Chapter 183: Chapter 182: The War Of Wakanda (4) (Bonus Chapter 13)

He knew exactly why Carter was so upset.

Because the person in the photo was her brother, Michael Carter, who was supposed to be dead.

"But why? Why is he alive and not coming back?" After getting confirmation from Josh, Carter couldn't hold back her tears.

"It's simple. He could have lost his memory or been controlled by a mind controller like Johann Fennhoff. But how exactly, you'll have to figure out for yourself now that he's in a Wakandan prison," Josh said.

"Of course I'm going to solve that mystery. But Josh..." Carter hesitated.

"Shh, don't say any more. I don't care what happens during the process, but the end result must be that at least one mission target comes back to the U.S. alive," Josh waved his hand and didn't let Carter continue.

Hearing this, Carter immediately understood that Josh didn't mind her bringing her brother home as long as one Zodiac agent was brought back.

"Thank you, Josh!" Carter thanked him sincerely.

"Don't thank me. Just remember, you're CIA and you always put the CIA's interests first," Josh patted her on the shoulder and left the conference room.

Carter was left behind, still deeply troubled.

The next day, two fully armed super-soldiers, led by Carter, boarded a plane bound for Europe.

Currently, the plane couldn't fly directly from the U.S. to northeastern Africa, so they would land in London and then transfer to a flight to Eritrea.

"Ah, you really trust your little lover to take on Wakanda? These guys are tough. Otherwise Vito and the others wouldn't have lost so many people there," Ophelia suddenly appeared next to Josh as they watched the plane take off.

"I think you've been shocked less recently. Got an itch?" Josh looked at the woman.

"Heh~" Ophelia smiled, but said nothing.

"...How's the Winter Soldier program going?" Josh asked.

"It's done, but was it necessary to make such complicated activation phrases?" Ophelia asked seriously when Josh brought up the main topic.

"Heh, if it wasn't complicated, those old fools at the Council wouldn't trust us," Josh snorted.

"Boss, with our current strength, if we join forces with Mr. Jones and Mr. Malick, we could completely control the Council. Why do we still care what those old fools think?" Ophelia asked, confused.

"Don't think things are that simple. Our base in the US is still too weak. Without controlling the resources those old fools have, recklessly clashing with them would only waste internal resources... Often too much control isn't a good thing. Haven't you learned from the mistakes of Schmidt and the others?" Josh shook his head.

"You're right!" Ophelia nodded, but her expression showed that she didn't completely agree with Josh.

"Enough of that. Since the Winter Soldier program is over, let's give him back to those old fools. If they want vibranium, let them take it. Don't get our people involved," Josh ordered.

Although the two Super Soldiers with Carter were from the Council, they were supposed to be long-term undercover agents and couldn't openly do private work for the Council.

For private work, they needed Bucky, who had been captured last year.

Although Doctor Zola was still imprisoned in the dungeon of the Strategic Scientific Reserve, the Council had successfully contacted him through their connections. They had remotely completed Bucky's second modification, making him a true Winter Soldier, ready for action. What was missing was the mind control.

Initially, the Council had their eye on Johann Fennhoff, but Ophelia could do that too, and Josh wasn't about to let him go. Also, Ophelia's abilities were stronger than Fennhoff's.

So in this world, instead of using Fennhoff's Russian activation commands on the Winter Soldier, Ophelia directly imposed a double mental suggestion on him.

The Council only received the first suggestion.

This meant that normally the Council could use the first suggestion to control Bucky.

But when Josh needed it, he could activate the second suggestion to remove the Council's control over Bucky and send him to do other things in the Council's name.

Ah~ then the blame goes to the Council and Josh gets the benefit.

It's so unfair!

While Carter and the two super-soldiers were on their way, the war in northeast Africa had already begun.

Earlier, Wakanda's military action in the Eritrean region, though stopped by the U.S. Fifth Fleet, had still pushed the British and French forces in Eritrea into a corner, even losing control of the capital, Asmara.

They then used a large amount of military force to prevent the British and French coalition from counterattacking.

Sounds serious, right?

But in reality, the British and French coalition had only about 40,000 men, while Wakanda had even fewer, with only 3,000 Wakandan troops and 30,000 Ethiopian allied soldiers.

Though they were all black, King Azzuri and the rest of Wakanda's tribal elders didn't really consider the Ethiopians their own people.

This was not surprising. In Africa today... No, even in the 21st century, inter-country and inter-tribal relations in Africa still resemble the brutal state of ancient Eurasia, with constant conflict.

Is having the same black skin enough to consider someone as one of your own? That's ridiculous.

Incidents like the Rwandan genocide still happen regularly in the 21st century, but they rarely attract attention.

Only a few major incidents get some attention.

So when countries around the world look down on African nations, it's not without reason.

The situation in Wakanda is much the same.

Even though Wakanda's level of civilization is higher than all of Africa combined because of Vibranium, they still don't see the surrounding tribes as their own people.

If they truly saw them as brothers, the Wakandans would not have stood by while Europeans oppressed Africa for centuries.

Even though they now control Ethiopia, Wakanda still rules with a monarchy system and hasn't made much of a difference in the lives of Ethiopians.
