Cave Refuge

The residential building where the Mutual Aid Center is located is not one of those 30-plus-story high-rises. This building only has 17 floors, and only seven floors are above the water surface.

Residential buildings of this height were likely built around 10 years ago, generally having two super large flats on each floor.
