Chapter 219: Chapter 219: Is Konoha So Scary Now?
Chiyo, clearly frustrated, glared at Onoki.
"Since the villages imposed joint pressure on us, Sand Village has drastically reduced the use of ninja corpses to make puppets. We now rely more on fabricated parts. But the materials aren't the issue here—the threat these puppets pose is. If any of you fear the day Konoha drops these puppets on your village, then by all means, pretend I was never here."
The room fell silent. The implications were clear to everyone. No one wanted to face a scenario like that, but no one wanted to openly commit to aiding Sand Village either.
The Third Raikage crossed his arms, towering over the diminutive Chiyo. "We know why you're here. You want us to unite and pressure Konoha. But Sand Village is far more likely to be bombed by those puppets than any of us."
Chiyo didn't deny it. "Yes, that is my goal. But can you deny the danger these puppets pose? Can any of you guarantee there won't be conflict with Konoha in the future?"
Her words lingered, forcing the other leaders to consider the long-term threat.
The Third Mizukage broke the tension. "So, what's your proposal? How do you intend for us to address this?"
Chiyo clenched her fists, her voice resolute. "We must jointly pressure Konoha. Convene a Kage meeting to address this issue. Ban Konoha from using these puppets in war or deploying them against our villages."
She unfolded a map and placed it on the table. The map highlighted several oasis villages in the Land of Wind. Chiyo pointed to one area in particular.
"Look at these locations. These villages were eradicated in mere hours. When we investigated, we found massive sinkholes left behind—craters so large they defied explanation. Do you think conventional weapons caused this?"
The leaders leaned in, examining the map closely.
Chiyo continued, her tone grave. "We've confirmed that these attacks were not multiple strikes but caused by a single destructive force. The damage exceeds even what a tailed beast or its Tailed Beast Bomb could achieve."
Onoki leaned back, his expression skeptical. "And you're saying... this was caused by one of Konoha's puppets?"
"Yes," Chiyo affirmed. "The destruction matches the capabilities of the advanced puppets Konoha used on the battlefield."
The room grew tense. The idea of a puppet surpassing the power of a tailed beast was hard to fathom, but Chiyo spoke with conviction.
"Imagine these puppets being airdropped into one of your villages. If they could obliterate a fortified camp, think of the devastation they'd wreak on a civilian population."
The Third Raikage, initially dismissive, now looked deeply concerned. "If these puppets can cause that level of destruction, none of our villages are safe."
Chiyo nodded, pressing her point. "That's why we need to act now. Konoha must be stopped before they escalate this technology."
The leaders exchanged uneasy glances. Even the Third Mizukage, who had been relatively calm, now looked thoughtful.
"And these puppets..." Onoki added, his voice heavy with anger. "They're made from the corpses of ninjas. That includes our ninjas."
Chiyo nodded solemnly. "Yes, Konoha uses the corpses of fallen ninjas as materials for their puppets. It's an abomination."
Onoki slammed his fist on the table. "How dare they!"
But the Third Mizukage raised an eyebrow, smirking faintly. "And yet, Sand Village has no qualms about using enemy corpses for your own puppets, do you, Chiyo?"
The room fell into an awkward silence. Onoki's anger shifted toward Chiyo. "He's right. You're no better than Konoha. Don't act like you're innocent here."
Chiyo scowled but didn't respond, knowing the accusation wasn't baseless.
Eventually, Onoki broke the stalemate. "So, what's the plan? Do we convene a Kage meeting?"
The Third Mizukage nodded. "A Kage meeting makes sense. But we need to ensure that our demands carry weight. Simply applying pressure won't be enough. We need to show a united front and make it clear that we won't tolerate these weapons."
The Third Raikage frowned. "Where would we hold such a meeting?"
Onoki smirked, reading the Raikage's intentions. "The only suitable location is the Land of Iron. A neutral country."
The Raikage's face darkened, realizing his hope of hosting the meeting in Cloud Village was dashed.
"I agree," the Third Mizukage said calmly. "The Land of Iron is the safest option."
The Raikage sighed, muttering under his breath. "Fine. The Land of Iron it is."
Chiyo nodded, satisfied. "The Kazekage will attend. Ten days from now, in the Land of Iron."
With the plan set, the village leaders dispersed. Chiyo, relieved, returned to the Wind Country. The Third Raikage took on the task of notifying Konoha.
When the invitation reached the Third Hokage, he was perplexed.
"The Kage meeting? Now? What's happened in the ninja world that warrants this?"
The Hokage reviewed the formal invitation. The Cloud Village envoy stood before him, awaiting a response.
The Hokage turned to his guard. "Have you verified this envoy's identity?"
"Yes, Lord Hokage. He's from the Raikage's office. Should we send him in?"
The Hokage considered for a moment before nodding. "Let him in. I want to hear what this is about."
As the envoy entered, the Third Hokage wasted no time. "Your presence here is unexpected. As far as I know, there's been no significant event in the ninja world that requires a Kage meeting. Did Cloud Village propose this gathering?"
