Chapter 6: Chapter 4: The Crimson Tide



Area 11: Shipping Docks

The Docks

In the dead of night at the shipping docks, only overtime workers and security guards remained. The silence was broken only by the distant sound of waves and the occasional clatter of machinery.

One worker was moving crates alongside his buddy. "So then I said to the Eleven, 'I don't know where your mommy is—maybe look in the rice fields!'" Both men laughed at the offensive joke.

"Man, I tell ya, these Elevens sure are—" He stopped abruptly when a metal object struck the side of a nearby container. Looking to his right, he saw a shuriken embedded in the metal, its tip dripping blood.

He turned to see his friend gagging, clutching his neck as blood poured between his fingers. The man dropped to the floor, choking on his own blood.

"Oh my God! John, are you—" Someone clamped a hand over his mouth before he could finish. With a swift movement, his neck snapped, the sound of cracking bone echoing through the quiet shipping yard. Only the sound of the sea remained.

Meanwhile, a security officer patrolled the area, rifle in hand. He failed to notice something land at his feet—a small device that exploded in a cloud of smoke, obscuring his vision and making it hard to breathe.

"What the hell?!" he gasped angrily, then felt a sharp pain pierce his chest. Looking down in shock, he saw a sword protruding through his torso. Someone covered his mouth before he could scream.

Hearing the commotion, another guard emerged from the security booth, rifle ready. "Hey! What's going on? I heard something!" He swept the area with his flashlight as he advanced. In the beam's path, he caught glimpses of shadow figures for split seconds, only to find nothing when he focused the light.

"God, this place is playing tricks on my mind," he muttered, continuing his search. He heard something behind him and spun around—nothing there. Fear began to take hold, making him shake.

"What the fu—" A loud slash cut through the air. The man's eyes widened as he froze. A thin red line appeared around his neck, and slowly his head separated from his body. The last thing he saw were two figures—one in a white gi with a red headband, the other in a red gi with blonde hair.

Ryu and Ken Masters.

Ryu wiped the blood from his katana and sheathed it. He looked at Ken, gave a nod, and made hand signals. They moved to higher ground, leaping to nearby buildings and running across rooftops to stay out of public sight.

Babel Tower

The Babel Tower casino buzzed with activity—poker machines, chess tournaments, and various gambling games. Some were more extreme, like the fighting tournaments between Elevens that were currently taking place.

At a poker table sat a man in a dark military uniform with a red cape. He wore a military cap with insignia, but his most distinctive features were his piercing eyes and the aura of absolute authority he commanded. This was Master Bison, though for criminal negotiations he used the alias "General Vega."

As cards were dealt, General Vega examined his hand—a straight flush.

One of his companions spoke: "So, Mr. General, or whatever you want to call yourself, I want to know why you need access to the underground routes that lead to the ghettos." The man in the black suit threw some chips onto the table.

"Power requires sacrifice. All you need to know is that I'm willing to compensate you generously for it," General Vega replied, his voice carrying an undertone of menace as he raised the pot with blue chips.

"Look, it's not that we won't give you access," another man said, matching the bet, "but how do we know this won't come back to bite us?"

"Fools," Vega said with a cruel smile, "this will bring you more power than your small minds can comprehend."

The men noticed someone approaching—a beautiful young woman with long black hair and glasses, wearing a red dress that showed off her legs and matching high heels. She carried a briefcase.

"Here you go, my lord," she said in a European accent, handing the briefcase to General Vega and giving him a respectful bow. As she walked away, she cast a seductive glance at the other men, who watched her with obvious interest.

"Gentlemen," General Vega said, his voice booming with authority, "if you're done gawking, I've brought something that will demonstrate why serving Shadaloo is in your best interests."

He opened the briefcase, revealing vials of a glowing purple substance. "Gentlemen, I present to you... Psycho Serum."

He continued as they leaned in, his eyes gleaming with malicious intent. "A combat enhancement drug derived from Psycho Power. It grants users superhuman strength and aggression, but more importantly, it makes them completely loyal to whoever controls the supply. One dose creates an addiction that can only be satisfied by more."

"What makes this different from the enhancement drugs on the black market?" one crime boss asked, raising an eyebrow.

"Simple," Vega replied, his cape flowing as he gestured. "This isn't just a drug—it's a weapon of control. Law enforcement has no knowledge of Psycho Power technology. You'll be selling not just addiction, but absolute obedience. Your customers will become your soldiers."

