Chapter 7: Chapter 7: The Council
A session of city hall was happening again after twenty years....sort of.
The meeting was being held in response to the authorities reopening the case of the missing Lena Cosmotia. It's was also being held due to the sensitivity and controversy surrounding the incident in the past.
What made this meeting unique, other than the fact a meeting was being held at all, was there were only 12 people at this meeting, all public servants.
Of those 12, four of them were assistants, one of them was a scribe, and one was the head detective of the police. The rest were city managers and the head city manager.
The head city manager is the same city manager from the city hall twenty years ago, the city hall that was known to be a failure in it's aims to solve the Lena Cosmotia case and prevent subsequent crimes from happening.
Noone had spoken for at least 15 minutes. The room was quiet, but even small noises made would carry an echo, and would be louder than normal. All members sat in their chairs in a circle quietly. All that could be heard was the scribbling of the occasional pen on paper, people adjusting in their seats, an the clock ticking.
The clock showed 17 minutes past 2:00pm. The meeting was supposed to start at 2:00. There were actually supposed to be 13 members attending today.
The door slammed open, hitting the wall hard. Stelvin Solartis stumbled in with a massive stack of papers in his right hand, being held against his chest. In his left hand he carried a donut. It was a big donut.
The whole room was now completely quiet and everyone stared at him. The only sounds came from Stelvin. The door closing behind him, each time he stepped to get to his seat, him throwing down the massive stack of papers, plopping down into his seat. Each of these things made such a loud noise in the massive, largely empty room, the room with so much of an echo. The sound of him biting into the donut could also be heard. Stelvin could then feel everyone's eyes on him, so he stopped. The Head City manager began the meeting. The meeting continued discussing some topics that were not important to mention. The council then got to the Lena Cosmotia case.
The following sums up what mostly went on at this point in the meeting.
The reopening of the Lena Cosmotia like mentioned before, drew massive public attention. It was unique because it was the case that had some evidence, albeit a very small amount to the point they closed the case and left it unsolved 15 years ago.
Everyone in the room had either experienced first hand or remember the public's perception on the city hall from Natovis. The public's had a negative reaction claiming there was insolvency within the governmental authorities.
But who could blame them really? None of the proposals brought forth by the people to either solve this case, or to stop these kidnappings from happening all over the eight upper floors ended up working. To this day people had been disappearing every day with no trace, and no new leads for the case were found.
That was until today.
So this is a large part of what was discussed in the meeting when the case came up. It had been announced that someone came to the authorities with information involving the case. Bureaucrats within turned out to have Already vetted the individual. The authorities claim this information was enough evidence to the point they already reopened the case and would soon brief the detectives in the police force. The authorities say the citizen had said they still have more evidence.
The head city manager then stated: "The authorities say they will be referring the case directly to city detectives. The unknown extraordinary individual has already agreed to meet with city detectives directly for further questioning. Now that we have that matter discussed, we also have the two secret proposals that we must......."
After hearing the head city manager say these words, Stelvin did not listen to anything else. He paid no attention to any further details, even ones that probably are worth knowing.
Stelvin realized he would have a role to play in this high profile case.
Stelvin probably should have listened more after this news was announced in the meeting however. Instead of tuning everything out and thinking of himself as some high profile detective now, he should have been paying attention to the next two parts of the meeting. These two proposals would ultimately become official policiea by the end of the meeting. The first part would be controversial for Stelvin, the second part would be controversial for everyone in Natovis.
