"Shirou-kun! This time, your actions are truly bold!"
Following Shirou's suggestion, the elite members of the Uchiha clan gathered in the room were either stunned or furrowing their brows.
The young clan leader, Uchiha Fugaku, frowned deeply and said gravely,
"Are you saying that the reason the Police Force being exclusively controlled by the Uchiha is causing isolation? And now you propose turning it into a joint force with the Senju, or even opening it up to everyone?"
Fugaku had indeed discerned the crux of the issue, which made Shirou smile and nod in agreement.
"In Konoha, every department—yes, even the Anbu—at least openly allows participation from all Konoha shinobi. The Police Force, however, has become the private power of the Uchiha. Do you think that's fair?"
"This unique privilege is both the Uchiha's pride and the root of our isolation," Shirou said calmly. Yet, deep down, he thought to himself, This is merely one of the reasons for our clan's isolation within the village.
"Of course, the core strength of the Police Force will remain under Uchiha control, but this change would allow our clan to redirect more of our power to missions beyond the village or within the Land of Fire, instead of dealing with petty matters within the village."
"As for security patrols inside the village, I believe no one here is particularly eager to fight over that responsibility, right?"
At his last remark, Shirou's tone turned teasing, instantly lighting the heavy atmosphere. Some even laughed bitterly and said,
"Who would want that? The village's so-called Police Force is nothing more than breaking up drunken fights or chasing lost cats and dogs."
"Exactly! Even now, our clan members in the Police Force are scrambling to take on prison guard duties or patrols outside the village. None of them want to manage the village's security…"
The grievances among the Uchiha elites surfaced, clearly pent up for quite some time.
"Shirou-kun, I understand your point," Fugaku said gravely after listening to their complaints.
"This is indeed the best time to reform the Police Force. Most importantly, if an incident like last night's happens again, it won't just be the Uchiha facing distrust. The same will apply to the Senju, the Aburame, and all Konoha shinobi involved in the Police Force!"
With the ongoing war on the frontlines requiring many Uchiha to be deployed, the timing was perfect.

Fugaku spoke with determination. He had realized the benefits of this proposal. If it succeeded, clans willing to contribute members to the Police Force would no longer isolate the Uchiha as they once had. This was an excellent opportunity to mend relations with the village.

"Grandma, this is probably Shirou's idea."

The newly released fourth volume objectively described the flourishing Konoha and the stubbornness of the Uchiha from an outsider's perspective. While pointing out the Uchiha's shortcomings, it also showcased a vision far beyond clan boundaries.

"Tsunade, this child already possesses the mindset of a Hokage, far surpassing you," Mito joked, eliciting a helpless reaction from Tsunade.
Despite her dismissive attitude, a flicker of pride flashed in Tsunade's eyes, as if to say, See? This is the boy I, Tsunade, picked—no, the next great Uchiha!

"Hiruzen, the Uchiha are unexpectedly willing to give up some power, inviting the Senju, other clans, and even civilian shinobi into the Police Force," said Koharu Utatane gravely.
Homura Mitokado nodded in agreement.
"Yes, this uncharacteristic behavior must be influenced by Lady Mito."
The alliance between the Senju and Uchiha had already made the village elders uneasy. They had been planning to sow discord, but now the Uchiha had made the first move.
"The war in the Land of Rain has escalated," Hiruzen Sarutobi said, handing a classified document to his advisors. The content made their expressions grow solemn.
"The Uchiha's proposal for the Police Force is reasonable and aligns with the village's policies. We have no grounds to intervene," Hiruzen said, exhaling a puff of smoke.
"However, Hiruzen, this only makes the Uchiha more dangerous—especially if they ally with the Senju!"
Koharu's voice carried deep apprehension. Homura frowned, sharing the same concern.
Just then, the doors burst open with a loud bang. Danzo Shimura stormed in, fuming.
"Hiruzen! Leave this matter to the Root. The connection between the Uchiha and Senju, all thanks to that Uchiha Shirou, must be severed!"
While Koharu and Homura nodded in agreement, Hiruzen sternly rebuked Danzo.
"Danzo! The battlefield in the Land of Rain is our priority. As Hokage, I forbid any reckless actions!"
Although Hiruzen's reprimand seemed firm, Danzo understood his old friend's tacit approval. With a cold snort, he said,
"Fine, Hiruzen. But once the war ends, Konoha won't tolerate such an unstable element any longer."
Hiruzen didn't respond, but his silence spoke volumes. Koharu and Homura exchanged knowing glances, a shared understanding that plans would proceed after the war.
