The door swung open, and Tenraku and Rias's group emerged from the meeting room. Rias and Sona wore dazed expressions, as if still in shock from whatever had transpired, while Serafall happily bounced along, arm in arm with her younger sister Sona.

Meanwhile, inside the meeting room—

"Ajuka, are you really considering accepting the Red Dragon Emperor's proposal? This would essentially place almost half of the Underworld under his control," Falbium said with a complex expression on his face.

"With the Red Dragon Emperor's current power and influence, even without such an arrangement, he could easily take control of our Underworld. However, as you've probably noticed, the Red Dragon Emperor isn't particularly interested in power," Ajuka replied.

"Moreover, those kids truly have the potential to become Demon Kings. With a bit more polishing, they might indeed surpass us and become outstanding Demon Kings. Plus, their relationship with the Red Dragon Emperor could bring benefits to the Underworld. Perhaps, in the end, we'll gain an advantage from this," He sighed.

In the days that followed, too many things had happened, leaving even him feeling mentally and physically exhausted.

The room fell into silence, and eventually, Falbium nodded. "Then let's decide on it this way..."

The formation of the Underworld's four Demon Kings would expand to seven. The seats of Lucifer, Leviathan, Beelzebub, and Asmodeus would remain unchanged, while the three new additions suggested by Tenraku were Bael, Sitri, and Gremory!

It was understandable that the Great King House of Bael, as the head of the 72 Pillars, would be elevated to the status of Demon King, given its strength, heritage, and prestige. 

However, Sitri and Gremory were clearly Tenraku's favoritism in play! He was blatantly expressing his desire for his two wedded wives, Rias Gremory and Sona Sitri, to become Demon Kings too!

Tenraku had also considered his own Phenex family, but ultimately dismissed the idea. He had already elevated both the Gremory and Sitri families to Demon King status; pushing the Phenex family further would be excessive. Besides, with his presence, the Phenex family was already an untouchable powerhouse.

On the other hand, there wasn't anyone suitable to become a Demon King in the Phenex family besides Tenraku. Although his older brother Ruval was outstanding in many aspects, he still lacked a bit to be qualified as a Demon King, and inheriting the Phenex family's business wouldn't allow him to become one. 

His second brother was a journalist and had no interest in such matters. As for Riser, although he had grown after his experiences, he still had a vast distance to go before becoming a Demon King.

Ravel, on the other hand, had some potential. She was talented and intelligent, and with a few years of careful guidance from Tenraku, she might become a fine female Demon King. However, Ravel aspired to become Tenraku's economic manager and participate in Rating Games, so becoming a Demon King wasn't on her agenda.

With that settled, Sona and Serafall prepared to return to the House of Sitri. The promotion of the House of Sitri to a Demon King family was no small matter, and they needed to convey the news and make some preparations. Meanwhile, Tenraku planned to accompany Rias and Venelana to the Gremory family.

Previously under the control of the God of the Holy Bible, the entire Gremory family was effortlessly brought back under their control by Tenraku's thunderous methods. The true Gremory Duke had long since passed away, and as the sole heir, Rias naturally became the new family lord of the Gremory family.

To become the official family lord, various ceremonies needed to be held, and guests from all sides needed to be invited to witness. However, these could be dealt with later. For now, the most important task was to reorganize the entire Gremory family.

Having experienced many trials, Rias had grown considerably. She handled everything with grace and had the qualities and abilities required to be a family lord, much to Venelana's tearful and proud delight.

During the period when Tenraku helped Rias and her group regain control of the Gremory family, Ajuka and the others formally announced the establishment of the Seven Great Demon Kings. 

When they learned that the House of Bael, the House of Sitri, and the Gremory family were all promoted to Demon King families, the entire Underworld was in an uproar.

It was said that the family lord of the House of Bael laughed heartily upon hearing this news and tears were streaming down his face. As the head of the 72 Pillars, the Great King House of Bael had long coveted the position of Demon King, and this was now an open secret. Finally, their wish had been fulfilled.

However, the announcement made by Ajuka and the others also made it clear that for the reform and future of the Underworld, the old Devils were not suitable to become Demon Kings. 

