"Damn you, Hokage! I refuse to accept this!" Akahoshi's voice tore through the air, filled with anguish and defiance.

The once-renowned elite of Hoshigakure had fallen, his dreams of becoming Hoshikage dying with him. His end was gruesome—a dismembered figure reduced to shreds by the high-pressure water blades of Senju Tobirama, who was pressed for time.

"Is this really all he had to offer?" Tobirama muttered disdainfully, shaking his head.

Akahoshi's power, even bolstered by a fraction of the Ten-Tails' energy, had barely reached the level of a skilled chunin, far below Tobirama's expectations for even a weak Kage-level fighter. The Hokage's sharp gaze swept over the battlefield, a faint disappointment settling in his mind. If someone of Akahoshi's caliber could wreak havoc on Hoshigakure, how reliable could his countermeasures against Sunagakure's guerrilla tactics be?

Stretching nonchalantly, Tobirama inspected Akahoshi's mutilated remains. There was a faint trace of chakra reminiscent of the Tailed Beasts, but its strength was negligible—less than one percent of the Nine-Tails' power.

"For someone so weak to challenge me… a tragic reflection of a small village's ignorance," Tobirama sighed, his voice tinged with pity.

"Excuse me… Are you the Hokage of Konohagakure?" a timid voice called out behind him.

Tobirama turned to see a dirt-streaked kunoichi with wide, tearful eyes. A small group of Hoshigakure refugees cautiously emerged from behind her.

"I am," Tobirama confirmed, his voice calm and authoritative. "I received your village's request for aid. The one terrorizing your people is dead."

Cheers erupted among the refugees, their relief palpable.

"Thank you, Hokage-sama! Without you, we would have all perished at Akahoshi's hands!" The kunoichi stepped forward and bowed deeply.

Tobirama's sharp eyes scanned the group. "Is this all that remains of your village?" he asked, his brow furrowing.

"No. The other shinobi evacuated the civilians to safety. I volunteered to stay behind to lead those unable to escape," she explained quickly.

Tobirama nodded, relieved. A village reduced to a single shinobi would be of no strategic value to Konoha.

"What's your name?" he asked.

"Beidou, sir. My name is Beidou," she replied, her voice steady despite her trembling frame.

"Beidou, inform the remaining shinobi of Hoshigakure of my terms: your entire village will join Konoha as one of its clans. Your representatives have already agreed to this arrangement. I trust you will not renege on this agreement."

Beidou froze at his words, the weight of such a decision evident on her face. But she quickly bowed again.

"I will deliver your message, Hokage-saama. You have my word."

Satisfied, Tobirama watched as Beidou sprinted toward the main evacuation point. Turning to the remaining refugees, he addressed them sternly.

"You will also become part of Konoha. I will send escorts to retrieve you shortly."

Without another word, Tobirama activated his Flying Thunder God Technique, vanishing from the scene and reappearing in the Hokage's office in Konohagakure.

Back in Konohagakure

Tobirama wasted no time, calling for an emergency meeting with the village's top strategists.

"The situation is simple," Tobirama began. "Sunagakure will likely rely on guerrilla warfare in the upcoming conflict. Their tactics will force us into a costly and prolonged engagement unless we counter them decisively."

The grim expressions of the Konoha council confirmed their understanding of the threat. Sunagakure's desert terrain and hit-and-run tactics would make conventional warfare nearly impossible to win without heavy losses.

"However," Tobirama continued, his voice cutting through the tension, "Hoshigakure's secret technique, the Peacock Method, allows its users to manifest chakra wings and achieve flight. If these shinobi can be trained to bombard Sunagakure from above, their guerrilla strategy will crumble."

The room fell silent as the council processed the implications. Then, one by one, their eyes lit up with understanding. Aerial bombardment with explosive tags would be a game-changer.

"Brilliant!" one exclaimed.

Plans were quickly drawn up to integrate Hoshigakure's shinobi into Konoha's forces. Tobirama personally ensured the selection of Hoshigakure's new leader and finalized their full assimilation into Konoha. Soon, forty-three shinobi capable of advanced flight were identified. Tobirama wasted no time, retrieving them himself to oversee their deployment preparations.

As the deadline for Konoha's counteroffensive approached, Tobirama stood atop the Hokage's Tower, gazing at the horizon. His sharp mind had already calculated every step. The fusion of Hoshigakure's unique skills with Konoha's might would not only secure victory against Sunagakure but also strengthen the village for generations to come.

The future of Konoha was taking flight.