The crime bosses exchanged intrigued glances. Despite being in the middle of a poker game, they all folded their cards and looked at General Vega. "You give us the Psycho Serum, and we give you the underground supply routes to the ghettos."

"Excellent," Vega said with a predatory smile. "Your submission is... acceptable." He flipped his cards, revealing his straight flush and winning the game.

After the deal was concluded, he walked to a quiet corner, his cape billowing behind him. Soon, the same black-haired woman approached, now dressed in a tactical outfit.

"I see you've changed into your mission attire," he observed, his voice carrying its usual commanding tone.

"Juri Han," she replied with a smirk, "as much as I enjoy making men grovel, I prefer being ready for action." She leaned against the wall beside him. "I don't like operating while Chun-Li is hunting our European operations."

"That woman is persistent but ultimately irrelevant. Besides, I have complete faith in your... capabilities," Vega said, his eyes gleaming with Psycho Power.

As the two Shadaloo operatives observed the casino, she looked at him with curiosity. "Why the Psycho Serum? You know the psychological damage it causes. So why give it to these scum to peddle to desperate people?"

He fell silent for a moment, his cape swaying as he watched the casino's patrons. "Power demands sacrifice from the weak. When this serum spreads, it will create chaos. The Japanese will turn on each other, then Britannians will follow. In their desperation, they'll beg for order."

"And Shadaloo provides that order, making you their savior and ultimate ruler," Juri concluded. Vega looked at her with approval. "Now you understand the beauty of my plan."

"Just because I understand doesn't mean I have to like it," she said with a slight frown. "Bison... Nathaniel, this will cause massive suffering."

Hearing his real name made him turn to her, Psycho Power briefly flaring in his eyes. "Suffering is the price of evolution, Juri. In war, the strong do what they must to achieve victory."

As they stood there, a group of armed men approached. One person walked directly up to General Vega—a man known as the Black King.

"Ah, General Vega, what an... honor," he said with a nervous smile, clearly intimidated by the aura of power radiating from the man.

"King," Vega said simply, his voice carrying the weight of absolute authority. "Explain the presence of these armed insects."

King fidgeted under Vega's intense gaze. "Well, you see, I was supposed to receive a shipment of... entertainment... from you, but it never arrived."

Vega's eyes flashed with Psycho Power, remembering King's request for girls from the ghettos. He'd agreed only to gain access to the casino but had no intention of trafficking in human misery—that was beneath even Shadaloo's standards.

"Human trafficking is for amateurs," Vega said, his voice dripping with disdain. "Shadaloo deals in power, not petty flesh trade."

King's face contorted with rage. "You arrogant bastard! Even after I let you into my establishment!" He drew his pistol, his guards following suit. "I'll show you what happens when you cross the Black King!"

Instead of showing fear, Vega laughed—a sound that seemed to echo with supernatural malice. "You dare threaten me? I am the embodiment of Psycho Power itself!"

Suddenly, the lights went out along with the music. In the darkness, Vega's eyes glowed with purple energy. "You wanted to see power, King. Now you shall witness true terror."

Outside

Outside the building, people noticed the lights going out and wondered what was happening. However, no one noticed the figures positioned near the building who had just cut the power, or the two warriors leaping between buildings, getting closer to Babel Tower.

As they approached, Ryu led the way, his face set in grim determination. Ken followed close behind, his usual cocky demeanor replaced by focused intensity. When they reached the tower, they stopped and threw grappling hooks to catch the ledges. They climbed the building while remaining hidden in the shadows.

They shattered windows with precise strikes and entered the building silently, both assuming fighting stances as they moved through the halls.

In the security room, guards were panicking. "Get headquarters on the line now! Something's happened to the power!" the head of security shouted.

However, no one noticed the figure already in the room with them—not until they heard the distinctive sound of a fighter's stance being assumed. Everyone turned to see Ryu standing there, his hands glowing with Hadoken energy.

The security officers drew their weapons. "It's an armed Eleven!" one yelled. When they aimed their weapons at him, they noticed his eyes burning with righteous fury.

"I fight for those who cannot fight for themselves," Ryu said quietly.

Without warning, he launched forward. "Hadoken!" A surge of energy blasted through the room. All that could be heard were screams and the sound of destruction. After a moment of silence, the door opened and Ryu walked out, his gi slightly torn but his resolve unshaken.

