Chapter 25: Chapter 25 - UN Meeting
"This is so boring! Why did I have to come?" Scarlett asked as she followed along behind Waller. She was dragging her feet and following along like a little kid while she complained.
"Because I need security for this closed meeting. We also need to show force and have our best foot forward. Besides from what I understand, Mylo is playing bait to keep those people distracted." Waller pointed out as they walked to a pair of metal doors. They were currently under the United Nations building.
The building had an underground bunker that was secured specifically for meetings like the one they were going to participate in today. These meetings consisted of everything from military strategy adjustment meetings to budget and international military spending. Most of which was kept out of the public's view.
The meeting they were here to participate in was to pick a replacement organization for CADMUS and to set up things so the things they deemed illegal would not occur at this organization like it did at CADMUS. They also wanted more oversight within the organization. Especially to make sure a single nation's military could not get an advantage due to new military technology.
Originally Waller would not have agreed. It would just have involved more red tape than necessary. But after CADMUS and the mess Lex Luthor made, she knew they needed to be out of the private sector's reach. They also needed to be able to police everywhere, having all countries back them would make that easier.
Now Waller could have an international reach with or without the UNs support. But making them official would make things a lot easier. Especially if they had to bring in heroes and vigilantes, or they had to operate on a large scale. Which is what they were looking at for an operation that was coming up.
The pair of guards opened the door as they approached. They walked into the doorway and inside were a number of round tables on ascending stairs. In the back of the room were contractors like themselves, looking to be legitimized or in some cases just get paid. Waller led Scarlett and the three guards that were with them over to an area set up for them.
They sat down and waited as the meeting room filled up. They were one of the first people there. So they had a while before they could get into it. But it also gave them time to view the competition.
There were plenty of groups that wanted to fill in the position that CADMUS left vacant. A hole in the intelligence community that can create influence not just manipulate it. They influenced governments and intelligence agencies like it was nothing. What they did not realize was that they got played like a fiddle.
The members of the council probably have yet to figure out that it was a plan concocted by people within the organization that took it out. But when one of these much more intelligent and insightful people brings it up… well that is when the fun starts.
There are not many people within the organization itself that could pull something like that off. So anyone with the knowledge would be able to point to the Ghost Program. Waller would be acting as their face for the moment.
But one of them had to show up anyway because the threat on Waller's life was too great. She was the political mastermind that would run ARGUS. Not to mention, both Scarlett and Mylo wanted nothing to do with paperwork.
"Order!" The speaker called out to settle the voices. "Now that we are all settled in I will remind everyone of the agenda. First we will talk about budget spending for the UN military bases. Then we will discuss purchasing goods and-or services from various companies based off of hot zones with a lot of activity. Finally to finish off the docket, we will be covering the dismantling of CADMUS and the possibility of a replacement organization."
There was shuffling as people prepared to talk and get ready for the long meeting that would likely span the entire day. It would be especially long for them since they would just be sitting until the very end of the meeting when the rest of the contractors would be kicked out. That was likely when things would get really interesting.
Several hours passed, eventually Scarlett fell asleep while leaning up the wall. While there was a break for lunch, people moved around the room. Rubbing shoulders and making connections, mostly for business purposes.
While Waller was waiting patiently a slimy looking man in an expensive suit walked up with a fake smile. He approached with a hand held forward. "Hello I am-" He did not get a chance to finish his sentence as Scarlett's hand shot out and grabbed him by the wrist. "Ouch!"
Scarlett just glared him down. The interaction caught the attention of many people that were nearby. They looked on in surprise as the man was pushed back.
The business man looked annoyed, "I don't know who you think you are! But I am-"
Scarlett just shoved him back, "Keep your hands to yourself. Now fuck off!" She immediately leaned back and went to sleep again. Waller just ignored the interaction. There were whispers and people talking while looking in their direction now. Trying to figure out who these people are. The business man growled and walked away.
Several hours later the majority of people were being shuffled out of the meeting room. There were only four groups that were staying seated while the building guards escorted people out. Waller was one of those groups, the guards walked up and she just flashed some papers and they left.
