Chapter 313: Chapter 313: No One Can Match Her Except Me

Kushina wasn't paying attention to the tense discussions or the wreckage around her.

The fiery redhead was busy using her hands to gesture the dimensions of her dream house—a big, grand house.

Tsunade observed her from a distance, amused. Meanwhile, Shinki coordinated the efforts to tally the damages. Members of ANBU, the Police Department, and the Shadow Guards were all on the scene, counting how many buildings were destroyed and estimating the compensation required for the damages.

Medical and nutritional expenses for the injured wouldn't be small either, but Shinki had ensured everything was organized.

After finalizing the arrangements, Shinki turned to the Third Hokage.

"Let's go to the Hokage's office for a meeting. It'll be better to discuss these matters privately and avoid further complications."

"Agreed."

The Third Hokage nodded, relieved that Shinki suggested this first. However, his relief was short-lived.

Just as they prepared to leave, they heard a commotion. Koharu Utatane had regained consciousness after being slapped by Shinki. She stumbled to her feet, fuming, though the massive holes she had created while crashing through several houses made her look more pitiful than intimidating.

Seeing her state, the Hokage sighed deeply.

Koharu, when will you change your ways?

Mitokadu Homura, her long-time colleague, quietly decided to send her to the hospital instead of letting her attend the meeting. He wasn't about to let her impulsive nature bring him more trouble.

"Hiruzen, you should really have a word with Koharu," Homura remarked as they walked. "If she doesn't change her temper, it'll only bring disaster—to her and potentially to us."

The Hokage paused, taken aback.

"Homura… I thought you were concerned about her well-being."

Homura shook his head, looking serious. "No. I'm worried she'll drag me down with her."

By the time the group arrived at the Hokage's office, Shinki and Nara Shikashin were already waiting. Another familiar figure was also present—the rotund Akimichi Torifu, who greeted them with a hearty laugh.

"Ah, Hiruzen! I heard something exciting happened, so I waddled over. Too slow to catch the action, though!"

The Third Hokage gave him a pointed look.

"Qifeng, are you here for gossip or something important?"

"Why not both?" Torifu chuckled, patting his belly.

Ignoring the banter, the Hokage turned to Shinki.

"Shinki, what's Kushina's situation? Has she really mastered the power of the Nine-Tails? And what's this about you letting her leave the village?"

Shinki remained calm.

"Let me explain Kushina's progress."

He leaned forward, clasping his hands.

"Most Jinchūriki can only use the tailed beast's chakra in a crude form—the tailed beast coat. This method is risky and can lead to a berserk state if not controlled properly. However, Kushina is not like most Jinchūriki.

"Kushina has achieved perfect synchronization with the Nine-Tails. They have opened their hearts to each other, accepted one another, and merged their powers completely. She can now use the Nine-Tails Chakra Mode at will."

The room fell silent. Even Akimichi Torifu's jovial expression shifted to shock.

Shinki continued, "When a Jinchūriki reaches this level, the tailed beast is no longer a threat but a true partner—a source of immense power without the risk of rebellion or berserk episodes."

"That's incredible!" the Hokage exclaimed. "If what you're saying is true, the Nine-Tails is no longer a liability to the village."

"It's not just incredible," Shinki said with a small smile. "Kushina's potential strength is immense. In Konoha, no one can match her in combat—except me, of course."

The Hokage's eyebrows shot up.

"Looking at the entire ninja world," Shinki added, "perhaps the Third Raikage might pose a challenge. His physical resilience and sheer power are extraordinary. But for most others? Kushina can take them down without much trouble."

The group exchanged glances, trying to process what they'd just heard.

"Wait, so this kid, Kushina, is suddenly the strongest in the village?" Akimichi Torifu asked, his round face wrinkling in disbelief.

"Yes," Shinki said bluntly.

He added with a grin, "In fact, if you were to fight her, Senior, it'd be over before you could even lift your arm."

"Bah! Stop mocking your elders!" Torifu retorted, puffing out his chest indignantly.

Shinki chuckled.

Shinki stood, addressing the group with a clap of his hands.

"Kushina's request is simple: she wants the freedom to leave the village and live like a normal shinobi. She doesn't want to be caged or treated differently. She already considers herself part of Konoha. What are we so afraid of?"

The Third Hokage hesitated.

The truth was, there were lingering doubts about Kushina's loyalty. She wasn't originally from Konoha, and her fiery personality often led to unpredictable behavior.

But Shinki pressed on.

"Do you really think forcing her to stay will make her loyal to Konoha? It's trust and respect that will bind her to this village—not chains or walls. Besides, she's too strong to be restrained against her will."

After a moment of silence, the Hokage sighed.

"You have a point, Shinki. But we must proceed cautiously. We can't afford to make mistakes."

Shinki nodded. "Of course. Let her prove herself further. When she fully masters her abilities, we'll grant her the freedom she seeks."

The room collectively exhaled, and the tension eased.

Meanwhile, in another part of the village, Kushina, still surrounded by golden chakra, was excitedly sketching the dimensions of her big dream house on the ground.

The Nine-Tails sighed within her consciousness.

"I partnered with her for this? What an embarrassing host…"

Still, Kurama couldn't help but feel a bit of pride for his rambunctious yet powerful Jinchūriki.
