Snippet Title: Naruto: Through the Eyes of Fugaku Uchiha (Fugaku SI).

Synopsis:

Reincarnating into the World of Naruto was a dream come true for me. Getting reincarnated as Uchiha Fugaku was even better. I had the perfect opportunity to shape the course of the Uchiha Clan's future, and maybe even change the fate of the entire shinobi world.

However, ROBert pretty much stacked the deck against me by sealing my meta-knowledge away until the night of the Kyuubi Attack.

Now, I'm stuck in the midst of clan tensions, village politics, and the impending war—with hardly any time in my hands. The weight of being Uchiha Fugaku, the head of a Clan teetering on the brink of destruction, presses on me harder than I ever imagined.

Nevertheless, I won't squander this second chance of mine. I will do whatever it takes to change the fate of my family and my Clan. I absolutely refuse to let events play out as they did in Canon.

With these eyes of mine, I am going to make this World my bitch.

1. Kyuubi Attack Aftermath.

[The Land of Fire, Village Hidden in the Leaf (Konohagakure)...]

All the Clan Heads, the Third Hokage, and his advisors, along with the leaders of key organizations like the Barrier Corps, Konoha Hospital, and the T&I Department, were listening as Nara Shikaku, the Jonin Commander, read the preliminary report on the Village's losses from the recent Kyuubi attack, which had just ended a few hours earlier.

Once Shikaku finished, a heavy and oppressive silence enveloped the Hokage Office as everyone struggled to digest the information presented by the Nara Clan Head.

It was hard to recognize that in just a relatively short moment, the Kyuubi was able to unleash such a great amount of destruction on their beloved village when it hadn't even recovered from the losses it suffered in the Third Great Ninja War.

"I believe our first agenda must be to elect a new Hokage who will guide us in these troubled times." Mitokado Homura, one of the Village Elders, said in a firm voice.

Those words successfully caught the attention of every shinobi present in the Hokage Office. Those words stopped their thoughts from spiraling into worry and uncertainty, grounding them in the reality of their situation and forcing them to focus on the challenges ahead.

"I suggest Hiruzen take the mantle again for now," Utatane Koharu, another of the Village Elders, said, and many seemed to agree with her.

"I suggest Orochimaru take the mantle. Hiruzen is too old for the role of Hokage now."

No one really agreed with the words of Shimura Danzo, the last of the Village Elders, so he could only back down and hide the displeasure in his heart, for now.

"I propose Senju Tsunade be called back to take the role of the Fifth Hokage, and Sandaime-sama, Orochimaru-san and Jiraiya-san to be established as Elders. Konohagakure is in a very bad situation at the moment, so the Sannin must be in the Village in order to deter the other villages from taking advantage of us. Additionally, with Tsunade-san in the village, I am sure a greater number of our shinobi population would be interested in becoming medical ninjas, which may allow us to regain our strength quickly."

Everyone was surprised to hear the suggestion proposed by Uchiha Fugaku.

"I support Fugaku-san's suggestion."

Even more surprisingly, Shikaku was the first to express his agreement with the suggestion. Although he would have preferred not to side with the Uchiha Clan Head at this time, the Nara Clan Head couldn't help but do it as Fugaku's proposal was the most reasonable one.

One by one, all the Clan Heads and the other Elite Shinobi also expressed their agreement. Only the Third Hokage and the Village Elders didn't.

Sarutobi Hiruzen, the Third Hokage, spoke up at this moment, "I am sorry to say, but Tsunade can't come back-"

Before Hiruzen could complete speaking, Fugaku interrupted him, "Why can't she, Sandaime-sama? It has already been years since she lost her brother and lover. Why is she allowed to be off duty for so long? Everyone here has lost someone close to them. You just lost your wife as well. Even still, we are all here, giving our all for the sake of the Village.

"Even if she doesn't want to accept the position of Hokage, she has to come back and take the position of Elder at least and help bolster the number and strength of our medical ninjas. Just because she is the granddaughter of Shodaime-sama doesn't mean she should get special treatment.

"Lastly, if the reason she doesn't want to return to active duty is her fear of blood that she developed at the end of Second Great Ninja War, then I have thought of a solution. Please have Jiraiya-san convey this message to her when he is sent to retrieve her."

