Enies Lobby!

On this island lies a court directly under the control of the World Government. Although it's called a court, anyone brought to Enies Lobby has already been deemed guilty. In its 800-year history, there has never been a single not-guilty verdict.

Once a guilty verdict is passed, the convicted are escorted through empty courts, eventually reaching a cold, imposing steel gate—the Door of Justice.

Those who pass through the Door of Justice face one of two fates: either execution or being sent to the Undersea Prison, Impel Down. This system symbolizes the absolute justice of the World Government.

At the heart of Enies Lobby stands the most prominent structure—the Tower of Justice, the office and meeting place for CP9 members. At the very top of the Tower of Justice, and the highest point of the entire island, flies the flag of the World Government, a symbol of its supreme authority.

As one of the World Government's three major institutions, Enies Lobby is defended by a permanent force of 10,000 soldiers. 

The front island of Enies Lobby, the primary entrance, is heavily guarded by soldiers wearing black suits and sailors. Beyond this entrance lies a long, narrow path leading to the second main gate, which hovers above a waterfall and leads to the main island of Enies Lobby.

As the sea train came to a stop, Lucci's face remained grim as he strode purposefully toward the main island suspended over the waterfall. Kalifa and Kaku followed close behind. Though their expressions were dark, they couldn't help but feel a sense of relief.

Finally, they had returned to Enies Lobby. 

Only here could they shake off the ominous shadow of that man—Portgas D. Ace.

In the Chief's room on the main island...

"You've finally returned, Lucci."

A man with short purple hair, a tin mask over his face, and a lecherous grin greeted Lucci and his group as they entered.

It was Spandam, the commander of CP9.

Lucci's face remained stony, showing no intention of responding, which quickly embarrassed Spandam.

"Hey, hey, it's been three years since I last saw you all! How have you been?" 

Another figure, a tall man with a white face caked in thick foundation and adorned with black oil paint patterns, shook his head as he spoke in an odd accent, holding out five fingers.

It was Kumadori, another CP9 member.

"Cha baba! It's a relief you all made it back safely."

A strange-looking man with a round body, short, thin legs, and a zipper running across his mouth—Fukurou, also a CP9 member—greeted them with a smile.

"Hmm, mission failure was inevitable, especially after encountering a monster of that caliber. Losing only Blueno was probably the best outcome for you."

This time, it was Jabra who spoke, his arms folded across his chest. He had a long black braid, mustaches on either side of his mouth, and scars running down both cheeks. A Zoan Devil Fruit user, Jabra could transform into a wolf.

Lucci's eyes narrowed at the mention of this.

"You know something?" Lucci's voice was cold as he fixed his gaze on Spandam.

Only Spandam, with his connections to the highest levels of the World Government, could know anything about that man—Portgas D. Ace.

Despite his lack of combat prowess, Spandam had managed to become the CP9 commander, which spoke volumes about his family's influence within the World Government.

"You know something about Portgas D. Ace, don't you, Spandam?" 

Lucci's eyes gleamed with the savage killing intent characteristic of his Zoan Cat-Cat Fruit in its leopard form.

The sheer murderous aura made Spandam feel as though he had plunged into an icy cave, cold sweat pouring down his face.

"Cha baba! Lucci, don't kill the commander! Even though his power level is only 9, while a regular Marine soldier's is 10, he's still our CP9 commander—thanks to his connections." 

Fukurou hastily intervened.

"You… you're being too harsh!" 

Spandam clutched his chest dramatically, tears welling up.

Thankfully, Fukurou's interruption eased Lucci's murderous intent. He sat down on the sofa, though his expression remained dark.

"Sir, the top levels of the World Government bypassed you and ordered us to retreat. They specifically instructed us not to provoke him—Portgas D. Ace. Who is he?"

Kalifa asked, her face pale.

"Ahem! It seems you're all curious about that man—Portgas D. Ace."

Spandam cleared his throat and spoke with an air of pride.

Despite having climbed the ranks through connections rather than skill, Spandam knew many things. The only advantage he had over his superhuman subordinates was the influence of his family. 

Being able to flaunt that power in front of Lucci and the others put him in a good mood.

"Come on, sir. You've only given us a vague idea of who Portgas D. Ace is—a man we absolutely shouldn't cross. Lucci and the others are lucky to have made it back alive."

Jabra added, eager for more details.

Kaku, irritated, shot Jabra an annoyed look. 

"After saying all that, you still don't know anything. Are you just parroting what the higher-ups said?"

