing and replicating his plans.

The clone, now seated on the sofa, suddenly recalled something. "What about Marineford's security? Have you considered that?"

Garp was in the New World, dealing with pirates. Fleet Admiral Sengoku, now the Director of the Marine Criminal Investigation Bureau, was busy leading his own team to capture defected Marines. The three Marine Admirals were also out on their missions.

By this calculation, only Akira and Zephyr remained as the most powerful figures in headquarters. If Akira left for Impel Down, Marineford's security could be compromised.

Though no pirate would typically dare to invade Marineford, there was always a chance someone foolishly tried.

If an invasion occurred and they managed to escape, the Marines' reputation would suffer greatly.

"Don't worry," Akira replied without looking up. "There are plenty of Sakazuki's leaves stationed with the Marines. If pirates do come, they'll be met by three big monsters."

"Then it's all good!" The clone breathed a sigh of relief.

In the North Blue, inside the Marine News Department office, Rosinante was discussing something with Vergo. The conversation was mostly Rosinante speaking while Vergo nodded along.

Pere~Pere~Pere~Pere~.

The Den Den Mushi on the table rang.

"Hello, this is Rosinante."

"Commodore Rosinante, this is the headquarters. The Fleet Admiral has issued orders."

"Please hold on!"

Rosinante's expression grew serious as he pressed the receiver, turning to Vergo. "You should head out, I've got something to handle."

"Yes, sir. If you need anything, don't hesitate to call," Vergo replied, saluting before heading for the door. Thoughtfully, he closed it behind him.

"Go ahead," Rosinante said as he grabbed a blank sheet of paper and prepared to take notes.

"Last night, the Whitebeard Pirates attacked Akatsuki but were repelled after Vice Admiral Garp and his officers heavily injured them. Whitebeard himself was forced to retreat after coughing up blood."

"Fleet Admiral Akira has ordered you to compile shocking and fear-inducing news reports to spread worldwide."

"Additionally, emphasize in your report that not only was Whitebeard repelled, but also that the replica security forces stationed at Akatsuki effectively protected their masters."

Rosinante's eyes widened as he listened. Being temporarily away from the power center, he was unaware of the real situation, and the news left him as shocked as any Marine officer would be.

The voice from the Den Den Mushi continued delivering the orders.

"Also! Lord Fleet Admiral has devised a plan to make Akatsuki famous worldwide and begin large-scale construction."

"You'll need to support this effort with public opinion campaigns and extensive propaganda."

"Details about Akatsuki and its promotional points will be sent to you by the staff department shortly."

"That's the gist of it. Is there anything unclear?"

Rosinante took a deep breath, suppressing his initial shock.

"No, I'm waiting for the staff to send the documents. I'll work overtime tonight to get it done. Oh, one more thing..."

"Please, go ahead!"

"Do you need to review the shocking headline after I write it?"

"No need. Lord Fleet Admiral trusts you to handle it. Just deliver a flawless result."

"Understood."

Rosinante nodded, a small smile forming.

It was clear that Akira was decentralizing control, no longer tightly holding onto every detail, but instead giving Rosinante full authority over the news.

This wasn't just an increase in responsibility but a sign of the trust Akira had in him. After all, managing news and public opinion was a critical part of the system.

"How is your Four Seas mission going?"

"The fastest-growing sector right now is the Mafia industry, which has nearly been shut down."

Rosinante replied quickly: "We've acquired half of the newspapers in the Four Seas. The remaining half has formed an alliance and is attempting to challenge us with a price war."

"Do you need to request funding or additional combat support from the Fleet Admiral?"

"No need!"

A confident smile spread across Rosinante's face. "Please report to Fleet Admiral Akira for me that I'll crush them within a month."

"I'll convey that directly."

Rosinante continued speaking into the Den Den Mushi, oblivious to the fact that the door—supposedly closed—was now slightly ajar, just a hair's width.

When the rest of the conversation became unimportant, the gap closed softly and silently.

Outside on the street, Vergo exited the press office building with a subtle smile.

"Good morning, Vergo. Where are you headed?"

"Just feeling a bit hungry, I'm off to grab some bread. Want to join?"

"I'll pass, but could you grab me two bags while you're at it?"

"Sure."

After exchanging brief greetings with a colleague, Vergo slipped away, blending into the crowd as he weaved through the streets. Turning left and right, he finally reached the entrance of a secluded alley. Once he confirmed no one was following, he pushed off with his feet, scaling the vertical wall with ease.

In a swift motion, he slipped through an open window.

"Doffy, we've got news!"

"The Whitebeard Pirates attacked Akatsuki in the second half of the Grand Line last night, but failed miserably."

"They were beaten badly by Garp."

"And on top of that, Akatsuki is going to be built across the Four Seas soon."

Vergo quickly reported, his voice sharp and fast-paced.