Even though no one else expressed their agreement in an explicit manner, Hiruzen could see that almost everyone had the same thoughts as Fugaku. Not to mention he agreed with Fugaku 's words as well. He just didn't have the heart and reason to force his beloved student to return before. If Fugaku's claim of having a solution for Tsunade's hemophobia was right, he would be happy to have her back and overcome the trauma.

With these thoughts in mind, Hiruzen sighed and said, "Alright. I will order Jiraiya to bring her back and also convey your message, Fugaku. Till then, I will temporarily manage the Village. Is that alright with everyone?"

No one had any problem with that and they nodded, even Fugaku.

"Uchiha Fugaku, do you have any explanation about the Sharingan pattern in Kyuubi's eyes?"

Even though this question had been in everyone's mind from the start of the meeting, they didn't expect Danzo to directly attack the Uchiha Clan Head in such a manner.

"Are you implying that my clan was behind the Kyuubi's attack, Elder Shimura?"

"I am. Almost everyone here has seen the Sharingan pattern in Kyuubi's eyes. So it is undeniable that the Sharingan was used to control the Kyuubi. And until now, only Uchiha Madara was successful in controlling the Kyuubi with his Mangekyou Sharingan."

"Just the Sharingan doesn't necessarily indicate that a Uchiha was controlling the Kyuubi. Even Kakashi, who is still going through puberty, can manage the strain of a 3-Tomoe Sharingan. It wouldn't be too much of a stretch to say someone like an Uzumaki, with their large Chakra reserve, could handle Mangekyou.

"Also, we don't know if Madara left behind any offspring outside the village after defecting. The attacker can either be a Uzumaki with Mangekyou or Madara's descendent who wants revenge."

"What do you mean the Uzumakis wanting revenge?! Uzushiogakure was Konoha's greatest ally!!" Danzo couldn't help but explode upon hearing the wild theory presented by Fugaku.

"Was that really the case? Then how did the information about the siege on Uzushio only reach us after it was wiped out? How could that have been possible if they were our greatest ally? What were Sandaime-sama and the Village Elders doing at that time that we failed our ally in such a manner? Also, the assailant possibly being Madara's descendent is still on the table. Was the assailant captured or killed by Minato, Sandaime-sama?"

Fugaku directed the last question toward Hiruzen, who had been silently watching his friend targeting the Uchiha in such a blatant manner.

Instead of answering, Hiruzen asked his own question, "Fugaku, what makes you so sure that it was an attack and not an accident? Minato didn't reveal anything about any assailant in his last moments."

"Because it is impossible for the Kyuubi to escape the seal without outside interference with Minato present to check the seal. Mito-sama gave birth without any problem with the help of Nidaime-sama. Minato's accomplishments with Fuinjutsu are even greater than Nidaime-sama. And like Elder Shimura pointed out, Kyuubi's eyes had the pattern of Sharingan in them.

"Additionally, the Kyuubi was summoned right in the middle of the village, and the place where it was summoned was not far from the Uchiha Clan Compound. Although I don't know where Kushina was giving birth, I at least know that Minato wouldn't have selected the delivery location to be anywhere close to the center of the village.

"On top of that, if the Kyuubi had escaped its seal by itself, I am sure the process would have taken a few tens of seconds at least. There's no way it would have suddenly appeared in the middle of the village. The fact that it appeared there suggests that it was summoned by someone else and until now, only Uchiha Madara is known to have the ability to summon the Kyuubi.

"If anyone has the ability to summon the Kyuubi in this day and age, I believe they must be either a descendent of Uchiha Madara or an Uzumaki with formidable Fuinjutsu skills."

As Fugaku paused to take a breath, he observed the expressions of those in the meeting room and realized that nearly everyone seemed to agree with his speculations. He was satisfied with this result, however, he gave no outward reaction that hinted at his inner feelings.

"The Kyuubi attack was no accident. Instead of trying to deny it, we must be ready to face any further attacks. I believe that only with a Mangekyou Sharingan can the Kyuubi be controlled. That means someone on the level of Madara is out there with an enmity against us. We must unite and look out for the assailant as we don't have anyone like Shodaime-sama to protect us from such a dangerous enemy.

"If it weren't for Elder Shimura's Root ANBU preventing the members of my Clan from participating in the fight against the Kyuubi, I am afraid that the Uchiha Clan would have incurred the greatest casualty in this attack."

