At night, Akira and Rouge finished work and headed towards the Fleet Admiral's mansion.
"Time really flies! Your belly has grown so big in the blink of an eye," Akira remarked with a touch of emotion.
"That's right. Is the baby coming soon, sister Rouge?" Robin, who was walking between them, asked curiously.
"Not yet," Rouge replied, radiating a gentle maternal glow as she caressed her round belly with both hands. A charming smile appeared on her face as she answered Robin's question. Then, she looked at Akira with gratitude, her eyes sparkling with appreciation.
"If it weren't for you, Fleet Admiral, I don't know what would have happened to the baby and me."
Akira smiled and gently patted her head, causing Rouge's cheeks to flush slightly.
"How much longer until you give birth?" he asked.
"The doctors expect it to be about four months from now."
"Well then, you can stay in the mansion from now on. No need to work hard anymore; I'll give you maternity leave."
"Yes, but who will help you with the paperwork?"
"Don't worry, the staff will handle it."
"Sister Rouge, don't worry, I'll help out too!" Robin chimed in cheerfully.
…
The three of them chatted as they quickly made their way back to the mansion.
"Fleet Admiral-sama, you've worked hard, and sister Rouge, you too. Little Robin is here, let me give you a hug," Stella said as she, along with the twins Cameron and Jaimena, greeted them.
"Welcome back, all three of you!"
"Dinner is ready; we're just waiting for you."
The three women surrounded Akira, escorting him to the table where a delicious feast awaited.
At the dining table, Akira took a big bite of the meat that Stella had served him, then looked over to the twins.
"Cameron, Jaimena, if I remember correctly, you two were princesses from a certain kingdom in the second half of the Grand Line?"
Cameron and Jaimena exchanged a glance, unsure of why Akira was asking. But they quickly responded:
"Yes, Fleet Admiral-sama."
"Actually, we're no longer considered princesses because pirates overthrew our father's rule."
Talking about the past made Cameron feel a bit down.
If it weren't for the pirates, she and her sister would still be living carefree lives, without having to worry about anything.
Instead, they were captured by human traffickers and sold like goods.
Although their current situation was better, having been accepted by the Marines, it was still not the same as the luxury they once knew as princesses.
The only two benefits now were that they were safe from pirates and didn't have to worry about their well-being.
"What was the name of your previous kingdom?" Akira asked, narrowing his eyes slightly.
"Bertomy Passion. Although it wasn't a member of the World Government, it was well-known for its floral fragrances."
The younger sister, Jaimena, still young and eager to please, noticed how interested Akira seemed in her former home. With a bright smile, she began to introduce it enthusiastically.
"Really? That's even better!" Akira chuckled, patting Jaimena's head affectionately.
Without hesitation, he took out a Den Den Mushi from his pocket and dialed the number for the staff department.
"This is Akira! I need a status report on the Kingdom of Bertomy Passion in the second half of the Grand Line."
"Yes, Fleet Admiral-sama! I'll arrange that immediately," the civil servant on the other end quickly responded.
Akira hung up the Den Den Mushi and continued having dinner with the girls. Though Cameron and Jaimena were curious about Akira's intentions, they didn't dwell on it.
As the night progressed, Akira finished his shower and was about to head to his room when a staff department officer arrived.
"Fleet Admiral-sama, here is the current status of the Kingdom of Bertomy Passion that you requested. Due to the short time, it's only preliminary information."
"If necessary, the General Staff can arrange for Vice Admiral from G-5 to investigate further tomorrow," the civil servant said, handing Akira the document respectfully.
Akira took the document and glanced at it briefly. "Are you sure this information is accurate?"
"Yes, Fleet Admiral-sama. The Kingdom of Bertomy Passion has been in turmoil since it was breached by pirates. Various factions have emerged, fighting for control to crown a new king," the officer confirmed confidently.
Akira nodded, taking the document as he walked into his room.
The next day, in the Fleet Admiral's office…
"Akira, good morning!"
"Fleet Admiral Akira."
"Akira, the sky's looking clear today!"
Vice Admiral Tsuru, Gion, and Vice Admiral Garp had been summoned. As they entered, they greeted Akira warmly. Garp, in particular, grinned widely, showing all his teeth.
Akira returned the smile, fully aware of why Garp was in such a good mood. After all, Garp had received the largest share of the dividends the day before. He had no qualms about spending the clean money issued by Marine Headquarters, so naturally, he was fond of Akira, the one responsible for these benefits.
Tsuru and Gion, understanding the situation, shook their heads with mild amusement.
"Who are these two?" Gion asked, noticing the two girls with similar features sitting on the sofa. It was unusual for the Fleet Admiral's office, especially in Marineford, a major military base, to have such visitors. Their appearance didn't suggest they were from the daily necessities area.
"They are Cameron and Jaimena, former princesses of the Kingdom of Bertomy Passion," Akira explained, adjusting his glasses. "And they're also the focus of your next mission."
"Mission target?" Tsuru, Gion, and Garp immediately became more serious.
"What do you need us to do?" Tsuru asked.
"The details are in this document. Please take a look," Akira said, pulling out three written documents from his drawer and handing them over.
The three of them quickly scanned the documents.
"You want the Marines to help them… reclaim their kingdom?" Tsuru asked, almost in disbelief.
Garp frowned, remaining silent but attentive to the conversation.
Gion observed Cameron and Jaimena closely. She remembered Rouge mentioning them before, but she had been too busy to meet them until now.
'It seems Stella is missing. Rouge did say she's the most beautiful. I'd really like to see just how beautiful she is,' Gion thought to herself.
Akira adjusted his glasses and explained calmly, "To be precise, we're aiming to support a spokesperson for the kingdom that aligns with our Marine interests."
