While Alex forges powerful connections in the dark underworld, he also leverages these ties to expand his influence covertly. Those adept at navigating the shadows often gather valuable intelligence, and Big Mom's network is reputedly the most extensive. Alex, however, intends to rival her dominance through his growing network of shadow operatives.
As his influence in the New World's underbelly strengthens, Alex assigns the management of the shadow guards to Robin. Her astute use of the Flower-Flower Fruit ability makes organizing and handling this vast web of information seamless.
Alex, meanwhile, adopts a hands-off approach for daily operations, leaving most duties to trusted allies like Toki and Robin. This allows him to focus on refining his own skills and training the next generation of powerful warriors.
Under his tutelage, Kuina has mastered the basics of swordsmanship, and Alex is now guiding her through advanced techniques. Both she and Perona are also training at the military base, learning Haki—particularly the two primary types: Observation and Armament Haki. Kuina shows a natural affinity for infusing her swordsmanship with Armament Haki, while Perona uses Observation Haki to enhance her ghost powers, making her an unpredictable and invaluable asset.

Due to the army's overwhelming demand, recruits are divided into rotating groups to make training more manageable, reflecting the scale and appeal of Alex's military reforms.
These reforms, paired with new incentives, have sparked a nationwide surge of interest, with nearly half the population eager to enlist at the new military base. Despite this enthusiasm, Alex carefully controls enrollment numbers to ensure Wanokuni's other industries and developments aren't disrupted.
In addition to expanding the military, Wanokuni has emerged as a major grain exporter, rivaling the profits it reaps from weapons and seastone crafts. The success of this agricultural boom lies in the power of a Devil Fruit. Initially, Lilith—a noblewoman from a once-agricultural kingdom—was rescued by Alex.