A chill ran down everyone's spine at the thought of someone of Madara's level out there, wanting revenge against their village.

At the same time, Fugaku's last murmured statement of Root ANBU stopping the Uchiha Clan from participating in the fight against the Kyuubi also caught everyone's attention, even though it seemed like he didn't want to say those words aloud.

"What do you mean Root stopped your Clan from helping us? Why would they do that?" Akimichi Choza asked with an enraged expression.

As the Clan specialized in physical techniques, most of the Akimichi Clan Shinobi were on the frontline during the attack. Therefore, the losses that his Clan suffered were driving Choza mad with grief, sadness, and now, anger. Most importantly, Choza's father, the previous Akimichi Clan Head, had to sacrifice himself in order to save Choza's life.

If the Uchiha Clan had been allowed to fight, the casualties would have been far less. Maybe... Maybe his father would have been alive.

It was not just Choza who was angered after hearing this news. The other Clan Heads and the Elite Shinobi present in the Hokage Office were also enraged. They all glared at Danzo, silently demanding an explanation for his actions.

Feeling the collective glare of dozens of Elite Shinobi, Danzo had to explain, no matter how humiliating and reluctant he felt while doing so, "As I said, the Sharingan pattern in the Kyuubi's eyes indicated that the Uchiha Clan may have been responsible for the attack.

"I ordered Root to keep an eye on the Uchiha to prevent them from sabotaging the others in case they really turn out to be the culprit."

"It seems age and crippleness has caused your thinking ability to deteriorate even more than I thought it would, Elder Shimura."

Fugaku's statement in response to Danzo's explanation, delivered in a tone filled with pity, enraged Danzo so much so that he couldn't help but stand up from his seat and shout, "YOU DARE INSULT ME IN SUCH A MANNER??!!"

"Did I say anything wrong?" Fugaku asked with a glare, not backing down in the face of Danzo's outburst, "Instead of helping against the Kyuubi or evacuate the people to the shelter, you had your Root prevent my Clan from doing anything other than keep an eye on the civilians. Based on what? A baseless suspicion that we, the Uchiha, could maybe try to destroy the Village we built together with the Senju for no reason?"

"You had a reason to take action against the Village, Fugaku. After all, Minato was the one who became Fourth Hokage instead of you. You were likely dissatisfied with this and came up with this plan to take out Minato and then try to become Hokage instead."

Fugaku smiled like a shark who smelled blood, and his smile weirded out almost everyone in the room, even Danzo.

"Following your reasoning, Elder Shimura, you are also highly suspicious of causing this attack. After all, you failed to become Hokage two times, didn't you? Also, from what Minato told me, you were the one who sent Orochimaru-san on a mission at a delicate time like this.

"Since when did the Elders have the authority to send the Shinobi of our Village on a mission? Not just any Shinobi, one of the Sannin at that. All of these events point out that you knew something would happen and made it so that the Kyuubi attack would inflict maximum destruction upon us. That means, the chances of you being the traitor are much greater than my Clan."

Utter silence descended in the Hokage Office as Fugaku finished speaking.

Danzo could only stare at Fugaku in hatred as he had no way to counteract his words. He couldn't say that Orochimaru wanted to take the chance of Minato being busy with Junchiruki's pregnancy to create a research lab outside the Village for performing some of the more explosive experiments. He couldn't say that Orochimaru going on a mission was just a ruse.

"ENOUGH!!"

Hiruzen commanded, bringing everyone's attention towards him, "We will talk about this later. Right now, we must focus on rebuilding the village."

Even though almost everyone didn't want to let go of the matter, they had to, now that the Hokage had given the command.

"Shikaku, how is the rescue effort going?"

The Nara Clan Head responded without any pause to recollect his thoughts, "Before the meeting started, I already had most of the available Special-Jonins and Chunins focus on the rescue effort, Hokage-sama. Even so, I would like to request the help of every Hyuuga Shinobi with Byakugan to assist in the rescue efforts."

Hiruzen looked at Hyuuga Hiashi, the Hyuuga Clan Head, who responded promptly, "The Hyuuga Clan will be honored to help, Hokage-sama."