Back with General Vega

General Vega stood calmly as King's pistol was pressed against his forehead, Psycho Power swirling around him like a malevolent aura. "You insignificant worm. You dare lay hands on me?"

King wasn't deterred. "You arrogant freak! You think your fancy light show scares me?"

Vega's eyes glowed brighter. "It should." Just as he said this, King's hand holding the gun suddenly twisted at an impossible angle, broken by an invisible force. He screamed and looked at Juri, who was spinning on one foot, having just delivered a devastating kick.

All the guards aimed their weapons at the pair as King yelled, "Kill them! I want these freaks dead!"

Suddenly, Ken dropped from the ceiling in a spinning kick, his leg trailing fire. "Tatsumaki Senpukyaku!" He landed gracefully in front of Vega and Juri.

No one moved for a moment as the guards stared in shock. When one guard pulled his trigger, Ken reacted with lightning speed.

"Shoryuken!" His flaming uppercut connected with the first guard's jaw, sending him flying. The next guard tried to shoot, but Ken's "Hadoken!" sent a wave of energy that knocked him into the wall.

Ryu appeared beside him, moving with fluid grace. "Tatsumaki Senpukyaku!" His spinning kick took out three guards in a whirlwind of precise strikes.

Having cleared the immediate threats, both fighters noticed the remaining guards behind them. Ryu and Ken exchanged a glance and nodded.

"Shinku..." Ryu began.

"Shoryuken!" Ken finished.

Their combined energy attacks devastated the remaining opposition.

Hearing the commotion, the remaining criminals tried to escape, but when they opened the doors, they found more Shadaloo operatives blocking all exits. No one was getting out.

King tried to crawl away but found himself face-to-face with Vega, whose eyes were now blazing with Psycho Power. "Psycho Crusher!" The devastating attack ended King's life instantly.

Once finished, both Ryu and Ken approached General Vega, bowing respectfully.

"Master Bison," Ryu said with reverence. When he spoke the name, the remaining civilians gasped in shock, finally realizing who they were dealing with.

As the four—Ryu, Ken, Master Bison, and Juri—prepared to leave, Bison's cape swirled around him as he addressed his fighters.

"Leave no witnesses," Bison commanded, his voice carrying the full weight of his authority. "The only ones meant to survive have already departed."

"Eliminate them all."

Hearing the order, Ryu and Ken reluctantly assumed fighting stances. Though it went against their nature, they followed their master's command.

The room filled with screams as the group continued walking. Bison strode through the carnage, his cape flowing behind him, stepping over bodies without a second glance. When they encountered a Japanese girl in a bunny costume, injured and terrified, she cried out, "W-why are you doing this?!"

Bison's response was swift and merciless. "Psycho Shot!" A concentrated blast of energy ended her suffering instantly.

As the purple energy faded from his hand, he declared, "Order requires sacrifice. If I must become the devil to create a perfect world, then so be it." He continued walking as the elimination continued around them.

Soon, one of the Shadaloo operatives began painting a symbol on the wall with blood—the Shadaloo skull emblem.

Hours Later

The doors burst open as Britannian officers rushed in, led by Cornelia, who had assumed this was an attack by Zero. But what she saw was far worse, causing her eyes to widen with shock and rage.

"What kind of monster did this?!" she yelled, her voice mixing fury and horror.

Some soldiers had to remove their helmets and vomit on the floor. The room was filled with corpses, many showing signs of being killed by energy attacks—burns, impact marks, and scorch patterns covered the walls.

There were no survivors.

On the wall was a large symbol painted in blood: the Shadaloo skull insignia.

Shipping Docks

Back at the shipping yard, a crowd had already gathered to obtain the new enhancement drug. Some had already taken the Psycho Serum, and the effects were beginning to show—increased aggression, glowing eyes, and unnatural strength.

Standing on a nearby roof, Master Bison—now in his full military regalia—watched alongside Ryu and Juri. "Operation Psycho Storm is proceeding as calculated," Bison said, his cape billowing in the night wind.

In the crowd was a housemaid with long dark brown hair. She approached the dealers with money, receiving a vial of the purple substance. As she walked away with desperation in her eyes, she whispered, "I'm sorry, Kallen. I need to be strong enough to protect you."

She walked past a container bearing the Shadaloo skull symbol, leaned her back against it, and injected herself with the Psycho Serum. Instantly, her eyes began to glow with a faint purple light as artificial strength coursed through her body.

She sat next to the container with the Shadaloo symbol... forever changed.
