Chapter 4: Under the Surface

On a bustling pier at Honolulu Harbor. Workers unload crates from a cargo ship under the bright glare of floodlights. A man in a crisp suit and sunglasses, later identified as Alan Rourke, supervises the operation. He checks his watch, signaling impatience.

A dockworker struggles to lift one of the crates, accidentally dropping it. The crate cracks open, revealing dozens of assault rifles.

"Idiot!" Rourke snaps, pulling the worker aside. "Do you have any idea who's paying for this shipment? Get it together before someone notices."

Suddenly, headlights pierce the darkness. A police cruiser pulls up, and two officers step out. Rourke stiffens, gesturing for his men to close the crate.

One of the officers, Officer Liu, approaches, her flashlight aimed at the operation. "What's going on here? We got a report of unusual activity."

Rourke's voice is smooth but cold. "Nothing unusual here, Officer. Just standard cargo. Why don't you move along?"

Before Liu can respond, one of Rourke's men draws a weapon. Gunfire erupts, shattering the tense silence. Rourke escapes in the chaos, leaving the officers injured and the weapons shipment abandoned.

The next morning, Steve gathers the team at HQ. The large screen displays images of the abandoned weapons cache and the injured officers, both recovering at Queen's Medical Center.

"This isn't just a one-off gun deal," Steve says, pacing. "These weapons were military-grade, smuggled into Hawaii for something big. And whoever's behind it doesn't care who gets caught in the crossfire."

Danny leans back in his chair, arms crossed. "So, we've got a weapons smuggling ring operating out of our harbor. Fantastic. What's next, tanks?"

Kono smirks but quickly grows serious. "HPD says the shipment matches a pattern—smuggling routes traced to Southeast Asia. They've been watching a guy named Alan Rourke, an arms dealer known for using smaller islands as hubs."

Chin pulls up a profile on the screen. "Rourke's been on INTERPOL's radar for years. But he's slippery. No one's been able to pin him down long enough to make an arrest."

Lou enters the room, holding a file. "Well, he left us a breadcrumb. One of his men, Kaleo Makaio, didn't make it out of the shootout last night. Ballistics linked the gun he was using to a previous raid on an armory outside Wahiawā. Looks like they've been stockpiling."

Steve nods. "Then that's where we start. Chin, Kono, track down anyone connected to Kaleo. Danny and I will follow up on the armory raid. Lou, get Jerry to dig into Rourke's financials. Let's find out where he's hiding."

Steve and Danny visit the Wahiawā armory, now an empty shell of its former self. The walls are riddled with bullet holes, and the air smells of old gunpowder.

Danny crouches near a pile of debris, pulling out a shell casing. "You ever think about how much cleanup these guys leave behind? Like, does nobody ever care about the mess?"

Steve ignores the quip, his eyes scanning the room. He notices a trail of scuffed footprints leading to a hidden compartment in the floor. Opening it, they find an empty storage space.

"They cleaned it out," Steve mutters. "But they didn't cover their tracks."

Danny picks up a torn shipping manifest, the ink smeared but still legible. "Looks like a shipment left here two days ago. Destination: Kaua'i."

Meanwhile, Chin and Kono track down Kaleo's former associate, a mechanic named Hilo Nakai. They find him working at a rundown garage in Kalihi.

Hilo tries to run, but Kono tackles him with ease, pinning him to the ground. "We're not in the mood for games," she says. "Start talking."

Hilo stammers, "I don't know anything! I swear!"

Chin kneels beside him, holding up a photo of Rourke. "Then why were you seen with this man last week?"

Hilo sighs in defeat. "Okay, okay. Rourke's planning something big. He's meeting a buyer at an old sugar mill on Kaua'i in two days. That's all I know!"

Chin and Kono exchange a look. "Looks like we're heading to Kaua'i," Chin says.

The team regroups at HQ, piecing together information from Hilo Nakai and Jerry's data. Just as Jerry begins pulling up the blueprints for the sugar mill on Kaua'i, Lou walks into the room with a grim expression, holding a tablet.

"You're gonna want to see this," Lou says, placing the tablet on the table.

The screen plays security footage from a secluded warehouse. It's grainy but clear enough to show Alan Rourke sitting at a table across from a man cloaked in shadows.

Jerry freezes the frame. "I cleaned up the footage the best I could, but look at this."

The camera pans slightly, revealing the shadowed man's face. The room goes cold as everyone recognizes him.

It's Joe White.

The mentor who trained Steve, the man who worked alongside Steve's father, and someone the team believed was dead.

Steve stiffens, his jaw tightening. "This has to be some kind of mistake. Joe White is dead. I was there."

Danny's voice is quiet but steady. "Then explain how he's sitting there, alive, making deals with an arms dealer."