He continued, "Marine will help them suppress the rebellion, ensuring that the people can live stable lives. In return, the Kingdom of Bertomy Passion will cooperate with our plans unconditionally."
"For instance, they could donate large amounts of land to the Marine, allowing us to produce and sell our own weapons, ammunition, and other resources without interference, even behind the scenes," Akira elaborated.
Tsuru was stunned. She hesitated before responding, "But this is illegal. Marine can't interfere in the internal affairs of any country without an order from the World Government or the consent of a member nation."
"Even if it's a rebellion," Garp added, his tone serious.
"I've been with the Marine for many years," Garp continued. "Back in the day, Commander Kong always emphasized that our job was to catch pirates. Anything beyond that, like dealing with mafias, outlaws, or kingdom rebellions, was the responsibility of the CP units."
Akira's expression remained calm, understanding their concerns.
It was true—the Marine's power was immense, and if it began managing everything, it would overshadow the authority of the World Government. The Five Elders had imposed many restrictions on the Marine for this reason. If it weren't for the constant threat of pirates, many officers with an overflowing sense of justice wouldn't hesitate to intervene.
However, the Marine was indeed prohibited from meddling in the internal affairs of any member country, unless it was to hunt down pirates under the direction of the Five Elders.
But Akira had already thought of a solution.
"The Kingdom of Bertomy Passion isn't a member country!" Akira stated.
"If it's not a member country, then… uh…" Tsuru trailed off as the realization hit her. She exchanged a glance with Garp, and suddenly, they were at a loss for words.
The World Government explicitly forbade the Marine from interfering in the political and internal affairs of any member nation. However, non-member nations were not covered by these provisions. The Marine had no responsibility toward the land or citizens of non-member nations. Even if they were ravaged by pirates, the Marine could act as it saw fit, without fear of repercussions from the World Government.
In other words, non-member countries were on their own. And if the Marine did take action within these countries, it would still be within the rules set by the World Government.
However, Akira, as the current Fleet Admiral, intended to take it a step further—interfering in the internal affairs of non-member countries and bringing them under Marine influence to generate revenue. While it might seem illegal, it technically complied with the World Government's regulations.
"Do the Five Elders know about this?" Tsuru asked, swallowing nervously. Normally, such a move by the Marine would provoke a strong reaction from the Five Elders. But given the current special circumstances, she wasn't sure what to expect.
"I haven't told them yet. We'll deal with that after the groundwork is laid," Akira replied casually, shrugging. "Honestly, it's not as serious as you're making it out to be. You're just overthinking things."
"Being a person of integrity and doing things with a clear conscience—that's what matters. I, Akira, have a clear conscience! Everything I do is for the end of the Great Pirate Era."
He then looked at Tsuru and Garp with a slight smirk, "But you two… You seem to have something weighing on your minds. Thinking of something bad, perhaps?"
Garp and Tsuru's faces froze, and they didn't respond for a long moment.
Seeing the tension in the room, Akira quickly understood what was going on. It seemed that Tsuru and Garp were potential "fellow comrades" in this endeavor.
Breaking the silence, Akira took charge of the situation, pointing towards Cameron and Jaimena. "No need for further questions. Just focus on completing the task I've given you."
"Aunt Tsuru, Gion, and Mr. Garp, I need the three of you to depart immediately. Your priority is to suppress the rebellion as quickly as possible. Once that's done, establish control over the capital of the Bertomy Passion Kingdom."
"Follow the instructions in the documents I provided and proceed with the plan. Are there any questions?"
Akira's tone grew firm, reflecting his authority as the Fleet Admiral of the Marines.
Tsuru, Gion, and Garp stood at attention, their expressions serious as they responded in unison, "We promise to complete the task."
Despite their lingering concerns, they knew that Akira's orders were to be taken seriously. As subordinates, their duty was to follow through, even if they had reservations. With Tsuru and Garp's extensive experience, they could have chosen to resist or delay, but that would only create a rift between them and Akira, something none of them wanted, especially given the gravity in Akira's eyes and tone.
Satisfied with their response, Akira's expression softened as he turned to Cameron and Jaimena. "When the time comes, just follow Aunt Tsuru's orders."
"Yes, Fleet Admiral," Cameron replied firmly, pulling her younger sister close.
Although the discussion had centered on their kingdom, as former princesses of a non-member nation and former slaves, they had no real say in the matter. Nevertheless, having the Marines choose Bertomy Passion as a base for generating revenue was a significant benefit for them. After the rebellion was quashed, the kingdom would need a new leader, and their status as former princesses would likely secure them popular support, even if they were to become mere puppets for Fleet Admiral Akira.
But it was still far better than living as ordinary women or worse, as slaves. Without Akira's intervention, they didn't know what their future would have been. For this, they were deeply grateful, and both women were eager to assist in any way they could.
Tsuru prepared to take Cameron and Jaimena away to begin the mission, but Akira stopped her before she could leave.
"Aunt Tsuru, before you go, make a few copies of yourself," Akira requested, floating more than a dozen deformed leaves from his left hand. "We're short on Marine talent. If you leave, the staff department will be without a leader."
Handling the affairs of the Bertomy Passion Kingdom would be complex and couldn't rely on Gion alone. Garp was invaluable in battle, but he wasn't the person to handle intricate plans. They needed someone with intelligence and experience to oversee everything.
Tsuru was the only suitable candidate, but her presence was also essential in the staff department, especially given the current workload. Things needed to be kept in order.
"Why don't you just make a copy of yourself?" Tsuru asked, a bit puzzled as she accepted the transformation leaves and took out a pen to begin the process.
Akira smiled. "I don't have the memories of everything you've done recently or the tasks you've assigned to your subordinates. Only you can create a copy that knows exactly what needs to be done."
"Make a few copies, so they can hold things together until you return."