"Do you want to fight?!"

Jabra barked angrily, having always harbored a dislike for Kaku.

"Shut up, Jabra!" 

Lucci's voice was ice-cold as his deadly aura filled the room, suffocating everyone inside.

"Cha baba! Lucci's gotten even stronger."

Cold sweat dripped from Fukurou's forehead. He had been tempted to test Lucci's strength, but seeing the overwhelming killing intent on his face, he quickly dropped the idea.

"Lucci, it was Kaku who started this... fine, I was wrong." 

Jabra, drenched in sweat, finally breathed a sigh of relief as Lucci's oppressive aura subsided. His instincts, heightened by his Zoan wolf form, told him that Lucci's strength had grown enough to easily kill him!

"Damn it, it's been almost three years since he started as a shipwright, and yet the gap between us keeps widening."

Jabra's face darkened with frustration. But deep down, he couldn't believe what he had just heard.

Lucci, a man who could easily kill him, had actually faced Portgas D. Ace in Water 7... and didn't even have the power to resist?

What kind of monster is he?! 

Jabra turned his gaze toward Spandam, eager to learn what Portgas D. Ace had done to warrant such a reaction. How could the World Government's top brass bypass Spandam entirely and order Lucci and the others to retreat without even touching that man?

"Ahem, let me tell you about that man—Portgas D. Ace."

Spandam stretched his arms out dramatically, head held high, his expression filled with admiration for power.

"This matter reaches the very top levels of the World Government! I'm talking about the five highest authorities—those who hold power over more than 170 nations."

Spandam's voice swelled with importance.

"The top!" 

All the CP9 members were instantly stunned, including Lucci, whose eyes reflected shock.

Does this really involve people at that level?

"Yes! The highest echelons of the World Government—the Five Elders!" 

Spandam shouted, full of pride.

"Cha baba, it looks like the commander dreams of sitting in their seat," Fukurou quipped, observing Spandam's dramatic pose.

"Hush! How could you say something like that, you idiot?!" 

Spandam panicked, quickly pulling the zipper across Fukurou's mouth. Despite his position, Fukurou could only whine in response.

"Ahem… anyway, this whole matter involves those five powerful figures.

Portgas D. Ace… this man is truly something extraordinary." Spandam raised a finger, clearly proud to be sharing such sensitive information.

"Crocodile—one of the Seven Warlords of the Sea—who died in Alabasta, was actually killed by Portgas D. Ace."

Spandam's words sent shockwaves through the CP9 members. Even Lucci's expression grew serious.

Crocodile, one of the Shichibukai, was killed by Portgas D. Ace? 

But surely that alone wasn't enough to make the World Government react like this.

"Not only that, but there was a meeting recently held in Mariejois to fill Crocodile's vacant position among the Warlords.

And it's also said that Portgas D. Ace wields Cang…Couy…Con…Conqueror's Haki. Yes, that's the name!" 

Spandam continued, full of excitement.

"This is a power that only one in millions possesses, and it's said to be the mark of a true king. The ability to knock out the weak just by sheer willpower—it's one of the most fearsome forces in the world!

Portgas D. Ace used this power to sweep through most of the Holy Land, knocking even the Celestial Dragons unconscious. The Holy Land fell into chaos."

Spandam lowered his voice as he spoke, even someone as foolish as him knew to tread carefully when speaking of the world's noble Celestial Dragons.

"Even… the Celestial Dragons?!" 

Jabra and the others gasped, eyes wide with shock.

The real nobles of this world, knocked unconscious?

Hurting a Celestial Dragon would normally result in a direct hunt by the World Government's highest military force—the Marine Admirals!

Yet Ace had rendered many Celestial Dragons unconscious and still roamed free on the seas. Even the World Government's top leaders had to make temporary concessions to avoid confronting him directly.

What kind of terrifying man is this?

Jabra, Kumadori, and Fukurou swallowed nervously.

"Conqueror's Haki?!"

The violent, oppressive power that had shaken both the heavens and earth suddenly flashed through the minds of Kalifa and Kaku. Their bodies trembled, fear flashing in their eyes.

Lucci, meanwhile, clenched his fists tightly, veins bulging.

Lucci's bloodshot eyes narrowed, and his fists clenched so tightly they cracked.

"And what really makes Portgas D. Ace untouchable…" 

Spandam swallowed hard before continuing.

"…is the fact that he clashed with Admiral Aokiji of Marine Headquarters."

Everyone's attention peaked.