Chin, always the voice of reason, speaks up. "It's not impossible. Joe had enemies. He could've faked his death to protect himself, or maybe he's not the man we thought he was."

Steve glares at Chin, but the doubt is already in his eyes. "No. Joe wouldn't do this. There has to be another explanation."

Lou places a steady hand on Steve's shoulder. "Whatever his reasons, if he's alive and working with Rourke, we need to find out why and fast."

The team grows uneasy. Kono speaks up, her voice firm. "We need to be ready for whatever we find on Kaua'i. If Joe's alive, we can't let our guard down. This could get ugly."

Steve takes a deep breath, his mind racing. "Let's gear up. We leave in an hour."

The sugar mill is cloaked in darkness, its rusted machinery casting eerie shadows under the moonlight. The team moves in quietly, splitting into pairs.

Steve and Danny take the main floor, their weapons drawn as they maneuver through the maze of equipment. Lou and Chin secure the perimeter while Kono climbs to a high vantage point, her sniper rifle ready.

Inside, Rourke's men are loading crates of weapons into unmarked trucks. At the center of it all, Alan Rourke barks orders, his voice sharp and commanding.

Suddenly, a familiar voice echoes through the mill. "You've been sloppy, Rourke. Sloppy gets you killed."

The team freezes as Joe White steps into view, his face illuminated by the flickering light of a nearby lantern. He looks older, more weathered, but there's no mistaking him.

Steve's breath catches. He grips his weapon tighter, his emotions threatening to spill over.

Joe continues speaking, unaware of the team's presence. "You should've finished the job at the harbor. Now, we've got Five-0 breathing down our necks. Do you know what that means for me?"

Rourke glares at Joe. "You think I don't know who McGarrett is? You trained him. This is on you!"

Joe's response is ice-cold. "And if you don't fix it, I'll make sure you're the one left holding the bag."

Danny whispers, "Steve, what are we waiting for? Let's take them down."

But Steve doesn't move. His eyes are locked on Joe, his mentor, his friend, now a man he barely recognizes.

Before Steve can act, Rourke's phone buzzes. He glances at the screen, his face twisting in anger. "It's Five-0. They're here."

Joe's eyes scan the shadows. "Find them. And this time, no survivors."

Rourke's men fan out, searching the mill. Steve snaps out of his daze and signals the team to move. The firefight begins, bullets ricocheting off rusted metal as chaos erupts.

Lou takes out a guard trying to flank them, his precision sharp. "They brought an army! You think they're compensating for something?"

Danny ducks behind cover, firing off a few shots. "Yeah, their lack of brains!"

Kono provides cover fire from above, taking down two guards attempting to reach the trucks. "They're trying to move the weapons! We need to cut them off!"

Chin disables the trucks' engines with well-placed shots, trapping the shipment. "They're not going anywhere."

Steve's focus, however, is singular. He moves through the chaos, his eyes fixed on Joe.

Finally, he confronts his mentor in a narrow corridor. The gunfire fades into the background as the two men face each other.

"Joe," Steve says, his voice laced with hurt and anger. "Why? Why are you doing this?"

Joe's expression is unreadable. "You wouldn't understand, Steve. This isn't about right or wrong. It's about survival."

Steve steps closer, his weapon still raised. "You taught me to fight for what's right. To protect the people who can't protect themselves. How does this fit into that?"

Joe's eyes harden. "The world isn't black and white, kid. Sometimes, you have to make choices you can live with. Your father understood that."

Steve's voice cracks. "Don't you dare bring my father into this."

Before Joe can respond, Rourke appears, his gun aimed at Steve. "Touching reunion. Too bad it's about to end."

Joe hesitates for a split second before turning and shooting Rourke in the chest. Rourke collapses, his eyes wide with shock.

Joe lowers his weapon, his voice calm. "You've got your bad guy, Steve. Now let me go."

Steve hesitates, torn between duty and loyalty. The sound of approaching sirens snaps him back to reality.

"No," Steve says, raising his weapon again. "You're not walking away from this."

Joe looks at Steve one last time before tossing his gun aside. "I trained you too well."

Back at HQ, the mood is somber. Joe sits in an interrogation room, his hands cuffed. Steve watches him through the one-way glass, his emotions raw.

Danny approaches, placing a hand on Steve's shoulder. "You okay?"

Steve doesn't answer right away. Finally, he says, "He was like family. And now"

Danny nods, understanding the weight of the betrayal. "Sometimes, the people we trust the most are the ones who hurt us the deepest."

Steve turns to face his team, who are waiting nearby. "This doesn't end here. Joe's not the mastermind behind this. There's someone else pulling the strings, and we're going to find out who."!