The Third Hokage nodded at this. Then, he ordered, "The Shinobi from the Inuzuka Clan, Aburame Clan, Fuma Clan, Sarutobi Clan, and Shimura Clan shall focus on securing the borders. Especially our borders with the Land of Rain, Grass, Rice, and Hotsprings. Shikaku, distribute the forces as you see fit."

After that, Hiruzen gave a few more orders to the rest of the Shinobi in the Office to get the Village running. Everyone accepted the orders without any hesitation.

Once he finished issuing orders, he asked, "Now, does anyone have anything they wished to share before I dismiss the meeting?"

"If I may speak, Hokage-sama?" Hiruzen looked at Fugaku and nodded, "I propose we bring the retired Shinobi, whether they retired due to age or injury, back into the fold. If they are able and willing, they should take on the task of teaching the Genins who failed to pass the test given to them by their assigned Jonin Instructor after Team Assignment.

"Of course, those retired Shinobi who agree to this would be given appropriate compensation. This way, along with providing income to the retired Shinobi, the Village would also welcome better quality Shinobi among our ranks. Who knows, maybe another one like Minato or Orochimaru-san or Jiraiya-san would emerge from them."

Everyone had a thoughtful look on their face upon hearing the proposal from Fugaku.

The idea was a good way of producing a higher quality of Shinobi for the Village.

After a few moments of pondering, Hiruzen spoke up, "While I agree that the proposal is good, I don't think it will be feasible to implement this idea right now. With everything that must be done for Konoha to regain its strength, the Village Finances will already be pretty tight for the next few years."

"In that case, Hokage-sama, the Uchiha Clan is willing to bear the cost of implementing this proposal for the next three years."

Fugaku's swift response shocked everyone in the room, not having expected to hear such a thing from him. While everyone already knew that Fugaku's view of the Village was pretty different from the previous Uchiha Clan Head and the Uchiha Clan Elders, they never expected him to help the Village by using the resources of his Clan in such a manner.

This had never been done before by any Uchiha. Not just the Uchiha, but even the other Clan Heads wouldn't put the Village before their Clans in such a direct manner.

It took a few seconds for Hiruzen to break out of his stupor and reply, "Very well. Since you have proposed this, Fugaku, I am leaving you in charge of implementing this program. I wish you great success in this endeavor."

Fugaku bowed his head slightly and said, "I will be honored to do this task, Hokage-sama. However, I would like to request the help of Shikaku and the Nara Clan in implementing the program. After all, I am already busy handling the matters of the Clan and the Konoha Military Police Force. I will need some help to make sure that there aren't any problems while setting up the program."

Hearing this, Shikaku did everything in his power to keep a straight face, swallowing the groan of annoyance that threatened to escape his lips. He thought, 'Great. More work for me. So troublesome.'

With great reluctance in his heart, Shikaku nodded when the Hokage looked at him, indicating his agreement.

"What about the Kyuubi Jinchuuriki?"

The moment this question was asked, everyone in the room became tense. After all, it was a very sensitive topic for all of them.

Almost everyone present knew that the new Kyuubi Jinchuriki was the son of Namikaze Minato and Uzumaki Kushina. After all, they all were close acquaintances of the Fourth Hokage, some were even close friends like Fugaku and knew his relationship with Red Hot-Blooded Habanero.

Almost all of them wanted to take their child in their custody and raise him, however, they also knew that if any one of them did gain custody of the child, the situation among the Clans would become unstable due to the child's Jinchuriki status. Not to mention the risk of the Kyuubi escaping its seal once again, no matter how small the risk may be.

"In his final moments, Minato declared that Naruto Uzumaki should be recognized as the Hero who is and will be keeping the Kyuubi sealed. However, I believe it's unwise to reveal his status as a Jinchuuriki to the civilians and other shinobi. Some might direct their hatred and anger towards the Kyuubi on to Naruto. Therefore, I must ask you all to keep Naruto's Jinchuuriki status as a secret."

Almost everyone agreed with Hiruzen's words and accepted his request. Seeing this, the Third Hokage continued, "Also, until Jiraiya brings back Tsunade, I will assign a squad of ANBU to take care of Naruto. They will also be responsible for making sure that the Seal is in working condition. Once Jiraiya comes back, I will have him check the Seal before deciding on his living conditions further, alright?

"Everyone is dismissed for now. Shikaku, once the rescue effort is complete, report to me. We nedd to reconvene again in the night to discuss the reconstruction of the Village."