"The two of them fought to a draw. Aokiji, one of the most powerful Marines in existence, was injured in the battle." Spandam's voice was low, his body trembling slightly.

"An Admiral… injured?!" 

The entire CP9 squad was left in disbelief.

An Admiral is considered the World Government's ultimate combat force, standing at the top of countless Marines. Their authority is so vast that they can even initiate a Buster Call.

In fact, the golden Den Den Mushi used to activate the Buster Call in Spandam's possession was granted by Aokiji himself.

When activated, a Buster Call summons five Vice Admirals and ten thousand Marine elites, along with a fleet of the most fearsome warships, designed to wipe out everything in their path without discrimination.

An Admiral represents the very pinnacle of the World Government's power.

And yet Portgas D. Ace fought Aokiji to a draw and even injured him?!

"Shhh! Keep your voices down! This is top secret! Don't tell anyone, understood?!"

Spandam wiped the sweat from his brow, clearly nervous.

Even with his authority, Spandam wasn't supposed to know this kind of information. Ace's details were tightly controlled by the Five Elders themselves. He had only learned about it through his family's influence. If this got out, he could be sent straight to Impel Down.

"Cha baba, I definitely won't tell anyone," Fukurou assured, patting his round belly.

"You're the one I'm most worried about!" 

Spandam snapped.

"In short, Portgas D. Ace has a fearsome reputation on these seas!

And his pirate crew is filled with terrifying individuals, many of whom possess powerful Devil Fruit abilities. 

The World Government's upper echelons, as well as the Marine Admirals, have come to see Portgas D. Ace as standing at the pinnacle of this world. 

He's called the Fifth Emperor, the next to rule the seas after the Four Emperors of the New World!"

Spandam raised his voice dramatically.

The Fifth Emperor… 

It was a title dripping with power, something that captivated even those hardened in battle.

"The Fifth Emperor?!"

Jabra and Fukurou were horrified, their faces pale with shock. 

Kaku and Kalifa were trembling, their expressions frozen in fear. 

Lucci's face twitched, and his fists clenched with a loud crack.

So this is how it turned out!

No wonder, no wonder the World Government would rather give up the blueprints for Pluton than continue to provoke Portgas D. Ace.

That man could rival the Four Emperors and even rule the seas like them... Is he truly an Emperor?!

"Hey, you're lucky to have made it back alive!" Jabra shouted at Kaku.

"Offending an Emperor but only losing Blueno… does that mean the Emperor was showing mercy?" Kumadori said, shaking his head, though his forehead was drenched in cold sweat.

"Cha Baba, it's a miracle you survived." Fukurou shivered, still reeling from the shock.

Although Lucci and the others were powerful, they were nothing but ants compared to an Emperor who could rule the seas.

Kalifa and Kaku remained silent, but in their eyes, a mixture of fear and relief shone.

They were incredibly fortunate to have made it out alive.

Facing what Kumadori had called "the kindness of the Emperor," Kaku felt no other thoughts—just an overwhelming sense of relief. 

To survive an encounter with an Emperor… if not for the Emperor's mercy, how else could they have come back alive?

Lucci didn't speak, but his expression grew darker by the second.

"But don't worry," Spandam said, trying to reassure his subordinates despite their grim faces. "Though you slightly offended the Emperor, Blueno has already paid the price with his life. Besides, you're back at Enies Lobby now, and you'll have time to recover. Since the mission was called off because of that Emperor, the World Government won't blame you." 

He puffed his chest confidently, trying to assert his authority in front of his shaken subordinates. Inside, he was overjoyed at finally being able to exert his power as a commander.

"Bru buru buru!" 

Suddenly, the transponder snail rang.

"Wait a moment, I have to take this call," Spandam said, annoyed by the interruption as he picked up the receiver.

"Click!"

"Yeah, what is it?" Spandam grumbled, clearly displeased.

"Sir! Sir! We need reinforcements! Enies Lobby is under attack!" A panicked voice came through the transponder snail.

"Huh? A pirate attack? Are you sure? Is it not just a routine escort?"

Spandam smirked, finding the situation hard to believe.

What kind of pirates would have the guts to attack Enies Lobby?

"Yes, it's an attack! It's the Entei Pirates! Their captain… the one with a 150 million beli bounty… Entei… Portgas D. Ace!!!"

The CP9 members broke out in a cold sweat.

"What?!!" 

Spandam was so terrified that tears and snot flowed from his face as he let out a scream of pure horror.
