"What about our investors?"

"From now on, we will allocate all resources to Dr. Bruce Banner's Super Soldier program."

"I propose that we not only increase funding but also push them to accelerate their progress. The longer this drags on, the more dangerous that brat becomes."

That was precisely why they refused to abandon Arnim Zola.

Because Zola had been the first to warn them—long before anyone even noticed Leo.