The newly appointed Demon Kings would only be chosen from the new generation of Devils. And to give the new generation of Devils time to accumulate and grow, the establishment of the Seven Great Demon Kings would officially begin ten years later.

Upon hearing this news, the entire Underworld was once again in an uproar. For the long-lived Devils, ten years was nothing, but the important information was that the newly appointed Demon Kings would only be chosen from the new generation of Devils!

Who were the outstanding and noteworthy new generation Devils of the House of Bael, the House of Sitri, and the Gremory family?

Sairaorg Bael! Sona Sitri! Rias Gremory!

As long as one wasn't completely clueless, any Devil would understand that these three individuals were the most hopeful candidates for Demon Kings ten years later!

Of course, the sensational news didn't end there. Apart from the above, there was another surprising development.

Due to the promotion of the House of Sitri to a Demon King family, the original Demon King of Leviathan, Serafall Leviathan, who was born in the House of Sitri, reverted to her original name, Serafall Sitri. 

She would continue her duties as a Demon King under the Sitri name, while the title of Leviathan would be passed on to the final descendant princess of the old Leviathan, Katerea Leviathan, who would succeed as Demon King Leviathan!

The entire Underworld was once again thrown into a frenzy. The return of the old Demon King Leviathan!!!

For a long time, there had been many Devils in the Underworld who wanted to restore the old order of Demon Kings. These old Demon King factions had repeatedly caused chaos in the Underworld, lurking like lingering shadows, engaging in anti-government activities. 

Last time, they even joined forces with the Khaos Brigade to start a war that engulfed the entire Underworld.

Originally, these old Demon King factions had been indifferent to the new Demon King establishment, but upon hearing that the real Leviathan was about to return and that Katerea would succeed as Demon King Leviathan, they couldn't remain calm. 

They cheered and celebrated excitedly, as their long-standing efforts were finally rewarded! Their revolution had finally succeeded!

In fact, Katerea's return had nothing to do with them; it was all orchestrated by Tenraku.

Regardless of her abilities, Katerea could barely qualify as a Demon King. However, she was selfish, cruel, and ruthless, a typical representative of the old Devils!

In the past, she had even attacked Devils, Angels, and Fallen Angels during a crucial meeting at Kuoh Academy, attempting to eliminate the current Demon Kings, Serafall and Sirzechs. She was a terrorist through and through!

If it weren't for Tenraku, Katerea would have been eliminated long ago, and there would have been no chance for her to reclaim the glory of Leviathan!

Initially, when Tenraku proposed to bring Katerea back, Ajuka and Falbium had disagreed. Allowing a terrorist to become a Demon King was simply ludicrous. However, they were eventually persuaded by Tenraku.

The old Demon King factions had always been a destabilizing factor. Instead of constantly suppressing them and allowing them to cause trouble, it was better to deal with them once and for all. 

Once Katerea returned, those old Demon King factions would see hope and rally under her banner. Then, as long as Katerea disciplined and controlled them, there would be no need to worry about them causing trouble again.

As for whether Katerea's return would bring any harm to the Underworld, there was no need to worry. Because now, Katerea was completely a tool of Tenraku, his tool. Everything about her was controlled by Tenraku, and as long as Tenraku was there, there was no need to worry about her causing any trouble!

It seemed that Tenraku had a point, and coupled with the fact that the old Demon King factions had always been a headache, Ajuka and Falbium eventually agreed to Tenraku's proposal.

Meanwhile, Katerea, who was outside handling some matters for Tenraku, naturally received this news. She immediately laughed madly, tears streaming down her face.

She had finally reclaimed it! She had finally reclaimed the glory of Leviathan!!!

She hadn't been wrong about that man. Betting everything on him was indeed the right decision!

She hurried back and, in the Saints and Demons Hall, Tenraku sat on his lofty throne while Katerea lay prostrate on the ground like a tool, crazily thanking and pleasing her master.

Stroking Katerea's beautiful face, watching her desperately trying to please him, Tenraku couldn't help but curl his lips into a smirk.

He had promised this woman that he would help her reclaim the glory of Leviathan, and he had kept his word.

But even if Katerea reclaimed the glory of her ancestors and became the Demon King of the Underworld, she would still be Tenraku's tool, Tenraku's tool, forever and ever...