As they waited they watched the council secretly congregate and speak in hushed voices. They were glancing at the different groups. When the room was completely emptied. They split back off into their seats.
"Okay, we will now talk about the organization that will take over CADMUS assets. We will go around the room addressing the various groups that got applications to make an organization." The council speaker started off the meeting.
"I suppose those of us here can say we are cleared to talk. So I will start off. I propose the founding of Leviathan. Its purpose will be to locate and annihilate threats to the UN's control. This includes groups like the Justice League that usurp control through popularity. We will also develop our own anti-alien defenses." The man went on to talk about various ways to control the populace.
Then he sat down and the next person began talking. "Chimera's purpose will be finding and creating people and weapons that will act as countermeasures against all known threats that…" He continued talking about creating weapons and using people to fight all threats that 'might' pop up.
The final man to stand up was a white haired older man. "Hello, we would like to found the organization Dove. Whose purpose would be to keep an eye on all intelligence agencies to make sure they will not get out of hand. It will also be to keep an eye on possible threats and develop countermeasures in the event that these threats could cost lives on a large scale." The man went on to explain about countermeasures and the importance of self-governing. But from the glances he was giving their group, he knew that ARGUS was a shoe-in for the position.
When he sat down he looked right over to Waller as did the rest of the council, now that all the other groups had spoken. A few of the older members of the council seemed nervous while younger individuals were more curious.
Waller stood and stepped forward accepting a microphone and making a motion for Scarlett who nodded in response. Then Scarlett and the guards pulled out stacks of files and began handing them out.
"ARGUS, or rather the Advanced Research Group United to Support, will be the surveillance of threats both from the planet itself and from foreign entities that did not originate here. We will be on every predictable disaster to assist and protect civilians. We will develop and evolve methods in the event of an asset turning on the civilian population. Research will be made to advance our world's technological level and efforts will be made to contact our neighboring mostly peaceful populated planet." Waller's short synopsis had murmurs and chuckles from the first two groups to go.
"We have given you a file with a preliminary analysis of our situation. As well as a threat assessment that will be updated daily once we are up and running. Are there any questions?" Waller asked.
One of the council members raised their hands, "you said we have a populated planet nearby? Where is this planet?"
"I am referring to Mars, the planet which the Martian Manhunter originated from." Waller explained.
Another older council member lazily raised his hand, "I know I am going to regret asking this but how do you know they are 'mostly peaceful' as a planet?"
"Because we have already done recon and an analysis. While the planet does not suffer from divided nations it does suffer from racism. There are multiple types of martians which has resulted in this racism and a class based society. The specifics are in page three, but to go into more detail would not be possible at this point." Waller explained as she looked around, noticing a smirk on the Dove speaker's face.
There were a few minutes of hushed speaking as they read through the document. Then one of the older council members raised their hands to quiet everyone, "I would like to propose a question." There was a momentary hushed whispering then he spoke again, "One of the CADMUS programs was the Ghost Project. It essentially erased a person's entire identity and made them invisible to all forms of surveillance, how do you propose finding these individuals?"
"That is easy. I do not have to." Now there was a wave of whispers. "The founders of this project helped me with acquiring the resources for ARGUS. They also have a way to find and contact other participants of this project as needed."
One of the younger more cocky council members spoke up while the older group quieted in suspicion. "Ha! Bullshit! I read about the project, I even tried to find the founders but as far as I could tell they were dead."
"Not dead." Scarlett spoke up from behind the man, "just the first participants in the project. Besides, the Ghost Project was by far one of our more juvenile ideas, something we did to just see if we could." Scarlett explained before walking back to where she was guarding from before she had to hand out folders.
"Juvenile ideas?" The council member spoke in surprise.
"I see, may I assume there would be no way to have ARGUS hand over the assets it has acquired?" The older council member asked.
"No." Waller answered with a smirk.
"Very well. In that case I propose we split the duties up. ARGUS will be the face and will interact upfront. But we have Dove as a way to ensure peace will be kept between nations." The older man called for a vote.
"What a sly old fox." Scarlett whispered with a slight grin.
