The Root does have this kind of power. Usually, Tsunade and Danzo argue because they haven't touched Danzo's core interests. If a spy is planted within his Root, Danzo wouldn't care about Tsunade's status as a Sannin.

"I see. I will deal with this matter."

After thinking for a moment, Kain nodded and said, "Some time ago, Jiraiya went to the Land of Waves to inquire about news. This might be in line with his usual methods."

The most valuable thing in the Land of Waves is its pharmaceutical factory. If the Root has revealed this information to Cloud Shinobi, their greedy nature could lead them to act on it. After all, Cloud Shinobi spies had previously planned to attack Kain but failed.

The Land of Waves is relatively close to the Land of Fire. If Cloud Shinobi makes a move, Danzo could either follow behind like a vulture or directly cooperate with them. Both possibilities are likely.

"Let me see, three hundred pounds of TNT and two hundred rounds of RPG. Then, I will give them all to you."

Once Kain had a plan in mind, he immediately apparated to the Land of Waves, preparing to send a "big gift" to the 'guests' in advance.

On a plain near the sea frontier of the Land of Fire, a few ninja guards suddenly appeared in an empty area. A group of people then appeared from two directions, moving toward the center where the guards were stationed.

"The Darkness of the Ninja World, Danzo. I didn't expect you to take the initiative to contact us for cooperation," said the Third Raikage. 

Though he appeared rough and irritable on the outside, he was quite thoughtful on the inside. Before agreeing to cooperate with Danzo, he had made the decision after many investigations by Anbu.

Danzo said coldly, "There was also an alliance between the Second Hokage and the Second Raikage. If it weren't for your Cloud Shinobi's usual fighting style, Konoha and Cloud Shinobi would still be allies."

"Forget about being allies. With the darkness of your Ninja village, I'm afraid the people of the land of lightning will be deceived," retorted the Third Raikage.

The Third Raikage had always been wary of Danzo's reputation. He had heard about what happened in the Land of Rain during the last war. 

Danzo was the only one who could bear the infamy and attack civilians without hesitation. However, there was no concrete evidence, or else all the countries would have jointly sanctioned him.

Danzo took out a scroll and tossed it over. "I don't need to say more. This is the information we collected. What about what you promised?"

"Six Paths ninjutsu, coupled with the secret technique that can disrupt space ninjutsu... Even the Second Hokage, who knew space ninjutsu, died under these methods," the Third Raikage said after reading the scroll. 

A powerful Lightning Style Chakra appeared in his hand, burning the scroll to charcoal.

"This is the best. Then let's go," the Third Raikage said.

Danzo's face remained flat, but he was clearly lost in thought.

There were also some people in Cloud Shinobi opposed to working with Danzo because of his bad reputation. Killing civilians and betraying allies was well-known. 

If Cloud Shinobi cooperated with him, they might become the next team to be deceived.

However, the intelligence and benefits provided by Danzo were very tempting. Not to mention the true culprit behind Mist Shinobi's attack on the land of lightning, the pharmaceutical factory alone was worth the Third Raikage's interest.

For Danzo, there would be no loss this time. Although Cloud Shinobi would get the main attack and profits, the Root would avoid casualties. No matter what the outcome, his Root would be the biggest beneficiary.

If Kain couldn't be dealt with, there was still a chance to take down the Third Raikage in the Land of Waves.

Danzo spoke again, "There are ninjas watching each other in the land of Waves. The targets are all in the land of Waves these days. If there's nothing else, we'd better leave as soon as possible."

Upon hearing this, the Third Raikage turned to someone beside him. After the person nodded, he said to Danzo, "Then let's go." Some of them were also gathering information in the Land of Waves, so they wouldn't take Danzo's word for it just yet.
