"Becoming the warden of Azkaban?" Minister Smith showed a difficult expression and said, "This puts me in a bit of a bind!"
If Carlson had said he wanted to be the second-in-command of some department or something like that, Smith could have agreed on the spot. In fact, for some departments that didn't have much to offer, he could even let Carlson be the head.

However, this was Carlson speaking; not allowing Dumbledore to meddle in the Ministry of Magic was akin to standing in the same camp as them, the purebloods.

After receiving Lester's affirmative response, Minister Smith's gaze towards 'Carlson' became increasingly friendly.
Isn't it just about wanting benefits? He could give them to him directly; why bother with threats?
"You saved the Ministry of Magic, and by rights, you should indeed be rewarded," Minister Smith, now treating Carlson as one of his own, spoke without formality, directly and intimately, "It would be a bit of a waste to make you just the warden of Azkaban."
